4 . Plot Plan : A layout map of the proposed site drawn to
a scale of 1 inch equals 40 feet on either of the
following size sheets : ( 1 ) 24" X 36" with a 3/4" ruled
margin ; ( 2) 18" X 24" with a 1/2" ruled margin ,
containing the following data:
a. Distance and bearings of all boundary lines and
acreage of site. Iron pins required at all
property angle points and shown on map.
b . Proposed streets and street lines with center line
stations , curve data , and parking spaces .

regulations.
d . Proposed buildings and other structures, including
signs , outside lighting , and dumpsters (on concrete
pad and screened)
e. Easements, noting grantors , grantees , and purpose.
f . Names of abutting property owners .
g . Monuments will be indicated at corners and angles
of all streets and at all points of curvature and
tangency . In areas accessible to Metropolitan
District Commission points , or other coordinated
points , the monumented points within proposed site
shall be coordinated . These coordinates shall
appear in tabular form on the plot plan . The
accessibility of these MDC points shall be
determined by the Town Engineer .
h. All open space or other common or public land uses
shall be indicated .

S. Topographic Map . A map drawn to a scale of 1 inch to
40 feet on sheets not exceeding 24 inches by 36 inches ,

We have reviewed the drawings dated 8/22/89 for the proposed
Resource Renewal Center and have the following comments:
Site Grading & Utility Plan
1 . The proposed 6" PVC Sanitary Sewer is over 480 feet long.
Current Town standards indicate that manholes should be
placed every 300 ' to facilitate maintenance of these
lines .
Where this line crosses the outflow pipe from the
detention basin a conflict occurs . The sanitary pipe has
an invert of approximately 72.50 and the invert of the
15" RCP storm line is approximately 73 . 25 .
Also the new sanitary sewer pipe from building to manhole
not identified i.e. type, size, slope, etc. .
2 . Roof drain laterals not defined i.e. type, size, slope
etc. .
3 . Concrete pad is shown near PCB #6 . Is this to remain?
4 . Trench Drain detail required. Also slope and invert for
6" PVC connection to PCB #2 required.
5 . Is there a wall for loading area (next to trench drain)?
The drawings don't show any.
6 . Retaining walls are not detailed.
7 . PCB #4 top of frame elevation shown as 81. 5. This basin
is in the middle of an 80 contour which wraps around it.
This needs to be reviewed.

CONSTRUCTION REQUIREMENTS
Project Title: Resources Renewal 89-69 P Date: 30 October, 1989
ZJ_ 1. Developer is responsible for the purchase and installation of all
street and traffic signs. Any signs on or intersecting with a
State Highway must be cleared through the Department of Trans-
portation. All signs must be in place before a c.o. is issued.
ZX 2. Developer is responsible for the purchase of all street lighting
through Connecticut Light and Power. CUP will install all
lighting once they have received payment from the developer and
the locations of the lights has been reviewed by the Police
Department. All lighting must be in place before a c.o. is
issued.
3. Developer will submit three (3) 811 x 11 or 811 by 14 maps of the
proposed project to the Police Department for the purpose of
identifying and locating all signs. Completed maps will be
distributed to the developer, Town Planner and the Police
Department. Any changes in road design will require new maps.
4. Temporary street signs must be in place as soon as possible and
maintained throughout the project.

5. Emergency phone numbers for the duration of the construction
must be provided to the Police Department on a company letter-
head. If the developer occupies or owns the building/s after
construction emergency numbers must be provided to the Police
Department.
6. All buildings located on property which abutts a -public highway

the street. All numbering shall comply with Town Ordinance
6-800 thru 6-802.

