Very truly yours, 4-tsm Aa s H. Throwe JHT/meg Enclosure cc: Ernest E. Reichle May 1 , 1985 Planning and Zoning Commission a n V Town of South Windsor Town Hall Sullivan Avenue MAY South Windsor, Ct. 06074 Gentlemen: South Windsor planning & Zaning The Planning and Zoning Commission last year approved a housing sub-division adjacent to my property at 504 Miller Road. No notification was sent to the adjacent property owners concerning any hearings and/or possible affect this sub-division might have to these properties. Since the start of this project there have been several incidents that have directly affected me and there are also several design features which I feel will have a future effect not only on my property but my neighbors, in the long term. These are past problems: 1. The electric service has been ripped from the house. 2. Although it has been repaired it is not as original and the end of the house will now require repainting. 3. Part of the front yard was excavated last fall to install a storm sewer. It has not been repaired. 4. A sign that was installed on the adjacent property, which is now town property, has been moved to my property. 5. Sand has eroded onto 504. The long term problems are: 1. The change in the land contour alters the water flow and run-off which presently feeds the water table. 2. The storm sewer system expedites the removal of rain water from this parcel of land. Previously this water was mostly ground water. 3. The storm sewer system feeds a retention pond which instead of retaining the water on site expedites drainage into the street storm sewers and away from the parcel. 4. The retention basin has been cut into the water table providing a contin- uous short circuit in the water feed for the wells on Miller Road, down- stream. 5. The ground water which normally feeds the water table is now fed into this retention basin. 6. The drainage system from the retention pond going into the street is a larger diameter than the street system. It is most likely, that during a storm the water drainage from this pond will be forced out the catch basin in front of 504 and flood the street causing problems with traffic and possibly some other damage down street. 7. There is presently transfer of soil from the sub-division to the pond at the intersection of Miller and Barber Hill after each storm. 8. If the drainage system from the pond fails during any major storm it is possible that after filling the overflow would cause damage to 504 and should a failure follow this damage would be extensive. 9. Part of this sub-division is considered wet-lands. However, this sub division was never brought before the Wet-Lands Commission. I am formally notifying the Town of South Windsor that they will be responsible for any damages to the property at 504 Miller, whether to the physical struc- tures or the environment, and that immediate action should be taken to rectify and/or eliminate any potential hazards that this project generates as a result of the approved sub-division. I would appreciate it if you would address Mr. Davis ' comments concerning past damage to his property, and what he perceives to be a long term problem with drainage. I have also asked the Town' s Engineering and Planning Departments to investigate this matter and report their findings to the Commission. Yours very truly, PLANNING & ZONING COMMISSION vg By: l enc. Marshall Montana, Vice-Chairman CC: Gardner & Petersen Richard Martel, Town Engineer Peter DeMallie, Planning Director May 1 , 1985 Planning and Zoning commission % Town of South Windsor + ' - =- Town Hall } 3-, Sullivan Avenue South Windsor, Ct. 06074 Gentlemen: The Planning and Zoning Commission last year approved a housing sub-division adjacent to my property at 504 Miller Road. No notificati'',on was sent to the adjacent property owners concerning any hearings and/or possible affect this sub-division might have to these properties. Since the start of this project there have been several incidents that have directly affected me- and there are also several design features which I feel will have a future effect not only on my property but my neighbors, in the long term. These are past problems: 1. The electric service has been ripped from the house. g 2. Previously this water was mostly ground 3. 8. If the drainage -system from the pond fails during any major storm it is possible that after filling the overflow would cause damage to 504 and should a failure follow this damage would be extensive. The Longos' property is situated on northeasterly corner of Stonefield Trail and Miller Road, and directly abutts the newly constucted Stonefield Trail. Stonefield Trail Commissioner Asplund said that PZC was approached by residents on Stonefield Trail, and by an attorney representing the Longo family. He said he went over to Stonefield Trail and met with Mr. Longo and the Town Engineer has reviewed this and prepared a memo dated August 29th which adequately summarizes those things that exist on Stonefield which should be corrected. Mr. Asplund said the real question is not what the problems are, which are