RE: Application #90-57W, Alice Schneider
DOCUMENTS REVIEWED: Application form, Subdivision Plans for Podunk
River Estates, and past approvals .
COMMENTS:
1 . These plans are the same as those approved for lots #1 amd #5 in
application #88-47W, Podunk River Estates which expires on
September 30, 1990. At the time that re-application was approved
the applicant was Wilmar Construction, Inc. (William Aman) and it
was a continuation of application #402. Application #402 was the
original approval for Podunk River Estates (7-lot subdivision) .
Alice M. Schneider is now the current owner and applicant for lot
#5 . Mr. Aman will be extending application #88-47W, Podunk River
Estates for lot #1 only.
2. There is a conservation easement that has been placed on this
property. The easement has been filed in the Town Clerk's office
(vol. 467/pg. 150) .
3 . I have reviewed past approval conditions and suggest that by
incorporating the following approval conditions, this application
can stand on it's own.
IF APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDE:
1 . There shall be no fill, grading or construction in the wetlands
area.
2. Specific building plans, with appropriate erosion and
sedimentation controls, shall be submitted at the time of
construction and shall conform to the Guidelines for Soil Erosion
and Sediment Control.
3 . The well shall be placed within the building area, not in the
conservation easement.
4 . Seeding and mulching of the site shall be done in accordance with
Guidelines for Soil Erosion and Sediment Control.

Re: Existing Inland Wetlands Permit
Application 90-57P
Alice Schneider/33 West Road
Dear Mr. McCahill:
Please be advised that the applicant is requesting a one year
extension to the above referenced permit which is due to expire
on November 26, 1991. The permit was issued for the parcel
known as lot 5 of the Podunk River Estates Subdivision, said lot
being located at the northeast corner of the intersection of
Strong and West Roads. On Thursday, August 22, 1991, I visited
the parcel and found it to be in its natural, undisturbed
state. No construction has, or is anticipated to take place in
the near future due to the lull in the housing market. The
installation of erosion and sediment controls was not and is not
necessary until such time the lot is developed. Of course,
prior to any construction, a plot plan showing all information
required by the Town, including erosion and sediment controls
would be submitted to the Town staff for their review.
Should you require any additional information, please feel free
to contact me at any time.

Re: EXPIRATION OF PERMIT 90-57W, Lot #5, Podunk River Estates
This is a reminder that the permit with the Inland Wetlands
Agency/Conservation Commission, Application #90-57W will expire on November
26, 1994
If you plan to extend your project beyond the above expiration date, you must
apply for an extension at least sixty-five (65) days prior to the expiration
date. There will be a thirty-five dollar ($35.00) fee required for an
extension of the permit. This includes a ten dollar ($10.00) surcharge
assessed by the State, to fund the State Environmental Review Team.
An application for an extension shall be made in accordance with the
following subsection of the IWA/CC Regulations:
a. The duration of any amendment or extension shall be for three years
unless otherwise specified in the permit.
b. The application may incorporate by reference the documentation and
record of the original application.
c. The application shall state the reason why the authorized activities
were not initiated or completed within the time specified in the
permit.
d. The application shall describe any changes in facts or circumstances
involved with or affecting wetlands or watercourses or the property
for which the permit was issued.
e. In unusual situations the Agency may accept an untimely application
to extend the expiration date of a permit if the authorized activity
is ongoing and allow the continuation of work beyond the expiration
date if in its judgement, the permit is likely to be extended and the
public interest or environment will be best served by not
interrupting the activity; the application shall describe the extent
of work completed at the time of filing and the schedule for
completing the activities authorized in the permit.
f. The Agency shall evaluate the application pursuant to these
regulations , and grant the application as filed, grant it with any

terms or limitations, or deny it; and shall state upon the record the
reason(s) for its decision.
In the event that you are requesting an extension, section 8.1.6 of the
Zoning Regulations establishes the process for monitoring the approved
conservation plan. Per that regulation, a progress report is required from
the applicant's engineer verifying that erosion and sedimentation control
measures have been installed and maintained in accordance with the approved
conservation plan. This verification report shall also be submitted 65 days
prior to the expiration date of the permit to allow time for the
Commissioners to evaluate your project controls.
If work has been finished or will be finished by the expiration date, please
send a letter stating work is completed according to the approved plan.
If you have any questions call me or John E. McCahill , Zoning/Wetlands

RE: Extension of Permit 90-57W

Lot #5, Podunk River Estates
West Road !r,
Dear John: Ol 6
Thank you for the reminder that the permit granted by the Inland Wetlands
Agency/Conservation Commission will expire on November 26, 1994. As agent for
the permit holder, Alice Schneider of 33 West Road, South Windsor, I am writing
this letter to request an extension to the permit. I understand that if granted, the
extension would be for three years and would expire on November 26, 1997.
This lot is a part of the Podunk River Estates, a seven lot subdivision originally
approved by the Inland Wetland Agency/Conservation Commission on September 29,
1986. A three-year extension to that permit was granted on October 21, 1991 for
this lot.
I visited the site on September 26, 1994 and found it to be in its natural, undisturbed
state. As a result, no erosion and sediment control devices were or are necessary.
The applicant currently has no plans to develop the parcel. Of course, those plans
could change depending on the economy.
I trust this information satisfies the requirements for the permit extension. However,
should you have any questions or comments please contact me at your convenience.
As always, your cooperation is greatly appreciated.
Sincerely,
Thomas J. Galeota -Y

RE: Extension of Permit 90-57W iNNo wt Windsor
Lot#5, Podunk River Estates NDS AGENCY/
West Road CONSERVATION COMMISSION
Dear Mr. Folger:
Thank you for the reminder that the permit granted by the Inland Wetlands
Agency/Conservation Commission will expire on November 26, 1997. As agent for the
permit holder, Alice Schneider of 33 West Road, South Windsor, I am writing this letter
to request an extension to the permit. I understand that if granted, the extension would
be for three years and would expire on November 26, 2000.
This lot is a part of the Podunk River Estates, a seven lot subdivision originally approved
by the Inland Wetland Agency/Conservation Commission on September 29, 1986.
Three-year permit extensions for this lot were granted on October 21, 1991, and October
12, 1994.
I visited the site on September 9, 1997, and found it to be in its natural, undisturbed
state. As a result, no erosion and sediment control devices were or are necessary. The
owner has no intentions of developing the parcel in the near future.
I trust this information satisfies the requirements for the permit extension. However,
should you have any questions or comments please contact me at your convenience. As
always, your cooperation is greatly appreciated.
Sincerely,
Thomas J. Galeota

Dear Mr. Galeota:
Re: Appl #90-57W, Lot #5, Schneider/Podunk River Estates
At the September 17, 1997 meeting, the South Windsor Inland Wetlands
Agency/Conservation Commission approved a three-year (3) extension of application 90-
57W, Lot #5, Schneider/Podunk River Estates, with all original and standard conditions.
Application #90-57W expires on November 26, 2000. A new application will be required
at that time. It has been IWA/CC's policy to notify landowner(s)/applicant(s) of expiring
wetland permits. However, it is the landowners(s)/applicant(s) responsibility to track
expiration dates and to submit a timely application.
Very truly yours,
INLAND WETLANDS.AGENCY/
CONSERVATION COMMISSION
