WINDSOR PLANNING DEPL M&D Project #291 Dear Marsha: w In regard to our recent meeting and telephone conversation concerning the community center layout, 3 would like to clarify our position. We will be using the A-2 supplied by the Town of South Windsor to meet our site plan requirements. Since descrepancies appear to exist between our field information and the above mentioned A-2, we will not be certifying any portion of the site plan for compliance to State of Connecticut Land Surveying requirements other than the existing contours and physical features. Please note that we have tied into three monuments adjacent to this site. These monuments will be referenced on our site plans and used to layout the building, parking, and appurtenances. We will be using a 50-foot buffer along the North side of this parcel. This buffer will be used for landscaping and plantings. I understand that setbacks along Nevers Road Right-of-Way will not be required and that parking or parking access could be planned adjacent to the Right-of-Way. Also, it appears that a 4 ' sidewalk will be required along Nevers Road inside the road Right-of-Way. We may have difficulties with the separation between the proposed ballfield and the rear access to the community center. After reviewing the additional requested information on the exact placement of the ballpark fence and the limits of the fill, we will contact you if conflicts are still apparent. I also understand that detention may not be required for onsite runoff. This will be dependent on additional drainage calculations. Additionally, we may use some of the field to the South of our site for required parking Please contact me if any of these plans would be in conflict with the town's plans. Thank you very much for your time. Very truly yours, 04'r, ADJ:reb Alan D. Town Engineer Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Re: Drainage Report - South Windsor Community Center M&D #291-1 Dear Mr. Iazetta: Enclosed is our Drainage Report for the South Windsor Community Center project on Nevers Road. We have analyzed the site for both pre- and post-development flows under 2, 10, 25, and 100 year storms. The drainage system has been sized for a 10-year storm. The peak runoff for a 10-year storm at the point of discharge from the site is 28 cfs for the pre-development flow and 29 cfs for the post-development flow. The reason these flows are comparatively close is that much of the pre-development area is cropland which when matted has a high runoff coefficient. Howeer, since Plum Gulley Brook peaks later than the runoff from our project, the time of peak flow for the brook should be used as the basis for evaluating pre- vs. post-runoff from the site. Based on the hydrographs developed for the high school project these runoff flows for the 25-year storm can be totalled as follows. Pre Post Time of Peak Runoff (of brook) 14. 0 14. 0 Runoff - Brook 203 203 - Site 6 5 Total 209 208 Mr. Jerry C. Iazzetta, P.E. Town Engineer Town Hall 1540 Sullivan Avenue South Windsor, CT -2- June 18, 1990 From the above, it can be stated that under proposed conditions the flow from the site will reach the brook more quickly than the upstream pre-development flow to the brook. Therefore the combination of brook and site flows will be less under post development conditions than under pre-development conditions. p CNNFC Very truly yours, ohn B. Du f .E. The site is due east of the South Windsor High School on the opposite side of Nevers Road. A town ballfield is presently being constructed to the east of the project. The property is also bounded by private property to the north used in part for crop development and to the south by other town lands to be used for future town needs. There are some tree clusters on site but most of the area is currently meadow and farmland. The topographic relief is from east to west and averages about 4%. Plum Gulley Brook parallels Nevers Road on its West side and drains to the south. The soils consist primarily of Narragansett and Enfield silt loams with a zone of Manchester gravelly, sandy loam in the area of the building and parking. Absorbtion of runoff into the ground should be high. There are a series of catch basins on Nevers Road in the vicinity of the site. The two to the north discharge through a 15" pipe to Plum Gulley Brook. The three to the south are all connected and also discharge westerly through a 15" RCP to the brook. SECTION II PROPOSED PLAN PROPOSED PLAN There is a large off-site hay and meadow area to the northeast