quite clear, but the timing for the improvements. Mr. Martel, Town Engineer, said the check list he prepared is usually accomplished when the developer applies for a maintenance bond. Attorney Throwe, representing the Reichle Estate, said he received Planning & Zoning Commission -2- 9/9/86 a copy of the memo and made copies which went to the contractors who are involved. Mr. Throwe said the developer, Ernie Reichle, is dead and the equipment was sold to his nephew, Fritz Reichle. At that time it seemed that the only work remaining to be done was cleaning up, and it is their intention to have Fritz do the work and to also work with Mr. Upeniaks, the builder. The principal thing the Estate owes PZC is a bituminous cover on Miller Road where the sewer was put in. Roncari will be doing this, and the Estate has set aside money for it. Roncari will also do the road stub and that should be completed before the end of the season. Mr. Throwe said that Fritz Reichle will do the work around the detention basin and the sidewalks will be corrected by David Ferraro. Ken Peterson must put in tine iron pins. Commissioner Asplund said one of the problems is that the residents have contacted different people and everyone tells them someone else is responsible. The residents are residing in this neighborhood and the overall physical condition is not attractive. One house in particular has rubble between the pavement and the curb. Mr. Throwe said that Reichle sold the lots to the builder and Reichle ' s concerns are the sidewalks, detention basin and to finish the road. Mr. Kenneth Longo was present and said when the subdivision was built property was swapped. A detention basin was put in and the road was done, and he' s contacted both Fritz Reichle and Covensky to ' correct the problems on his property and nothing has been done. Several residents spoke complaining about the unfinished work. Mr. Asplund said the most important thing is the list that the Town Engineer prepared and Mrs. Evans said the Commission would like a timetable for completion of the work. Mr. Throwe promised to return to the Commission in two weeks with the timetable. A brief discussion ensued regarding the small proposed subdivision adjacent to Stonefield Trail. The residents were informed that the public hearing for the 9 lot subdivision is scheduled for September 30th. NEW BUSINESS (continued) ' 2. App. #1172 - Graham Village (Southridge Estates, Inc. ) Mr. Castro made a motion that the Commission accept the 65 day exten- tion of time granted by the applicant in which to schedule a public hearing. The extension is from September 25th to November 29th. Mr. Asplund seconded the motion and it was unanimously voted in favor and so ordered. 3. Strawbridge Condominiums Planning Director, Marcia Banach, said she walked this site with Tom Bazzano and the plan the Commission is looking at reflects what is really on the site. This includes the existing conditions through the entire site. Planning & Zoning Commission -3- 9/9/86 Mr. Hallowell said there doesn' t appear to be much landscaping around the recreation area. Mrs. Evans suggested that some low shrubs would be nice. Mr. Hallowell said it doesn' t have to be anything elaborate, but something should be growing there. Attorney Sbarge said there is a fence around Phases 7 and 8 so that certain areas are not disturbed. After further review of the plan, Mr. Hallowell made a motion to approve the landscape plan for Strawbridge Condominiums, Phases I through VIII as shown on plans prepared by Igor Vechesloff, Consulting Engineer, revised to 3-24-86 and 5-19-86, consisting of pages 33B, 33M, 33R, 34M and 35M. The plans must be modified to show additional plantings around the recreational area in Phase I and abutting the principal streets and area going into Section 1A. Mrs. Klenke seconded the motion and voting in favor were Commissioners Hallowell, Evans, Sor- enson, Conde and Asplund. Mr. Castro abstained. The motion was duly carried by a 5 to 0 vote with 1 abstention. Mr. Hallowell said he didn' t think the landscape plan should be filed yet. He suggested the plan might be revised after walking the site again after the next phases are constructed. 4. Admiral Self Stor - Sullivan Avenue Attorney Woodcock was present and explained that his client submitted an application to DOT for a driveway cut, and DOT said they would prefer a double driveway and would like the Town to go along with it. The alternative is to go to the power company and make arrangements to move the pole. Mr. Woodcock said he talked to the Fire Marshal, Bill Lanning, who said this was okay. Mr. Woodcock said they are here tonight to request permission to modify the approved site plan to provide two 25 ' drives. Mrs. Klenke said she drove by this site and feels what they are suggesting is the better way to go. She noted that a truck trying to back onto Sullivan Avenue would be horrendous. She said she doesn' t think this will increase traffic onto Sullivan. Mrs. Evans said she wonders why the State didn' t think one driveway is sufficient, and Mr. Woodcock said he can' t answer