Drainage Study
Reliable Refuse, Inc . proposes to construct 449000 square
feet of industrial building to the east of their existing
office building . The site improvements will include two
buildings: one 35,000 s.f . building will be used to sort and
bundle recyclable material ; and another 9000 s.f building
will provide covered storage for clean pre-sorted recyclable
material . There will also be 1 .9 acres of new pavement
constructed for parking spaces, loading areas, and roadway.
The proposed development will take place on 3.3 acres of
land . The land is presently cleared and used for storage.
Some of this area is also taken up by a small stormwater
detention area to the west . The eastern end of the
development area is presently wooded .
A study of the stormwater drainage for the site was
conducted using the rational method . For the purposes of
design of the drainage system, including catch basins and
- pipes, a storm magnitude equivalent to the ten year reutrn
frequency was used . After determining flow rates for the
drainage structures, the storm sewers were sized using a
computer solution of Manning ' s equation, assuming inlet
control unless there was significant tailwater at the
discharge point for the pipes.
In order to assess the performance of the detention basin,
an analysis was conducted using the 2, 10, 255 50, and 100
year return frequency storm events, in both the existing and
proposed conditions. The detention basin analysis was
conducted using a computer model (BASINA) .
_ The intent of the detention basin is to reduce peak outflow
from the developed site to the same rate as from the site in
an undeveloped condition. This goal can be met by enlarging
the existing detention basin as proposed, and by restricting
outflow from the basin by installing an outlet structure
with a 10 inch diameter orifice. In all cases analysed ,
peak outlfow from the detention basin will be reduced , see
- Table 1 .

In order to enhance the natural stormwater renovation
properties of the detention basin, the basin will be
replanted with a variety of wetland and facultative species.
The type and distribution of plant species was determined by
Penelope Sharp of North Branford, CT, and is shown on the
Landscape Plan.
The detention basin will also function as a sedimentation
basin during construction. Water will be detained for
exended periods of time by installing a riprap berm to
elevation 75.0 near the outlet of the basin. In addition,
the basin will be slightly over-excavated during construcion
of accomadate the expected sediment . These items are shown
on the Sedimentation and Erosion Control Plan.
SUMMARY
The proposed development of land by Reliable Refuse can be
accommadated by increasing the size of the present detention
basin. The detention basin proposed will hold a 100 year
storm, with more than one foot of freeboard . All peak
discharges from the basin will be less than in the existing
conditions. There will be no adverse downstream impacts
from the proposed drainage installation.

We have reviewed the revised drawings dated 2/21/90 for the Resource
Renewal Center and have the following comments:
1 . Drawings are dated 2-21-90 yet the A-2 certification
signature has a date of 8-22-89 . How is this possible?
2 . The Map references referred to on Sheets 2 & 3 -
a. The Reino Hyyppa map dated 5-4-88 is not on file in
the Town Clerk's Office.
b. The Alford Associates 1987 map and a Reino Hyyppa
map dated 8-6-86 on file in the Town Clerk's Office
have different bearings and distances than those
shown on these sheets. Also these sheets do not
show the easterly end of the property.
3 . Most of the corners of the property do not show any pins,
monuments, etc. The legend only addresses "Existing Iron
Pin" and does not indicate "Iron pin to be set" ,
"Monument to be set" , etc.
4 . Coordinates utilized are not shown.
5 . Our August 28, 1989 memo indicated that a construction
sequence for the detention pond should be provided. This
is still outstanding.
6 . Roof leaders are shown in various locations but are not
identified as to size, type, pipe, invert, slope, etc.
7 . Sanitary lateral closest to the detention pond requires
length, slope and inverts .

B . The covered loading dock area is somewhat confusing based
upon the information on the drawings. Finished floor of
building is 81.70, finished floor of dock is 83. 70 and
elevation of pavement at dock is 79 .70. There are no
steps shown into the building, there is no indication of
a wall around the dock. Also a cross hatched area
perpendicular to the dock shows a difference of .4 feet
on pavement from one side of it to the other. Is this a
wall? If a retaining wall is to be used, please provide
detail.
9 . Provide detail of flared end proposed in detention pond.
10 . Detail of storm sewer trench does not comply with Town
Standards.

