Windsor, CT 06074 June 22, 1978 RE: Russo Bros- , Inc- request 6/20/78 Planning & Zoning Commission Town of South Windsor 1540 Sullivan Avenue So. Windsor, CT 06074 Dear Member, I am writing this letter to clarify some points brought up at the 6/20/78 Planning & Zoning Commission Meeting at the South Windsor Town Hall . Meeting 6/20 78 t, betterment of the quality of I am not against growth, improvemen life, or the benefits (increased tax revenues) the Town of South Windsor receives. I am not a habitual or chronic opponent of people/organizations who appear before the town's various boards requesting variances or changes in zones. It appearedby he questioning directed at me by the P & Z Chairman, Mr. Grace that I 'was a chronic/habitual opponent. I am no I have, in the past, opposed a zoning variance sought by Mr. Herlov Augustinsen who wanted a commercial enterprise next to my home. rThe Zoning Board of Appeals, the Court of Common Pleas, andthe SupOne of ior Court of Lhe State of Connecticut agreed with my opposition. the reasons cited was the potential change in traffic patterns and the inherent hazards that come with increased traffic. The Planning & Zoning Commission plays an important role in the growth of a town (economically and in the quality of life)• would appreciate it if the Commission Members cd5sideeru y points as I will present them. I agree that I am not q persuasive a speaker as Mr. Russo's Counsel , but I believe all the facts and the quality of life of an area are very important to those inhabitants of that area. -2- Backk round As you know, the area in question is in a designat d flood plain. There havebeen no significant crops raised in this area of the meadows in over twenty years. There are no active farmers farming 'their own land. Most of the landowners rent their land to the Burnham Bros. for raising corn. The last large farmers of this areswere Thomas Nicholson (tobacco), Roderick King (potatoes),and Robert L. Murray (hay & corn). In certain areas you cannot raise tobacco because of spring floods. After the completion of the Bissell Bridge, farming diminished in this area. Lack of an effective market for tobacco and the loss of tillable land contributed to the demise of this area. The character of this area also changed with the completion of the Bissell Bridge. The large excavation holes eliminated that area as an effective farming area. Also, farmers were hesitant to go into the meadows or to leave their equipment in the meadows for an appreciable period of time for fear of vandalism. The influx of people into the meadows - shooting at targets (all types of weapons), dumping garbage, stealing trees, hunting out of season, and racing motorcycles has diminished the quality'of life for those people living near the entrance to the meadows and the landowners who own property in the meadows• The area which Mr. Russo wants to use has not, to the best of my knowledge, ever been used for agricultural purposes. (Commission Members should remember that in the early 1950's tobacco would gross $1 ,000/acre (real dollars) or more, depending on weight. Sweet corn, today with inflation, doesn't gross that much income.) if the desire or potential use was there, prior owners would have converted or improved the land in question when there was a regal agricultural use. The point/desire to convert this land to full agricultural use does not fit the current economics of agriculture. Flood plain land rents for $25/acre/season and it is not the most desirable because of the chance of spring floods. I feel conversion or the increase in the agriculture base is not the issue. The issue which I am concerned about is setting a precedent where every other owner will want to dig up or convert land for further "agricultural" use and create further ditches. If the Commission Members compare the meadows at Vibert Road and the area in question, it will be readily apparent what results from not digging or removing topsoil . Pot ntial Hazards/Nuisances The major hazard is .traffic. Dump trucks (10 wheelers, etc.) will be coming up a narrow dirt road onto a residential street with no stop signs for north or southbound traffic on Main Street. There are several families with young children who live nearby and ride their bicycles on th street or at the beginning of the meadow road. I cannot cite you the dates or number of accidents at this corner, but accidents have occurred to motorists in this area. This area has also felt the increased traffic with people using Main Street as a major alternative route to P&WA in South Windspr (no =tK, traffic lights). I believe the traffic patterns and potential for accidents will increase with large trucks entering and exiting a small dirt road in the summer and fall seasons. The excavated area becomes a potential attractive nuisance. People will have one more area in which to dump refuse illegally in the meadows. This has occurred for years and a brief tour of this area will bear out this fact. The land in question, if excavation is approved, will be below the road bed making it conducive for dumping. The potential to become a further eyesore in the meadows exists and should be considered very carefully. This is especially true during it41 the winter and spring months of a year. Removing topsoil has not, in the past, been a means of converting land to a better agricultural use. Removal' of topsoil exposes a clay layer which is unsuited for farming because of its consistancy and density. Precedent The other point which should be considered carefully is the precedent that will be set. There are other families with more land who would desire to clear away trees, etc. to "contour" their "unsuitable" land into tillable land. This would be the premise brought forth, but the result would be a quick dollar and the town, the inheritor of the _ problems in the future (tour the south side of the Bissell Bridge). I realize that 1 am presenting a prejudiced opinion, but the points that 1 have raised are ones which I feel should be considered very carefully by the Commission. Mr. Russo has not been a farmer w ' of this area, he has purchased land knowing full well what was on the land and what opportunities were present when he bought the land. I feel that he is not being impaired from making a living. The permanent residents though should not have to bear the brunt of his speculation. If any Commission Member desires to be given a tour through the area in question, I, will gladly be available if notified in advance. P Thank you for your patienc in reading my rambling letter.