for them, but his guess is that the State would think one driveway is not as safe as two. Mrs . Klenke asked if they applied to the State for one driveway, and Mr. Woodcock said yes, and it ended up with this plan with two driveways. He added that it would be a tremendous expense for the applicant to remove the pole. The Town Engineer noted that the State told him the reason for the alternate plan was because of the pole removal. He said his concern is the two curb cuts, and that he knows how the Commission feels about this. Mrs . Evans said she doesn' t want to put them to the expense of removing the pole, but why can' t they get by with one driveway. A discussion ensued and Mr. Woodcock noted that he had not approached DOT with just one driveway on either side of the pole. Mr. Milkie was present and said he would prefer two cuts for ease of trucks getting in and out. Mr. Conde noted that all these questions were Planning & Zoning Commission -4- 9/9/86 brought up during the original site plan approval, and Mr. Milkie didn' t think one driveway would be a problem. Mr. Castro made a motion to approve the entrance plan for Admiral Self Stor II on Sullivan Avenue, as shown on a plan prepared by Lucek Engineering Assoc. , Inc. , dated 8-7-86 . Mrs. Klenke seconded the motion. Voting in favor were Commissioners Evans, Hallowell, Castro and Asplund. Voting against the motion were Commissioners Conde and Sorenson. The motion was duly carried by a 4 to 2 vote and so ordered. 5 . App. #1175 - Knoek Hardware, Lot 25, Parkcentre, Site Plan Present on behalf of the applicant were Mr. Sudakar from Russell & Dawson, and Eugene and Barry Mazo of Knowek Hardware. Mr. Sudakar explained that the 10 , 350 s. f. building meets all zoning requirements of the Town including parking. They have appeared before Wetlands, but there are no wetlands on the site. Ms. Banach reported as follows : Building coverage is 120, and im- pervious coverage is 250. They are providing 28 parking spaces. IWA/CC has not made a decision yet. Additional landscaping could be added on the north side of the building, south side of the driveway and to screen the dumpster. The plans should be modified to show the wetlands, contours, basic site layout and storm and sanitary sewer flow, as well as the abutters. Also the foliage line should be indicated. Mr. Martel reported that the eixsting condition of woods should be shown, as well as the 100 year storm. Iron pins should be on all conrers and there should be reference to vertical and horizontal datum. Also the sanitary sewer lateral should have two clean outs. Mrs. Evans asked what type of business this is, and Mr. Mazo said they distribute hardware for wholesale use. The hardware consists of items such as shovels, axe handles, garden tools, etc. There are no retail sales on the site. Mr. Castro asked if they were any hazardous materials on the site, and Mr. Mazo said no. Mr. Asplund asked about gasoline powered equipment, and Mr. Mazo said no. The Commissioners noted that a streetscape plan for Parkcentre had been prepared by Alan Viets and approved sometime ago, and this landscape plan should conform to that plan. Mr. Hallowell noted that there are two large drainage tile areas on Newberry Road and caution should be taken when working in those areas. Mrs. Klenke made a motion to approve the application for a site plan of development for property located on Lot #25 in Parkcentre (Nutmeg Road South) , as shown on plans prepared by Russell & Dawson, dated 7-21-86 , Job No. 8588, subject to the following: Planning & Zoning Commission -5- 9/9/86 1. The plans should be modified as follows: a. They must indicate whether there are regulated wetlands on the site; b. Existing contours must be shown; C. The key map should indicate site layout and direction flow of storm and sanitary sewers; d. The key map should indicate abutters; e. The foliage line should be shown on the topographic map; f. The 100 year storm must be addressed; g. Iron pins should be indicated on all corners; h. Reference should be made to vertical and horizontal data; i. The sanitary sewer lateral should indicate two clean-outs 2. The landscape plan should be modified to indicate additional landscaping on the north side of the building, and must conform to the streetscape plan for Parkcentre which was prepared by Alan Viets Associates, dated 9-6-83. 3. A bond in the amount of $5,000 shall be submitted to this Commission to ensure completion of landscaping. 4. Prior to commencement of any site work, a meeting must be held with Town Staff. 5. This approval is subject to the conditions of approval of the Inland Wetlands Agency/Conservation Commission. 6 . No building permits will be issued until the final mylars have been filed in the Town Clerk' s Office. Black and white transparent mylars of Sheets #i and #2, with the approval letter of this Commission reproduced thereon, together with three blueprint copies, must be submitted to this Commission to be stamped and signed. After they have been signed the mylars will be returned to you for filing in the Town Clerk' s Office. Mr. Sorenson seconded the motion and it was unanimously voted in favor and so ordered. 