RE: Application #89-69P, Resource Renewal Center
DOCUMENTS REVIEWED: Application form, drainage computation, and
Site Plan (dated 8/22/89 )
COMMENTS:
1 . There are three wetlands areas on this 29 acre site. The note
on the plans indicates that they have been field verified. A
report should be submitted as part of the application to verify
the findings and identify the soil types . This proposal
includes fill in all three wetlands areas. Total wetlands on
the site is approximately 14 acres, of this, 1 .4 acres will be
altered.
2. Extensive tree cutting will take place if this plan is
approved. Stumps should be chipped when possible, and the
remaining stump material should be removed from the site.
Clearing limits should be established on-site prior to cutting
of trees .
3. The grading along the rear of the property appears as though it
encroaches on the proposed tree line. This should be Clarified
on the plans . In addition, the silt fence in the same area
doesn't appear as though it allows for the grading as proposed.
4 . There are no stockpiles indicated on the Sedimentation and
Erosion Control plan. These should be indicated with
appropriate protection.
5 . The construction sequence does not address the work which will
take place on the detention basin.
6 . Additional protective measures might be necessary on the
outlets into the detention basin. The discharge points may
need to be rip-rapped to prevent the washout of materials .
IF APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDED:
1 . Deposition of stumps should be included on the plans. These
should be chipped where possible and the remaining stump debris
hauled off site.
2. Grades, clearing limits, and placement of the silt fence should
be clarified along the property line to the rear and southerly
sides of the proposed development.
3. Stockpiles should be indicated on the plans if they are to
exist on site. Appropriate sedimentation and erosion
protection should be shown for the stockpiles.
4. The construction sequence should include the work which will
take place on the detention basin.
5 . The discharge points into the basin should have addition
protection against long term erosion. Rip-rap or plunge pools
might be appropriate. This should be determined in accordance
with Connecticut Guidelines for Erosion and Sedimentation
Control.

INTRODUCTION
The applicant is proposing expansion of an existing resource renewal
center as shown on the plans titled "Resource Renewal Center Prepared
For Recyclers, Inc." by Design Professionals, Inc. dated 8/22/89 (5
sheets). I visited the site on October 6, 1989 to provide an ecological
description of the wetlands, and to assess the impacts of the proposed
construction on those wetlands.
EXISTING CONDITIONS AND SITE PLAN ASSESSMENT
The 29.2+ acre site, located in the Connecticut River Drainage Basin of
Connecticut's Central Lowlands, contains an existing building with
associated structures and a detention basin on the western portion. The
basin is vegetated with natural vegetation including boneset, rushes,
and wool-grass. White pines have been planted along the banks. A
cleared area to the east of the basin is used for the storage of
dumpsters. The remainder of the parcel is forested. The majority of
the Forested area is wetland on level to slight slopes.
Two pocket wetlands are located in the proposed area of construction,
one immediately to the south of the existing cleared area, and the other
to the east. The larger southern pocket has an overstory canopy
dominated by red maples and swamp white oaks. The understory contains a
rather thick growth of sweet pepperbush. Cinnamon Fern is prevalent in
the herbaceous layer. (Please refer to the end of this report for a
more complete listing of species observed in the wetlands. ) Vegetation
in the surrounding upland is also dominated by red maples and sweet
pepperbush. Wildlife habitat (A ruffed grouse was observed as were deer
trails and tracks, and woodpeckers.), pollution-filtration, and
Flood storage Functions (as evidenced by the hummocks) are provided by
the wetland. These functions will be reduced slightly by the
construction of the proposed parking and drainage structures in the
northern portion of the wetland. Existing activities extend to the very
edge of the wetland, and have not significantly altered the wetland's
functions.
The small pocket to the east of the cleared area also has an overstory
dominated by red maples, and an understory of sweet pepperbush. The
ground surface appears a bit drier than that of the larger pocket. It
provides the same functions as the larger pocket, but on a much smaller
scale due to its size. The surrounding upland Forest contributes
largely to its wildlife habitat value. Construction of the proposed
resource renewal center building, pavement, and associated structures
will eliminate all of the wetland, except for the small piece on the
Schneider property.
z
The majority of the eastern portion of the site contains a large viable
forested wetland which continues on the adjacent northern and southern
parcels. Pockets of standing water are present throughout the wetland
as are a number of very small "open" areas dominated by herbaceous
species. Red maples, sweet pepperbush, and cinnamon fern are dominant,
as they were in the pocket wetlands. A number of other species are also
present including white pines, hemlocks, winterberry, highbush
blueberry, royal fern, and sheep laurel. Numerous deer trails are
present throughout the corridor, and several ruffed grouse were
observed. It is highly probable that a number of other species are also
present due to the existence of food, water, and cover. Those species
might include raccoons, skunks, chickadees, spring peepers, salamanders,
owls, and a variety of insects. Construction is limited to the extreme
western edges of this wetland corridor, thus allowing it to retain its
wildliFe habitat, pollution-filtration, Flood control, and aesthetic
functions.
SUMMARY
The applicant's property contains an abundance of wetlands, making it
very difficult to expand the existing facilities For recycling,
something very much in the public's best interest, without impacting any
of the site's wetlands. The proposal has attempted to minimize
construction in the wetlands, restricting it to the small pocket wetland
and the edge of the remaining wetlands, thus allowing the larger
wetlands to retain their Functions and values.
Respectfully submitted,
i