draining onto the site. This runoff from this area will be routed in a stone channel to the north of the building location and into a shallow pond on the northwest corner of the site. The overflow of this pond will be directed into the drainage system of the parking/road area. This pond will have a crushed stone cover to allow absorbtion of a significant amount of the runoff into the naturally permeable soils in the area. The drainage system collecting the roof, roadway and parking runoff will transport the flow to the southwest corner of the property and into the existing drainage system discharging into Plum Gulley Brook. SECTION III METHOD OF ANALYSIS METHOD OF ANALYSIS A drainage map (Appendix A) was prepared presenting the watershed boundaries. Indicated on this drawing are the soil types from the SCS maps, contours from the town mapping and most on-site contours from the field survey. A weighted CN value, the time of concentration and the runoff were calculated based on the SCS TR 55 methodology. Pipe System After the layout of the roadway and drainage system, the drainage map was utilized for sizing the piping system and developing post-development flows. Individual catchment areas w re defined for each catch basin or other inlet. Then in similar fashion to existing conditions, a weighted CN was developed for each catchment area under proposed conditions. The time of concentration to each structure was computed and the runoff calculated. At this point all pipe sizes and slopes were established to provide the required capacity APPENDIX A DRAINAGE MAP APPENDIX B PRE-DEVELOPMENT TR-55 COMPUTATIONS _ _ TR-55 CURVE NUMBER COMPUTATION VERSION 1 . 1 _ Project : SOUTH WINDSOR COMMUNITY CENTER County : HARTFORD State: CT Checked : Date: _ Subtitle: PREDEVELOPMENT RUNOFF CONDTIONS Subarea : 1 Hy,oloqic Soil Group — COVER DESCRIPTION A B C D Aces (C> — CULTIVATED AGRICULTUF--F*-*-5L Small grain Contoured (C) qood 2, 13(61 ) 8.3(73) - - _ OTHER AGRICULTURAL LANDS Pasture, grassland or range qood - 18.(61 ) - - _ Total Area ( by Hvdroloqic Soil Group) — SUBAREA: 1 TOTAL DRAINAGE AREA: 28.86 Acres 6-- IGHTED CURVE NUMBER:64 _ ' _ _ _ _ _ _ _ _ TR-55 Tc and Tt THRU SUBAREA COMPUTATJON VERSION 1 . 1 _ Project : SOUTH WINDSOR COMMUNITY CENTER User: K.R . Inground irrigation for flower beds and lawn area. No lawn area less than 6 feet wide. All sidewalks no less than 6 feet wide. Substitute beech for hawthorn trees. Ramp instead of stairs in front of building. Detention pond to hold a minimum of 3 feet of water to be used in conjunction with a water sprayer to create a fountain. What about a sign and how would it be landscaped? Stay away from the variety of bradford in the pear trees, use another variety of pear tree, bradf ord ' s are weak branched and very susceptible to branch breakage. How about a heated sidewalk in front of the building, with an easterly exposure it will receive very little winter sun. No stone swale, it can be a real maintenance headache. Use other varieties of conifers with white pines to avoid monoculture. Any questions, please call me. Director of Public Works Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Dear Mike: Your letter of October 19 regarding the existing tree on the Community Center site has been received and discussed further with the Architect. It would seem that we could have accomplished this type of discussion in a brief phone call, but your communication seems to require a formal response. The members of the Public Building Commission discussed all of the existing tr es on the site and were distressed that we would have to destroy so many older trees. Of course we will be replacing the trees on the site with new growth, but many of those will take at least 10 years to reach some sort of maturity that even approaches that of the existing trees. One of the original concerns we had about the installation of the driveway opposite the High School driveway was that we would have to remove a stand of evergreens that had been there for quite some time. We have conceded the merits of locating the driveways across from each other, and that requires the elimination of that stand of trees, but we were hopeful of saving something, and that particular spruce was one of those we wanted to save. The damage to the roots that could occur from either the installation of the sidewalk or the installation of the waterline is of concern. If the life of the tree is threatened by that work, then it would seem appropriate to remove it. However, we would like to