6. App. #1174 - Peter D'Engenis, Site Plan, Lot #22, Nutmeg Road South, Parkcentre Joseph Russo, of Palmberg & Russo, was present. He said this site is on the north side of Nutmeg Road South, and two buildings are propsoed. Mr. D'Engenis will occupy one, and hopefully rent out the second building. Vehicle parking is in front and trucks will load and unload in the rear. Each building will have 9, 000 s. f. Part of the back is paved. Parking spaces have been provided for 36 vehicles. The front section of the buildings will have offices, and the rear will be for storage and shipping. Sewers exist in the present street. Drainage ties into the street drainage and into the existing detention basin #1. Trees will be on the west and east sides, and also in front of the building. IWA/CC has looked at a Planning & Zoning Commission -6- 9/9/86 soil and erosion control plan. Mr. Jon Festa of Borghesi Building said the building is 16 ' high. There is room for five tenants in one building and Mr. D' Engenis will occupy the other. The building is steel, with a steel roof, and has brick facing. Mr. D'Engenis said he distributes and manufactures tiffany style glass shades. He has 6 employees who do the manufacturing, and the rest are in the warehouse. Ms. Banach reported as follows : Impervious surface coverage is 63. 80 . Since the building is multi-tenant exact number of parking spaces needed is difficult to determine, but they have provided the anticipated spaces. More landscaping, mainly trees along the front and sides of the site, should be provided, especially since there is so little green space on this plan. Foundation plantings appear to be adequate along the front, but could be enhanced along the sides of the building. IWA/CC has not made a decision yet, but there are very little regulated wetlands on this site. Mr. Martel said his only recommendation is that there should be a manhole where the sanitary sewer comes into the main. After a brief discussion, Mr. Conde made a motion to approve this application for a site plan of development for property located on Lot #22 , Nutmeg Road South, as shown on plans prepared by Palmberg & Russo, dated 7-21-86 , subject to the following: 1. The plans should be modified to indicate the sanitary sewer comes into a manhole. 2. The landscape plan shall be modified to indicate additional landscaping, and must conform to the streetscape plan for Parkcentre which was prepared by Alan Viets Associates, dated 9-6-83. 3. A bond in the amount of $5, 000 shall be submitted to this Commission to ensure completion of landscaping. A black and white transparent mylar of Sheet #1, with the approval letter of this Commission reproduced thereon, together with three blueprint copies, must be submitted to this Commission to be stamped and signed. After it has been signed, the mylar will be returned to the applicant and must be filed in the Town Clerk' s office within 90 days. Planning & Zoning Commission -7- 9/9/86 Mr. Castro seconded the motion, and it was unanimously voted in favor and so ordered. 7. App. #1184 - C & S Distributors, Inc. , Route 5, Site Plan Mr. Emil Lucek, of Lucek Engineering Associates, was present along with Mr. Sam Cohen of C & S Distributors. He noted the existing building was built in 1971 and they store and distribute building materials. They replace and rebuild primarily windows. No chemicals are on the site. They propose to build a 124, 315 s. f. addition to the building, and would like to get started before it gets too cold. The second building shown on the site plan is a 150,000 s. f. building which will be built in the near future. The buildings are 25 ' high, brick veneer, and the truck docks are enclosed. All the buildings will be sprinklered. They will have 134 parking spaces. The sewer connections are in place and the new building will be strictly a warehouse. Mr. Lucek said the landscape plan is extensive and includes 190 arborvitae. Mr. Cohen said that no trees will be removed until they have to be removed, and they will keep whatever trees they can. Mr. Cohen said hopefully they will start the second building upon completion of the first one. Ms . Banach reported as follows : The proposed building addition will match the existing building in exterior finish and will be 25' in height, as will the proposed new building. The building coverage is 48%, and impervious coverage is 73% . Since this is a multi-tenant building required parking spaces cannot be exactly predicted but applicant is able to provide estimated required spaces. Two phases are proposed for this project, but building A can stand alone. IWA/CC has heard this application, but not yet acted. The applicant proposes to screen the entire northerly boundary with approximately 250 arborvitae, which won' t actually screen the building, but will buffer the property to the north. There are also several stands of wooded areas which will be left undisturbed. The plans should be modified to indicate the size of the parking spaces, the location of overhead and