TOWN PLANNING AND ZONING COMMISSION REPORT ON ZONING REFERRAL
TOWN OF SOUTH WINDSOR #89/89
COMMISSIONERS:
Receipt is acknowledged of the above-numbered referral. Notice of this proposal was
transmitted to the Planning Division of the Capitol Region Council of Governments under the
provisions of Section 8-3(b)of the Connecticut General Statutes,as amended.
The referral involves proposed zoning amendments to regulations,Section 4.11,"Office Park
Zone(OP Zone)and other additions to various sections. If you would like a copy of these
amendments, please contact Kelly.
Comments:
The staff of the Regional Planning Commission of the Capitol Region Council of Governments
has reviewed this referral and finds no apparent conflict with regional plans and policies or
the concerns of neighboring towns.
General Observations:
A review of the South Windsor Zoning Regulations indicates that there are several existing
zoning districts which permit office development mainly: Industrial (S 4.7) Industrial Park
(S 4.8),Restricted Office(S 4.9)and Designed Commercial (S 4.12). Most of these zoning
regulations have extensive rules, standards and site design controls presently in existence.
Rather than create another zone to the many existing districts perhaps there is an opportunity
to implement and achieve the proposed concept by embellishing and amending an existing
regulation.
Questions concerning this referral should be directed to Wil Maxwell.
In accordance with our procedures this letter will constitute final CRCOG action on this
referral. The public hearing date is scheduled for 7/18/89.

Mr. Raymond Hallowell
Planning and Zoning Commission
Town of South Windsor
Dear Mr. Hallowell.
South Windsor
We have recently become aware of the Planning and Zoni&JaMftj&g6 Igs N8
to vote on October 3, 1989 on a proposed change to the Zoning Regulations whicfission
would permit the construction of buildings up to 57' high in designated areas.
An article in the Hartford Courant indicated that Commission members were sup-
portive of the change and their approval was essentially a "fait accompli". The
existence of any dissenting opinion was not evident.
It is our belief that the proposed change represents a significant departure
from construction practice in South Windsor and could lay the foundation for a
change in philosophy and direction which would profoundly alter the appearance
of our town and the quality of life its residents have come to enjoy. As you
know, 57' is 2.4 times the height of a 2 story colonial and is equivalent to a
4 to 5 story structure. We are concerned that an issue of this importance was
not adequately addressed. Although a public hearing was held in,, d-July, it
is not obvious that ropinion of the residents of the town WeFe-properly
P P Y
heard. The focus of people's attention in the summer is on vacation and time
with their families and characteristically, the legal notices are not the highest
priority item. (Developers of course are apparently not burdened by the same
constraints.) Our perception is supported by the fact that several commissioners
themselves were not present at the July hearing.
Considering the above, we are requesting that a better publicized and more
thorough public hearing of this very significant issue be allowed. In the event
that you decide against this, we are requesting the opportunity to address the
Commission at the October 3, 1989 session.
We are also requesting that you provide a copy of this letter to all Commission
members for their review and comments at the September 26, 1989 Commission
meeting.
We realize that our requests may constitute an imposition on you and the
Commission but we have been obliged to act quickly because of the poor visibility
of this important issue to-date.
Please notify Edward Taback of your decision regarding this matter. He can