make an effort to save it. Once the Contractor is on site and begins to layout the utilities and the sidewalk, we will revisit the subject again and determine whether the tree is still at risk. We very much want to save this existing tree and not clear cut the property in a manner which many of us find repugnant when it is done by developers in town. I hav a little trouble understanding why th desir to save that tree is meeting with such r sistance. In any event, the Commission will r visit th subject as the project progresses. If there are any other factors which we should consider in our review, please let me know. Very truly yours, Howard E. Fitts, Chairman Public Building Commission HEF/srs cc: J an E. The subcontractor, Mr. William Kraus, has estimated there to be approximately 20,000 cubic yards excess material, split between 8-10,000 cubic yards of topsoil and correspondingly 12,000 - 10,000 cubic yards of gravel. Mr. Kraus has stockpiled approximately 2500 - 3000 cubic yards of topsoil in the NW stockpile area indicated on the plan. We would suggest that the excess material be stockpiled in the area designated as A on the attached sketch to provide a uniform grade from the top of the proposed parking area down to the sidewalk. Any excess topsoil material that remains, we would suggest that it be stockpiled in a windrow perpendicular to Nevers Road in the area designated as B on the sketch. Mr. Kraus has also indicated that the proposed stockpile area to the southeast of building/parking is insufficient to stockpile the excess gravel. We would suggest that the excess gravel be placed to the east of the driveway extended as designated by area C on the sketch. This would allow easy access for the Town and would not be in conflict with the subcontractors final grading of the area between the driveway sub and the parking lot. The subcontractor has also intimated that he expects to have the topsoil stripped within the day or so. Thgrefore, time is of the essence as to direct the locations of the stockpiles. He has also indicated that the gravel stockpile area, as mentioned above, is insufficient; and feels that the area to the southeast of the proposed area is outside his contract limits . In an effort to cooperate with him, we feel it is reasonable, practical, and we have no problem with, the gravel stockpile area located in the area designated C. Again, time will be of the essence as he has indicated gravel work will occur soon. Mr. Bruce Kellogg Re: Community Center Page 2 . Additionally, a red lined plan should be made for the relocated/additional stockpile areas needed for the excess materials, so that a change order (Town) can be processed. I thank you in advance for your attention to this matter. Very truly yours, 4`7— Michael J. Gadtick, P.E. Director of Public Works cc: Jean Z . CONN. 06074 AREA CODE 203/644-2511 November 20, 1990 Mr. Bruce Kellogg Jeter, Cook & Jepson 450 Church Street Hartford, CT 06103 Dear Mr. Kellogg: Subject: Community Center Site Meeting 11/20/90 Per our meeting today at the site with the contractor, I would like to reiterate items of noteworthiness: 1 . The contractor should prepare a long-term and short-term work schedule (two week duration) identifying tasks and dates (anticipated) of completion; update every two weeks . 2 . If the contractor or sub-contractor plans on working on holidays and/or weekends, he should notify you and the Town prior to said work so any need for inspections can be determined. 3. Material has been moved throughout the site. Areas within the building, parking and driveway areas appear to be filled. Per the contract, proper compaction equipment is to be used and material compacted in lifts . No compaction equipment has been observed on the site. Therefore, there is concern as to what and how material has been compacted. The contractor is to provide documentation as to areas filled to date and compaction should indicate location and elevation of areas tested. Proper compaction equipment is to be used. The construction schedule should also include a testing program. 