pedestrian doors, outside lighting and clearer deliniation of the phase lines. Mr. Martel reported that he- needs drainage computations. A discussion ensued about the location of a fire hydrant and the architect for the project indicated it was placed to the rear because the insurance company required it. The Commmissioners concurred that it would be difficult to get a fire truck back there, and Mr. Cohen reiterated that the entire building is sprinklered. Mr. Castro made a motion to approve the above application for a site plan of development for property located on the east side of Route 5, as shown on plans prepared by Lucek Engineering Assoc. , dated 7-25-86, Project #86-100, subject to the following: Planning & Zoning Commission -8- 9/9/86 1. The plans shall be modified as follows : a. Parking spaces should be 10 ' x 201 ; b. The location of overhead doors and pedestrian doors should be shown; C . Phasing lines should be more clearly delineated. 2. Drainage computations shall be submitted to the Town Engineer. 3. No trees shall be disturbed unless absolutely necessary, and until the second building is constructed. 4. A bond in the amount of $10 , 000 shall be submitted to this Commission to ensure compliance with the landscape plan. 5. Prior to commencement of any site work, a meeting must be held with Town Staff. 6 . No building permits will be issued until the final plans have been filed in the Town Clerk' s Office. 7 . This approval is subject to the conditions of approval of the Inland Wetlands Agency/Conservation Commission. Black and white transparent mylars of Sheets 1, 2 and 3 of the plans , with the letter of approval of this Commission reproduced thereon, together with two blueprint copies, must be submitted to this Commission to be signed and stamped. After signing, the mylars will be return to you and must be filed in the Town Clerk' s Office within 90 days. Mrs . Klenke seconded the motion and it was unanimously voted in favor and so ordered. Mr. Hallowell made a motion to adjourn the meeting at 10 : 35 P. M. , which was seconded by Mr. Castro, unanimously voted in favor and so ordered. Respectfully submitted, Virginia S. The Roncari Company has agreed to complete the paving prior to November 22, 1986 provided the weather remains warm enough. In the event of inclement weather they can pave up until the middle of December. The Town Public Works Department has asked that they not do the capping unless the temperature was above 30° at the time of the paving. I anticipate completion by Saturday, November 22, 1986. David Carriero agreed and promised to complete the sidewalk replacement prior to November 22, 1986. I have also learned that the sidewalk across the road stub was done at the request of the Town, since they did not anticipate that the road stub would be utilized in the foreseeable future. They have agreed to allow that to stay as constructed. Coven Construction has agreed to complete the clean-up of the detention basin and the ten-foot strip with the assistance of Fritz Reichle. However, the Building Department has asked that we not disturb the vegetation in the detention pond since it would create a mudhole. All of the other work including the staking of the lots has been completed. I await the filing of the mylars from Alan Peterson. This should finish the Estate of Ernest Reichle' s requirements on Stonefield Drive. Thank you for your patience. LEONE, THROWE, TELLER & NAGLE ATTO R N EYS AT LAW -2- Very truly yours, J ES H. As you know, the sole operator of Reichle Construction Company, Ernest Reichle, died in February 1985. Normally, the duty of the executor is to terminate all individual businesses and not to continue them. Marie Reichle, as the executor of his estate, felt that she had a duty to Ernest Reichle to finish Stonefield. All of the work, except for the curb to curb bituminous cover for Miller Road where the sewer line was put in had been completed. That part of the road was delayed on two occasions upon a suggestion from the Building Department because of other developments which intended to run the sewer line or other utilities along the same roadway. When this did not occur, we made provisions to complete the topping. As I am sure you are aware, Ernest Reichle developed Stonefield and sold lots with sewer and water to U & R Construction Company. U & R Construction was to complete all of the grading and seeding of the lots, including the area between the sidewalk and the road. The roadway and the sidewalks were put in prior to U & R putting up their houses. The principle problems with the homeowners who have made the complaints have to do with the breaking of the sidewalks and the curbs by U & R Construction Company and its subcontractors and/or its failure and refusal to finish off the seeding to the roadway. Since the receipt of the original letter from Mr. Martel, we have done everything humanly possible to try and complete the work to the satisfaction of the Town as quickly as possible. I wrote letters to U & R Construction, David Carreiro; the sidewalk builder, Coven Construction; who did the sewer