1 . Application for a the construction of a sq ft
building located behind the existing building on the easterly
side of Nutmeg Road North, southerly of Strong Road, I zone.
Site size is 29 . 2 acres; proposed building coverage is 4%; 50%
allowed. Impervious coverage is 15.8%; 65% allowed.
2. There are 16 parking spaces required for the new space, 24
parking spaces have been provided. It appears that all other
zoning requirements have been met.
3. There is public water and sewer which currently service
this site in Nutmeg Road North. WPCA approval is not required.
However, Fred Shaw, Sup't of Water Pollution Control, had a
couple of questions when reviewing this plan; i.e. what will be
discharged to the 6" pvc sanitary building sewer serving the
Resource Renewal Center? Will the discharge be sanitary only, or
will there be an process wastewater discharge? If a process
wastewater what will the nature 46 this waste be? Will any floor
drains in Resource Renewal be tied into the sanitary sewer?
Also, the applicant must notify the Collector of Revenue
regarding the incremental increase in the amount of developed
acreage for the purposes of determining the sewer connection
charges .
4 . There are no 100 year floodplain on this site; there are
regulated wetlands. The applicant received IWA/CC approval on
2/26/90. They recommended a bond in the amount $10,000. The
also placed several conditions on their approval:
- limits of clearing shall be flagged on site prior to
cutting of trees. The tree line shall be labeled existing and
proposed. The proposed tree line should be identified along the
northwesterly side of the property.
- details should be provided for the Covered Recycling
Unloading station and this is to constructed on slab at proposed
grade.
- merestones shall be placed at the four corners of the
Conservation easement. These shall be shown on the "final as-
builts" .
- The landscaping plan should be modified to show a row of
significant plantings between the proposed bituminous parking
area and the Conservation Easement Area,
- the enhancement of the existing detention basin shall be
detailed on the plans in accordance wiht the recommendations in
the report of Penolope C. Sharp, Environmental Consultant.
- existing trees to be replaced shall be placed at the top
of th sloped banks.
5. There is an existing tree line shown on the plans . It
appears that they will be establishing the new tree line as close
to the building as possible. Towards the rear of this building
the property changes to from I to RR zone therfore making this
application subject to our bufferr requirements. The applicant
must demonstrate how this buffer meets the criteria set out in
Section 5.4.
6 . The landscaping proposed includes burning bush, lilac,
rhododendrums, mountain laurel and yews around the front part of
the building (totalling 19 ) and a combination of red maple white
pine and aspen trees to be planted at the top of the detention
basin (totalling 3 trees) . We would recommend that these trees
be placed off the"s�`ope of the detention basin and be spread out
to provide adequate room for growth.

We are pleased to advise that the Planning and Zoning Commission
voted on March 27, 1990 to approve the above-referenced
application for a site plan of development in accordance with
Drawings #1-6 dated 8/22/89 (last rev. 3/16/90) prepared by
Design Professionals, Inc. , Proj . No. 88-342, and with the
following modifications:
1. Prior to commencement of any site work, a meeting must be
held with Town Staff.
2 . No building permits will be issued until the final mylars
have been filed in the Town Clerk's Office.
3 . This application is subject to the conditions of approval
of the Inland Wetlands Agency/Conservation Commission,
including a bond in the amount of $10,000 .
4 . An as-built plan is required prior to issuance of a
Certificate of Occupancy per Section 4 . 13 .10 of the Zoning
Regulations .
5 . Footing drains are required if the building has a basement.
6 . A landscape bond in the amount of $5,000 is required and
must be submitted prior to filing of mylars.
7 . All plans used in the field by the developer must bear the
stamp and authorized signature of the Town of South
Windsor.
8 . Buffer must comply with Section 5.4 of Zoning Regulations.
9 . Drainage is subject to approval of the Town Engineer; all
other concerns in memorandums dated 2/27/90 and 3/21/90
must also be satisfied.