4. Areas lacking either proper tests and/or results will require testing to confirm materials and compaction. The numerous material stockpiles should be identified as to intended use by the contractor. If these piles are not going to be used in the near term, they should be moved to the approved stockpile locations. Mr. Bruce Kellogg November 20, 1990 Page 2 5. The topsoil stockpile to the west of the small parking lot has not been spread out per previous discussions . It is important that the material be spread out so as to create a uniform grade from the parking lot down to the sidewalk. Additionally, proper stabilization of the area should be accomplished as soon as possible, i.e. before the frost sets in. 6. The gravel stockpile to the east of the small parking lot appears to be contaminated with a variety of materials. Although we would still strongly urge that the pile be located in the area previously discussed in my letter of November 7th, and shown on the revised plan dated 11/9/90, the material as placed and mixed is not what we had anticipated (or as directed by the engineer) . We would therefore, still look for some resolution as to location, quality and methods used to stockpile the excess gravel. 7 . The access driveway to the site was originally to be limited to the area across from the High School driveway. This area was to also have a anti-tracking mat. To date, the area along the water line installation to the north of the site has been used extensively. That area also has no anti-tracking mat. We understand why the original access has not been used, however, as was discussed, as soon as the materials have been moved to the south of the entrance area, the north access should be closed permanently and the area restabilized. Any area used, should have the anti-tracking mat installed immediately. 8. Regarding the relocation of the water line, we would ask if lowering of the water line in place has been considered. 9 . We would also appreciate an update on the quantity and type of excess materials expected on the site. Mr. Bruce Kellogg November 20, 1990 Page 3 I thank you for your attention to these matters . Cantick, Director of ublic Works FROM: Jerry C. Iazzetta, Town Engineer RE: Community Center Punch List Items - Site Work We have reviewed Mr. John Clark's memo to Mr. Bruce Kellogg dated 11/27/91 concerning the punch list items at the Community Center. As his memo addressed my memos to you, rather than the "punch list" dated October 16, 17, 1991, I will address my comments to the original punch list items and indicate Mr. Clark's comments versus the conditions observed on December 17, 1991 . I have also attached Mr. Karl Reichle's memo of December 11, 1991 addressing several punch list items . Item 1 We raised a concern about the sign having brick courses buried into the ground. Aspinet's comment is "N/A" . Someone from the Town should make a determination as to the acceptability of this work. Item 2 Spruce tree's lower branches were cut, but higher branches not touched. Aspinet indicates that the branches they broke have been removed. Karl's memo does not address this issue. DItem 3 Temporary electric pole is still in place. Aspinet says i ivis "N/A" Item 4 Topsoil has not been raked - 6" min. depth of topsoil was to be placed & no stones larger than 1 1/2" diameter. Just walking the swale and looking at eroded areas gives a visual indication of this . Aspinet says "completed" . Item 5 Curbing has not been touched. Aspinet indicates "Work to be completed 12/2/9111 . Item 6 Low spot on south side of catch basin has not been repaired. Aspinet indicates "Will review on 12/2/91" . Item 7 Installation of precast curb stops still not done along sidewalk by flagpole (as shown on drawing L2) . Aspinet indicates "all contract curbs in place" . Item 8 Riprap at outlet from swale not cleared .of silt and invert elevations not confirmed. Aspinet indicates "In process" . 7, Mr. Michael J. Gantick Page 2. Re: Community Center Punch List Item 9 Topsoil in swale not 61, and has excessive stones. Looking at eroded area in swale will confirm this. Aspinet indicates "In process" . Item 10 Upper end of swale not properly ,smoothed out" . Aspinet indicates "Completed" . Item 11 Tree clusters appear to be moved. Item 12 Completed Item 13 Site debris still scattered around. Aspinet indicates "Work to be completed 12/2/91" . Item 14 Drain along Nevers Road Sidewalk (near sediment structure) 1. Aspinet indicates "Completed" . Ic 11, not installed. Item 15 Completed Item 16 Disturbed area west of Nevers Road at new catch basin not restored. Aspinet indicates "work week of 12/2/91" . Item 17 . Storm drainage system not cleaned. Aspinet indicates "work week of 12/2/91" . Item 18 Sidewalk not repaired. Aspinet indicates "Work week of 12/2/9111 . Item 19 Backfilling along sidewalk still needs to be done correctly. Aspinet -indicates "Completed" Item 20 Not all areas disturbed by construction have been permanently stabilized. Aspinet indicates "Work Completed" . Item 21 Watering schedule not provided. E & S measures in swale are not acceptable. Haybale stakes are only in the ground a few inches and proper measures for placement not utilized. (See Karl's memo) . Aspinet indicates "Complete week of 12/2/91" . Item 22 Stockpile material has not been stabilized. Aspinet indicates "N.I.C. " N Items 22 to 27 inclusive - See Karl's memo (attached) . As you know, I will be on vacation when the scheduled walk thru is to take place on December 23, 1991. 