and storm drain LEONE, THROWE, TELLER & NAGLE ATTORNEYS AT LAW -2- work, Fritz Reichle; who finished the grading work on the road and supervised the work done by Mr. Reichle' s subcontractors. I never received a response from U & R Construction Company. David Carreiro promised to repair the sidewalk which had been broken after installation by the home builders and gave me an estimate. Roncari made arrangements to do the road surfacing. Both Fritz Reichle and Coven Construction Company agreed to do the work requested by Mr. Martel. Coven Construction Company completed all of the work on the storm drains and manholes, etc. The completion of the other work was delayed due to the subcontractor' s schedules and the weather. When I found that Mr. Carreiro gave work in Wethersfield greater priority than Stonefield, I replaced him with Charbonneau Concrete, who completed the work this week. Roncari has attempted to put the road surfacing down several times since November 1st, only to be thwarted by scheduling delays, cold temperatures and bad weather. The injury that I received on November llth prevented me from actively pursuing the other subcontractors to finish the grading and seeding, which I believe is the homeowner' s principal objection and something we did not anticipate doing due to the arrangement with U & R Construction of the homes. As of this date, the only work that needs to be completed is the road resurfacing on Miller Road, repairs to the broken curb, and raking and seeding within the right of way of the road ( 10 ft. strip) . I have a contract with Roncari Industries to do the road surfacing through the 16th of December, weather permitting. Following that, the next earliest date they can do it is April 1st, when the asphalt plants reopen and the road surface temperatures exceed 45 - 50% The completion of the subdivision and the unfavorable newspaper publicity has been most disconcerting to Marie Reichle, Ernest Reichle' s widow. She knows, as most people in town, that Ernest Reichle prided himself on completing work and always gave the Commission whatever extras they requested. I respectfully request that you reconsider your action in November and allow the Estate of Ernest Reichle to file a letter of credit effective January 30th for an amount necessary to complete the work, if in fact, Roncari is unable to surface the road by December 16, 1986, otherwise I would ask that they require a maintenance bond which could realistically cover the cost of raking and seeding. I have reviewed the Letter of Credit dated January 30, 1985 and the amendments dated January 31, 1985 and December 26, 1985 as well as the Letter of Approval dated October 3, 1984. To call this Letter of Credit, you should do the following: 1. Submit a draft to South Windsor Bank and Trust Company for the amount to be called. The bank probably has a form for same, but if not, it should be a written request to the bank for the amount called. In either case, the draft or request should state: "Drawn under the South Windsor Bank and Trust Company Letter of Credit #181 dated January 30, 1985 as amended." 2. Submit the original Letter of Credit to South Windsor Bank and Trust Company. 3. Submit a statement to South Windsor Bank and Trust Company signed by a town official, who can be you as Chairman or the Planning Director, the Town Manager, etc. , that says: "The following funds are due to the Town of South Windsor for non-performance by Ernest Reichle of the following items in accordance with the Planning and Zoning Commission approval letter dated October 3, 1984, Application #1017 for Stonefield Subdivision: AMOUNT ITEMS 1. $ 2. $ Total: $ Mrs. Evans -2- Dec. 11, 1986 Re: "Stonefield" Subdivision The items not done should be listed opposite your estimate as to the amount needed for the Town to have it completed. I don't believe you can merely call the full amount of the Letter. The amount called should have a relation to the cost of the improvements to be completed. Of course, if the work to be completed cannot be done because of the weather, the Town won't be able to have the work done at this time any more than the applicant can and calling the Letter at this time, there- fore, may not produce any immediate results. If you decide not to call the Letter of Credit at this time, keep in mind that it expires on January 30, 1987 and you should, in that case, obtain an extension of it. Very truly yo rs, /Richard M. An overlay of pavement has been placed on Miller Road as required. However, work done on Stonefield Trail is unacceptable. Specifically all of the loaming and seeding were unacceptable. The loam was not compacted nor raked. Rains over the weekend had compacted the loam to a level where there was an unacceptable amount of curb revealed on the backside of the curbs. Wheel ruts were left in front of the area around the detention basin. A length of curb just north of House #35 was installed in an unaccept- able manner. I did not have the chance to make a detailed inspection relative to my "punch list" of last August. I will do this as soon as practicle. Richard P.
