Nctice of this proposal was transmitted to the Planning Division of the Capitol Region Council of Governments under the provisions of Section 8-3(b) of the Connecticut General Statutes, as amended. The referral involves proposed changes to Zoning Regulations, Sections 4.21 - Designed Residence Zone (DRZ) . (Sections 4.21- 4.21.5.d.2) . If you would like a copy of these changes, please contact Kelly. Comments: The staff of the Regional Planning Commission of the Capitol Region Council of Governments has reviewed this referral and finds no apparent conflict with regional plans and policies or the concerns of neighboring towns. General Observations: • A major CRCOG Housing Availability Goal stated in the 1988 Regional Plan is "To increase the range and choice of housing for persons of all incomes and all ages, but especially for those who have had the least choice, according to their locational preference." Policies related to this key Housing Availability Goal, and in particular to this zoning proposal, state that the Agency: i) Encourage local use of innovative zoning technicraes to reduce housing costs (also Land Use Policy #10) . 6) Encourage municipalities to develop programs and policies which will increase opportunities for low and moderate income housing in all municipalities of the Region. The proposed zoning amendment purports to promote these goals by providing, within the DRZ, a range of housing types (one, two and multi units) . It speaks of future developments which will be "well planned, functional and aesthetically pleasing. . .". Designs will be compatible with abutting zones and uses "and these regulations will" protect environmentally sensitive areas of town that are unprotected through other means". The proposed regulation also states that its purpose is " to increase the supply of affordable housing" and contains some reasonable provisions which should be evaluated and perhaps expanded (Sections 4.21.3.2.2) for hopeful implementation in the future if the proposal is adopted. Since a definition of "affordable" is not A VOLUNTARY COUNCIL OF GOVERNMENTS FORMED TO INITIATE AND IMPLEMENT REGIONAL PROGRAMS OF BENEFIT TO THE TOWNS AND THE REGION. _ contained within the proposal, a copy of the Statutory Definition is enclosed for reference (CGS 88-203) . Also, attached for review is a copy of Public Act 88-338 (CGS Sec. 8.2g) which provides the means for zoning commissions to authorize special exemptions from zoning density limits for affordable housing construction. A perusal of the present Zoning Regulation indicates the existence of a DR A-15 Zone. CRCOG files also show that a zoning referral (#88/157) submitted about a year ago, proposed modifications of a very substantive nature to this zone. Advisory comments were offered but CRCOG has no indication that the proposal was adopted or heard at public hearing. It would be appropriate if this petitioned proposal was evaluated and related to the existing regulation and the prior draft proposal. This would provide an opportunity to intermesh and incorporate all the concepts/proposals into a comprehensive package which would effectively achieve the goals enunciated in the statement of purpose within this zoning referral. Questions concerning this referral should be directed to Wil Maxwell. In accordance with our procedures this letter will constitute final CRCOG action on this referral. The public hearing date is scheduled for 9/5/89.