1 have walked the site with Bo Davies and he is familiar with these outstanding items. Iazzetta, Town Engineer RE: Community Center - As-Builts I have reviewed Mr. Bruce Kellogg's transmittal of January 7, 1992 which attached Aspinet Construction's December 16, 1991 letter concerning the Community Center As-Builts . The Aspinet letter "responds" to the Engineering Divisions 10/18/91 rejection of the submitted "As-Builts" for the Community Center. The letter basically indicates either "not Aspinet's responsibility" or "items completed" . The As-Builts forwarded with this letter are the same ones we rejected in October. I believe that Jeter Cook & Jepson were the applicants for this project and as such are responsible for complying with the Planning & Zoning and Conservation Commissions approval conditions . The As-Builts submitted on 1/7/92 are still not in accordance with our requirements . JCl/jsv TOWN OF SOUTH WINDSOR MEMORANDUM DEPARTMENT OF PUBLIC WORKS TO: Michael J. T M E M O R A N D U M January 16, 1992 TO: Howard E. Fitts, Chairman, Public Building Commission SUBJECT: COMMUNITY CENTER As a follow-up to my November 19, 1991 memo, please find attached punch list items which remain to be completed. Additionally, the following areas remain of immediate concern: 1 . The Simplex alarm panel connection has not been made from the utility room to the Simplex panel. 2 . The final disposition of the excess fill material to the east of the parking lot remains in question. 3 . Safety concerns with the protection of the cooling tower panel from vandalism, intruder contact should be addressed. 4 . As-builts for both the building and site are still outstanding. Certificate of Occupancy cannot be issued until satisfactory site as-built is provided. 5 . The table problem remains . 6 . The punch list items identified by Jerry Iazzetta, Town Engineer, memos of December 17, 1991 (updated) January 8, 1992 and January 9 , 1992 remain outstanding as well as the items on Richard Boudreault's, Superintendent of Public Buildings, memo of January 15, 1992 . 7 . Although the contractor made adjustments to the patio, observations during the December 23, 1991 walk-thru (heaved and settling brick) still suggest that the patio is not acceptable and if corrections are not made, the patio will be a maintenance nightmare. 8. Proper adjustment of loop water temperature diversion valves are needed to eliminate problem of heat pump units tripping safety features. Memorandum To: H. E. Fitts, Chairman, P.B.C. Subject: Community Center January 16, 1992 Page 2. Kellogg Deter, Cook & Jepson Architects, Inc. 450 Church Street Hartford, CT 06103 Dear Bruce: Re: South Windsor Community Center Final Inspection Punch List December 23, 1991; Revised March 10, 1992 I am concerned with page 3 of the Final Inspection Punch List as revised on March 10, 1992; specifically under the topic "Site" . In the original Final Inspection Punch List on pages 11 and 12, under the topic "Site" , items #4, 9 and 10 read as follows: . . "All topsoil to be raked and seeded per plans and specifications . 6" minimum depth. No stones larger than 1 1/2" diameter. . . . The swale has washed out during the last few rain storms, revealing less than the minimum apparent topsoil and an excessive number of stones greater than 1 1/2" diameter exposed. Ken Erikson, Bo Davies, and Mike McInerney to confirm and correct. . . The upper end (east) of the swale was modified and needs to be "smoothed out" and seeded. " On March 10, 1992, during our walk-through of the site, I indicated that the swale is still a concern and additional work is required to comply with the approved plans . The swale has already started eroding; exposing sandy, gravelly, stony (some larger than 1 1/2" in diameter) material within the first few inches of the soil profile. - I would therefore respectfully request that you modify the revised Final Inspection Punch List (dated March 10, 1992) to clearly indicate the Town's concerns regarding the swale.
