Dear Mr. Payne:
I am requesting that your office review and comment on a site
plan which is pending with the Town of South Windsor, for property
located in the southwest corner of the intersection of Route 5 and
Pleasant Valley Road. The plan includes a new curb cut onto Route 5
as well as one onto Pleasant Valley Road. All parties involved would
like to avoid a situation where the Town might approve a plan which
Connecticut Department of Transportation will not approve.
We would appreciate your input at your earliest possible
convenience as the application is pending with our regulatory
Commissions .
Thank you for your assistance.

RE: Wa Wa Markets
We have reviewed the plans dated 9-14-89 for the Wa Wa Markets site
plan and have the following comments:
1 . A-2 certification requires live seal and original signature.
Also coordinates are required i.e. , MDC etc.
2 . Sanitary lateral
a) Inverts and length of pipe required.
b) Detail of connection to existing clay sewer main is
required. If a lateral off the main exists, so note.
3 . Drainage calculations for pre and post development are
required.
4 . Roof drainage is not addressed.
5. Future parking and topsoil stockpile area encroach into 20,
non disturbed wetland area.
6 . Spot elevation is required in corner of parking lot near
refuse area.
7 . Catch basins, storm pipe, free standing sign are placed
within sanitary easement. These must be removed.
8. The treatment of the pavement and exist gravel drive on
Pleasant Valley near Route 5 is not identified.
9 . Width of entrances to site are not indicated.
10 . Radius of entrance off Pleasant Valley area shown as 10 feet.
These need to be increased to a minimum of 25 feet if
possible.

11 . Details are required for
a) Flared End
b) Rip Rap
c) Catch Basins
d) Storm and Sanitary Lateral Trenches
12. Without knowledge of the soils at this facility we can only
indicate that the proposed parking lot pavement cross section
may not be appropriate. A copy of the pavement design
analysis would be helpful.
13 . The construction notes reference ConnDOT form 813. This
should read 814 as this is the latest standard.

RE: Wa Wa Inc. Site Plan - #90-37P
We have reviewed the plans dated April 10, 1990 for the proposed
Wa Wa Site Plan and have the following comments:
1 . Proposed Sanitary Lateral
a. Length, slope and inverts of pipe required
b. A manhole will be required in this line for
future sampling purposes .
2 . The building and parking lot encroach upon the 80'
watercourse buffer and the parking lot also encroaches
upon the 40, wetland buffer.
3 . The proposed slope on the south side of the parking lot
is approximately 2 on 1. This may present a maintenance
problem once a ground cover is established.
4 . Detail is required for the catch basin.
5 . "Conduit Outlet Protection" is the title of a detail for
the riprap splash pad. This should be changed to
eliminate confusion. Also a cross section of this pad is
required showing the depth of riprap and reverse
filtration design.

Planning Department Comments
1 . curb cuts must be shown on surrounding properties on the

Architecture and Design Review Board Comments
1. suggest that the stone facade be carried onto the wall
facing Pleasant Valley Road
2. recommend no "add-on" advertising signage across the top of
the building
3. sign does not conform with Section of 4 .20.3.f of the
Zoning Regulations. The board felt that the sign was not
designed as an integral part of the building and that the
colors, materials, and lighting were not harmonious with
the building. The board recommends another sign proposal
be made.