December 1989
INTRODUCTION
On December 5, 1989, a field investigation was conducted at
property located at 600 Nutmeg Road North, South Windsor,
Connecticut. The purpose of the investigation was to evaluate the
wetlands present on the site and to assess the potential impacts
of the proposed development plans. The plans entail the expansion
of an existing resource renewal facility as depicted on plans
entitled "Resource Renewal Center Prepared for Recyclers, Inc. " by
Design Professionals, Inc. dated 8/22/89 (5 sheets) .
EXISTING CONDITIONS
The 29. 2 + acre site is located in an industrial zone and is
east of Nutmeg Road North in South Windsor. The property is
situated in the Connecticut River Drainage Basin of Connecticut's
North Central Lowlands Ecoregion. This region is characterized by
broad interior lowlands, extensive floodplains and lowland areas
adjacent to major rivers.
At present, the subject property supports an existing
building, a detention pond, and a cleared and graded area east of
the basin. The developed and graded portion of the parcel
occupies approximately 5 acres of the site. The remainder of the
property is a natural forested stand, thirteen acres of which have
been identified as wetlands. Three distinct wetland areas have
been mapped, and these include a large isolated wetland at the
southern portion of the parcel, a small pocket wetland located
-2-
east of the cleared area, and a large wetland system along the
eastern portion of the site. This latter wetland is not contained
in its entirety on the subject property.
WETLAND DESCRIPTIONS
The isolated wetland located to the south of the cleared area
is dominated by red maple with swamp white oak of secondary
importance. Other tree species noted include red oak and white
pine. The wetland supports a well-developed shrub layer, and
species include sweet pepperbush, highbush, blueberry,
winterberry, swamp azalea and alder. Cinnamon fern and tree
clubmoss are present in the herb layer, although this layer is
somewhat sparse, due likely to the absence of light on the forest
floor. There is no distinct vegetative change between the flagged
wetland area and surrounding uplands. This wetland is capable of
providing wildlife habitat, flood storage and pollution filtration
to some degree. The presence of development to the north and west
of the wetland does not appear to have impaired its ability to
function.
The small pocket wetland east of the cleared area is also
dominated by red maple and has an understory of sweet pepperbush.
Together with surrounding upland areas it provides wildlife
habitat. Its ability to store floodwaters and attenuate pollution
is limited due to its small size.
-3-
The large wetland corridor to the east as it occur's- on this
property is similar in species composition to the other wetland
areas. Red maple and sweet pepperbush are the dominant tree and
shrub species respectively. Pin oak, swamp white oak, red oak,
hemlock, and white pine are also present in the tree canopy.
Additional shrubs include highbush blueberry, winterberry, and
swamp azalea. The larger wetland is higher in species diversity
than the two isolated wetland areas. The wetland, characterized
by its large size and moderate diversity, is highly functional and
provides good to excellent wildlife habitat.
The majority of the site is fairly level, although the
topography is somewhat irregular in the larger wetland. Due to
the uneven ground, there are scattered pockets of standing water;
however, much of the wetland was observed to be dry of the site
investigation. Except for isolated pockets, there is no standing
water in the wetland areas. On the basis of vegetation, it is
difficult to distinguish wetland areas from surrounding uplands.
Most of the plant species identified in the wetlands are
facultative wetland plants, meaning that they are plants that are
usually found in wetlands, (67%-99% frequency) , but occasionally
found in non-wetlands. A listing of plant species and their
frequency indicators appear at the end of this report.
-4-
DEVELOPMENT IMPACTS
The applicant plans to expand the existing facility and needs
to accommodate an additional building and a covered recycling
unloading station. Due to the large proportion of wetlands on the
site, it is not possible to expand the facility to its required
capacity without some encroachment into wetland areas. The design
has been altered from an original plan in order to keep
disturbance to a minimum. Encroachments include the filling of a
strip of the large isolated wetland along its northern boundary,
the elimination of the small pocket wetland, and the filling of a
portion of the large eastern wetland.
With respect to the large isolated wetland, the disturbance
is limited to the edge adjacent to the existing cleared area.
Although the size of the actual wetland area will be somewhat
reduced, it will continue to function as it presently does, and
together with adjacent uplands will provide good wildlife habitat.
The small pocket wetland, by itself, has limited functional value,
thus its filling will not result in the loss of significant
wetland habitat. There will be some habitat loss with the filling
of portions of the large wetland; however, a relatively small
portion at the edge of this wetland will be impacted. It is
important to remember that the total wetland disturbance proposed
is less than one (1) acre and that 12+ acres of wetland on this
property will be left in tact.
-5-
ENHANCEMENT OF EXISTING DETENTION BASIN
The site plan includes the enlargement and enhancement of the
existing drainage basin which currently has a number of wetland
plant species growing at its margins. These include wool grass,
soft rush, umbrella sedge and various other sedges, rushes and
grasses.
The following recommendations are made for the reconstruction
of the detention area:
1) Once the detention area has been graded to the desired
depth and size, it should be lined with topsoil.
2) The basin floor should be planted with rushes (Juncus
spp. ) , sedges (Carex, spp. ) , bulrush (Scirpus, spp. ) , and bur-reed
(Sparganium sp. )
3) Side slopes should be planted with a wet meadow mix
interspersed with shrub plantings. Highbush blueberry, sweet
pepperbush and pussy willow are recommended shrubs. The wet
meadow seed mix should include meadow fescue, switchgrass, joe pye
weed, boneset., ironweed, blue vervain, and meadowsweet. Existing
trees should be replanted at the top of the sloped banks.
If the detention area is replanted as recommended, the new
basin will be one of higher species diversity as well as greater
aesthetic appeal.

