Iazzetta, Town Engineer RE: Utility Development - Lot #3 We have reviewed the drawings dated 5-12-89 Sheets 1 to 4 for the proposed Utility Development Project and have the following comments: Key Map 1 . No indication of direction for most of the on site drainage. 2 . Parking configuration not as indicated on Plot Plan. 3 . Current owner of Lot 4 not as indicated. Plot Plan 1 . Handicap space on north side of building does not have ramp access to sidewalk. 2 . Parking of vehicles on north side is hazardous as they will be backing into a shared driveway which has substantial truck traffic. 3 . Entrance driveway radius of 35' may not be large enough. What type of vehicles will utilize this facility. 4 . Deed for 40' cross travel easement should be part of this application. 5 . Note indicates "I.P. 's to be set" . The corner pins already be in place. If so drawing should so state. 6 . Only one dimension to building from property line. The building should be tied in on this drawing. Site Plan 1 . Roof drains are not identified - require type of pipe, size, length and inverts. 2 . 6" PVC sanitary pipe does not show length and slope. 3 . Abutters not indicated. 4 . Does this applicant have right to drain across abutter's land in the northeast corner? Marcia A. Banach RE: Utility Development June 26, 1989 5 . Show Lot #4 parking lot - grading should compliment the existing lot. 6 11As builts for paved leak off on Polymetrics property differ from this drawing. 7 . ) The contours of area near Lot #2 seem to conflict with existing conditions. 8 . Riprap impact basin is shown on other property and does not indicate if this is part of the work to be done as part of this development. Detail Sheet #3 1 . Section A - 5" concrete and 8" gravel base are required as a minimum. 2 . A typical sidewalk detail (in addition to handicap ramp) should be provided, showing expansion joints, etc. 3 . "Sidewalk at Handicap Ramp" - ramp area not defined as to slope or length. 4 . Pavement section - Based upon site conditions and heavy trucking usage the proposed pavement design does not appear adequate. General Comments 1 . Drainage calculations do not indicate the storm year used. Also the calculations only account for 1 .41 of the 2 . 01 acre site. ( 2 The drainage design for this lot is dependent upon the proposed drainage improvements for the Nutmeg Commercial Center being in place. From an engineering standpoint, this facility (Utility Development - Lot #3) should either have a stand alone drainage design or not be allowed to be developed until the improvements for Nutmeg Commercial Center are in place and working correctly. If this project is approved as shown, we suggest that one of the conditions of approval state that the drainage improvements for Nutmeg Commercial Center be completed prior to the development of this plan. JCl/jsv cc: Michael J. Gantick, Director of Public Works • t RESPONSE TO COMMENTS UTILITY DEVELOPMENT APPLICATION 89-46PSouth Windsor PLANNING DEPARTMENT Manning & Zoning commission 1. Parking has been moved from the location along the driveway to location along the north side of the building toward the rear as shown on the revised plans. TOWN ENGINEER'S COMMENTS Key Map 1. Direction arrows are now shown for site drainage. f 2. Parking configuration has been corrected. 3. Lot owner for Lot #4 has been corrected to read "Dynamic Controls" . Plot Plan a F t 1. Handicapped space referred to has been- moved such that ramp access is no longer required. 2. Parking has been moved from driveway area to north side of building at the rear. ; 3. We believe that a 35' radius in conjunction with a 34' driveway width is adequate for truck access of any size. 4. Attorney will provide a copy of cross travel easement which is currently on record with the Town for Lot #2. 5. Iron pins have not been set, therefore the note for "I.P. 's to be set" will remain. 6. Building tie-ins to property line have been clarified. , Site Plan 1. Roof drains are now identified as to size, length and material of pipe. Invert at the building may vary depending on how it is installed, although a slope can be indicated if required. 2. 6" PVC sanitary lateral now shows length and slope. 3. Abutters are shown on the plot plan. i 4. Right to drain to leak off does exist. A copy will be forthcoming from the attorney. . 5. The edge ,of parking lot for Lot #4 is now shown on the plans. The grading shown compliments this. I 6. Difference in leak off locations will be investigated and corrected. 7. Contours in the area near Lot #2 were accurate at the time E of mapping. There may have been subsequent changes due to construction activity. 18. Provision can be made specifying that off site drainage improvements required for this property will be installed ` prior to development of Lot #3. Detail Sheet #3 1'. Section A has been corrected accordingly. 2. The sidewalk detail shown for the handicapped ramp is identical in section and dimengion to standard sidewalk. We therefore believe an additional detail is not necessary. 3. Slope of sidewalk ramps is now indicated. Length of ramp is- as shown on detail to be 10' . 4. Pavement section has been changed to indicate 6" subbase and 6" base course. General Comments 1. Areas• to the east and south of -the proposed building and to { the west of the proposed parking are all areas that drain I off site and therefore are not included in the drainage calculations as areas draining to on site structures. 2. We are amenable to an agreement requiring construction of off site drainage necessary for the development of this property before development begins. 88-60 0707A89COS1 I I , Nutmeg Commercial Lot #3 1 . Site plan application for the construction of a 30,000 sq ft industrial building- 3,500 sq ft of which will be office; 26,500 will be a warehouse facility, (Nate: number subject to change as the plan gets modified) located on the easterly side of Nutmeg road South, I zone. (The previous plan which was denied had 6,000 sq ft of office and 24,000 sq ft of warehouse. ) The building coverage has not been provided; impervious coverage is shown on the plan as 65%; 65% allowed. It appears that all other zoning requirements have been met. 2 . The parking formula indicates that 38 spaces would be required for the mix of office and warehouse. The applicant has provided 40 spaces. 3. There is a 40F cross travel easement between lot 2 and 3 for a common drive area. The side building should be shown coincident with this easement. 4 . There is no 100 year floodplain on this site. They IWA/CC approval on March 20, 1989 with ncL-u-nuvsual approval condition. There was some discussion of the parking layout and the IWA/CC suggested when the applicant cuts down the impervious coverage on the site that he cut out some of the parking that was proposed near the wetlands . The recommended a bond in the amount of $2,000 . 5 . There is water and sewer which will service the site. WPCA approval is not required. If use of the new building will involve discharge to sewers of an industrial process waste or if flow will exceed 5,000 gallons per day, then a DEP Discharge Permit must be obtained. If floor drains are provided in truck bays, they must involve a grease/oil seperator and be connected to the sewer. 6 . The drainage system on this site is dependent on the drainage system for Nutmeg Resubdivision. A right to dr&in on lot 2 appears to be needed. 8 . The landscaping as shown is adequate provided that they keep the trees which exist on the south side of the property. It includes 5 maples, 15 norway spruce, junipers and bayberry plantings . 9 . The architecturals for the building looks attractive. The plan indicate that a dry vit material will be used on the front with glass windows surrounded by black and white frames . If this plan is approved, the planning department requests the following modifications: note needs to reflect that the resubdivision was approved.