10 . No outside storage is permitted; all storage must be
enclosed. The applicant has indicated that outside storage
will be in metal trailers .
11. Items to be recycled are limited to:
(a) Paper - all aspects including cardboard;
(b) Glass - all aspects; and
(c) Metal containers, scrap metal without hazardous
wastes except for electrical components of
household appliances (white goods) .
Any other items to be recycled require approval from this
Commission upon request in writing by the applicant.
Black and white transparent mylars of Sheets #2, 3, and A-2 map
with the above modifications, together with four blueprint copies
of the entire set of plans, must be submitted to this Commission
within 30 days to be stamped and signed. The letters of approval
of this Commission, as well as the Inland Wetlands
Agency/Conservation Commission, must be reproduced on the mylars .
After the mylars have been signed by the Commission, they will be
returned to you for filing in the Office of the Town Clerk within
90 days . After filing these plans, a copy of the receipt must be
submitted to the Planning Department.

both an in-line settling and screening tank, and an in-line
grease-oil separator (attached are recommended specifications) .
It will not be necessary for your client to appear before the
Town W.P.C.A. ; and a D.E.P. discharge permit would be required
only if the anticipated sanitary wastewater discharge will be
greater than 5,000 gallons per day.

Public Works
1. Four complete sets of approved/revised plans to be provided
to Town prior to start of construction. They will be
stamped by Planning Department along with plans develop r
needs. Only approved plans are to be used on jobsite.
2. The Public Works Department is to be notified forty-eight
(48) hours prior to the start of major construction work
with inspections and testing per Developers Checklist
requested for the following:
a) After site is staked out
b) All drainage work
c) Preparation of subgrade, compaction tests as
requested by the Town
d) Preparation of subbase, six (6) inch lifts
e) Placement of bituminous concrete, 2 inch layers
3. Certification of gravel used as subbase will be requir d by
an approved testing company.
4. No subgrade formation/base in frozen ground/snow. Same for
pipe/structure installation.
5. As built plans are to include horizontal and vertical
location of all underdrains, footing drains, and sanitary
sewers located as per revised as-built checklist.
6 . All pipe and structures to be backfilled with free draining
material, compacted in maximum one foot lifts with approv d
compaction equipment or approved equal if deep trench is
encountered. Any pipe or structure work requires
inspection prior to backfilling.
7. Any problems and/or questions regarding construction of
this project will be directed to Don Canapari in the field.
8. All filling to be done in accordance with Department of
Transportation specifications. To be compacted in maximum
lifts and tested as necessary.
9. Job meetings will be held as needed, and can be called by
the developer or Town.
10. Forty-eight (48) hours notice needed for Certificat of
Occupancy inspection. Two week review period (10 working
days) needed for all individual site (lot) plans prior to
issuance of building permit (may be longer if application
is incomplete) . See General Guidelines for Certificate of
Occupancy and Building Permit.
11. Any proposed changes are to be presented to the Engineering
or Planning Department prior to implementation on change
sheet in triplicate. Town will attempt to turn around
within 24 hours.
12. DOT Permit needed for all work within state road. Copy to
the Planning Department.
13. No paving after October 15 without written approval from
Director of Public Works.
14. Normal hours of operation 7:00 A.M. - 5:00 P.M. , no work on
Sunday.

1. Per PZC approval - no outdoor storage is permitted - only
specific items to be recycled under this approval - Se
Item #11 of approval letter.
2. $5,000 landscaping bond
3. Mylars must go on file prior to applying for a building
permit.
4. Conservation easement to be submitted per IWA/CC approval.

1. Collector of Revenue must be notified as to increas, of

Landscaping and IWA/CC Bonds
This is to advise that the Planning and Zoning Commission voted
on June 9, 1992 to release the $5,000 landscaping bond for the
above-referenced project and to reduce the IWA/CC bond from
$10,000 to $5,000 .
Advance arrangments to pick up the bonds should be made by
calling the Planning Department at 644-2511, ext. 253 . Also,
please forward us a bond in the amount of $5, 000 to replace the
IWA/CC bond we are currently holding.