Environmental Concern

SUMMARY
The subject property has a high proportion of mapped
wetlands, thus it is difficult to expand the facility without
encroachment into wetland areas. The proposed plan attempts to
minimize disturbance and to maintain undisturbed areas large
enough to that remaining wetlands will be viable. The use of the
property for a recycling operation does provide a public benefit
in that recycling conserves natural resources and saves landfill
space. This should be considered in weighing the merits of the
proposal.

On January 2, 1990 Don Canapari called and is willing to take any
interested Commission members to United Paper and Metal in
Fitchville, Connecticut. He would be able to do this on January 8,
9, or 10; tentative departure time would be about 9:00 a.m. and the
trip would take about half a day.
He feels this would give the Commission members a chance to see and
understand the sorting operation which they are proposing.

except that the development has been phased, with a change order approved by

for the reconstruction of Buckland Road because a contingency of
certain items being completed. He noted that the ideal situation
would be frontage roads for Buckland Road however he does not want to
stress too much the use of frontage roads, access management can work
in other ways .
Raymond stated that this Commission is working in a vacuum with only
what they are given. This Commission, by vote, can rescind its
approval of the reconstruction of Buckland Road. The information has
to be accessed and a legal opinion sought. IWA/CC had requested
information and IWA/CC never received it.
Pekala said that, at the time the application for the reconstruction
of Buckland Road was presented, he asked the engineers involved if
the road could be designed with two lanes and a boulevard island. He
received no answer.
Holcombe questioned the idea of rescinding the approval.
The answer presented to Holcombe from some of the members was that
the alternative of access management was not presented at the
hearings regarding the reconstruction of Buckland Road. No one was
saying that this is a better alternative the question lies with the
Town in that when they were asked for other alternatives they were
told there was none and the report of access management had been in
their hands for weeks .
Raymond replied that IWA/CC asked for prudent and feasible
alternatives and that could have been access management instead of a
stalemate, instead of stalling tactics, instead of not mentioning
access management. The original prudent and feasible alternatives
for the Buckland Road reconstruction was stalled back in 1989 when
the Council told Keyes Associates to go back to the drawing board
because there was no access to the Church properties and Buckland
bypass could not be done. It was the Town and the Town Council that
stopped the alternatives, not this Commission. This Commission did
not have the opportunity to look at other alternatives in order to
make an educated decision regarding what they wanted.
PERMIT EXTENSIONS:
Pekala made a motion to grant a one year extension with previous
conditions for application #89-69P, Reliable Refuse. Raymond
seconded the motion. The motion carried and the vote was unanimous .
The rationale for limiting this application to one year is that the
site is a sensitive area and there is a potential for stockpiling.
It is suggested by IWA/CC that an annual monitoring device be put in
place. This is done in accordance with 13 .5 .a of the IWA/CC
Regulations .

Permit Extension Request
Project No. 88-342
On behalf of our client, Reliable Refuse,Inc. , we hereby request an
extension of the Permit No. 89-69P, as issued by the Inland Wetlands
Agency/Conservation Commission.
As you are well aware, a change order was issued in April,1991 allowing
for the project to proceed in phases. The initial phase has been completed.
Additional construction, as approved by the IWA/CC and the PZC is expected
to proceed in the future as operational and machinery needs warrant. Con-
struction of the initial phase was consistent with t7ae approved plan, in-
cluding erosion control measures.
Sincerely,

Dear Mr. Canapari:
Re: EXPIRATION OF PERMIT #89-69P, Resource Renewal
This is a reminder that the permit with the Inland Wetlands Agency/Conservation Commission,
application #89-69P will expire on February 26, 1996.
If you plan to extend your project beyond the above expiration date, you must apply for an
extension at least sixty-five (65) days prior to the expiration date. There will be a thirty-five
dollar ($35) fee required for an extension of the permit. This includes a ten dollar ($10.00)
surcharge assessed by the State, to fund the State Environmental Review Team.
An application for an extension shall be made in accordance with the following subsection of the
IWA/CC Regulations:
a. The duration of any amendment or extension shall be for three years unless otherwise
specified in the permit.
b. The application may incorporate by reference the documentation and record of the original
application.
C. The application shall state the reason why the authorized activities were not initiated or
completed within the time specified in the permit.
d. The application shall describe any changes in facts or circumstances involved with or
affecting wetlands or watercourses or the property for which the permit was issued.
e. In unusual situations the Agency may accept an untimely application to extend the expiration
date of a permit if the authorized activity is ongoing and allow the continuation of work
beyond the expiration date if in its judgement, the permit is likely to be extended and the
public interest or environment will be best served by not interrupting the activity; the
application shall describe the extent of work completed at the time of filing and the schedule
for completing the activities authorized in the permit.
f. The Agency shall evaluate the application pursuant to these regulations and grant the
application as filed, grant it with any terms or limitations, or deny it; and shall state upon
the record the reason(s) for its decision.
In the event that you are requesting an extension, section 8.1.6 of the Zoning Regulations
establishes the process for monitoring the approved conservation plan. Per that regulation, a
progress report is required from the applicant's engineer verifying that erosion and sedimentation
control measures have been installed and maintained in accordance with the approved
conservation plan. This verification report shall also be submitted 65 days prior to the expiration
date of the permit to allow time for the Commissioners to evaluate your project controls.
If work has been finished or will be finished by the expiration date, please send a letter stating
work is completed according to the approved plan.
If you have any questions call me or Jeffrey H. Folger, Zoning/Wetlands Enforcement Officer at
644-2511, ext 253.

Dear Phyllis:
Re: Application No. 89-69 P, Resource Renewal
Permit Extension
Our client, Reliable Refuse & Recycling, has completed the first phase associated with this
permit, i.e., construction of a 14,000 sq. ff. building for recycling operations. To the best of my
knowledge and belief, this activity was undertaken in accordance with the approved plans for this
phase, including erosion control measures. We hereby incorporate by reference the
documentation and record of the original application, as approved by the IWA/CC on February
26, 1990.
Our client has every intention of undertaking the second phase of this permit, which is a
21,000 sq. ft. addition to the existing recycling building completed in late 1991. We understand
this construction might commence as early as next spring.
Sincerely,

REF: Extension For Permit#89-69P
Dear Mrs. Mann:
As you may remember, our Resource Renewal building was to be built in 2 phases. The
first phase was the construction of 14,000 square feet of the approved 35,000 square foot
building. This phase was completed in December, 1991. The second phase will add
21,000 square feet to the existing building and complete that portion of approved plan.
We intend to begin construction within the next six months.
We therefore request a three year extension and enclose a check for $3 5. Design
Professionals will forward a letter verifying erosion and sedimentation control measures.
Sincerely,
