All areas measured appear on the screen and a final check is made by summation of the parts being equal to the whole. This method is more accurate than scaling and computing by hand. Therefore, we can say with confidence that the area of imperviousness is 50% of the total with reasonable accuracy. Very truly your , Santo G ngrav P.E. GIANGRAVE, P.E. MAY 23 1989 South Windsor The subject project is located on Burhnam St. immediat4P)Wning & Zoning Commissior west of Long Hill Rd. at the town line between South Windsor and East Hartford. The structure and parking lot are located in South Windsor while the driveway Pnters Burhnam St. which is located in East Hartford. The use of the proposed facility is for assembly as church use which will comprise two adjoining meeting rooms each having seating for 220 individuals . Each meeting room will have provisions for 70 parking spaces in the parking lot . The meetings are approximately two hours in length and' are conducted on evenings after 6 : 00 p.m. or on Sunday mornings and/or afternoons . Specific times cannot be stated at this time since the affected congregations would work this out after occupancy. However, be assured that meeting times will fall within the general parameters mentioned. It should also be noted that when both meeting rooms are in use, their meeting schedules will be offset by at least one half hour to provide for easiest entry and exit proceedures from the building and parking facilities . SIGHT DISTANCE: The intersection sight distance required to provide for a safe entry into or exit from the subject project for 30 mph posted speed is 350 L.F. or 8 second time interval . The view to the west of the proposed driveway is unlimited with the near- est intersecting street approximately 1000 feet away. The view to the east is approximately 260 L.F. which appears to be below the minimurn desired. However, the intersection at Long Hill Rd. is a four way stop and one must consider the vehicles starting 2 from a dead stop. Thus if cars accelerate at a rate of 10 ft/sec they would be traveling 44 ft/sec or 30 mph after 4 . 4 seconds and would have traveled 97 L.F. That would leave approximately 163 L.F. to travel at a constant speed of 44 ft/sec (30 mph) which would take 3 . 7 seconds so that the total time frame for sight distance would be equal to approximately 8. 1 seconds which approximates the 8. 0 safe time. It is therefore considered safe for sight distance to the west and to the east. -1- TRAFFIC REPORT: Cont' d In conclusion, the church use traffic will not conflict with commuter peaks since meetings are held after 6 : 00 p.m. or on Sundays . The maXimum traffic brought to bear on Burhnam Street due to the subject project is 70 vehicles per one half hour or 140 V.P.H. The lowest class town aid road per State Standard carries 500 ADT so there is no apparent traffic problem. The site distance meets the minimum intersection site require- ments for the 8 second guide mentioned in State Standards for intersections at grade. There is no apparent sight distance problem. -2- sf+< r T aps ?d&U&1at v 1540 SULLIVAN AVENUE - SOUTH WINDSOR, CONN. 06074 losoR•co AREA CODE 203/644-2511 r REGISTERED MAIL June 2, 1989 Town Clerk Town of East Hartford 740 Main Street East Hartford, CT 06108 re: P. Field testing has indicated that groundwater is not a problem and the depth to ledge (61 ) will be the determining factor for design purposes. The required storage volume will remain the same. The modified storage system will be shallower and consist of a 350' combination swale and leaching teepee to produce a "french drain" type installation. The total storage provided will be 8550 ft.3 while 6220 ft.3 are required. The discharge pipe and outlet protection from the storage system has been sized to provide for the 10 year proposed design discharge and takes into account a tributary drainage area of 4.2 acres. Iazzetta, Town Engineer RE: Jehova,, Witness Site Plan We have reviewed the plans dated July 6, 1989 for the proposed Jehova Witness Site Plan and have the following comments: General r I ' 1 . ft1lt 't` 1e Town of "Remcrtford? They had several concerns when reviewing the initial plans. 2. Applicant proposes an "Infiltration plastic galley" system and has not supplied sufficient information to show how it works . We require additional information as to how water enters into the galley, additional manufacturers cut sheets, infiltration rate of material above galleys, etc. Site Grading and Utility Plan 1 . Slope and length of new 6" sanitary lateral is required. Inverts are also needed. 2 . Spot elevations for bottom swale are needed along length of the swale. 3 . Rip rap is required at outlet from south catch basin and for outlet of paved leakoff .. 4 . Paved leakoff shows a proposed elevation of 102 . 5 both in middle and at outlet in swale. This doesn't seem to be appropriate. 5 . Swale Interceptor Detail shows riprap directly on top of plastic galley. Without sufficient information on this galley, we cannot determine if this is proper. 6 . Maximum slope on swale should be 4 to 1 not 2 to 1 as shown. Marcia A. Banach Page 2 . July 17, 1989 Detail Sheet 1 . Cross section of Private Street/Driveway and concrete walk detail show different pavement configurations . Which is correct? 2 . Concrete walk detail shows 6" of rolled gravel base, the Town Standard is a minimum of 811 . The Engineering Department cannot make a final determination as to whether the storm drainage system designed will be satisfactory until we have received the additional information requested on the drainage system pr Tha Ha rtuni o comment s . We will comply with your request if agreeable to both towns . Item 2 : We will shift the high point of the driveway closer to Burnham Street by means of showing a spot elevation and proper drainage arrow. Item 3 : We will add erosion control along Burnham Street. Item 4 : Attached herewith is the soils information you requested. Item 5 : Attached herewith are the drainage calculations you re- quested. Please note that the system is designed with a zero added runoff feature excluding any seepage provision (our soils data indicates there is substantial natural seepage caspability which is ignored for conservative design) . The proposed change is to increase the imperviousness from 15% to 50 The subject change has a direct influence on our proposed church project for the Jehovah's Witnesses Kingdom Hall. The time required to decide on the zoning regulation change has created a serious hardship on our project since our "Site Plan" approval is needed which is contingent cn this decision. We have been working toward zoning approval for the Kingdom Hall since September, 1988, and have recently requested an extension of the "Site Plan" approval process that will take us through November. HARTFORD/NEW BRITAIN AT HARTFORD SOUTH WINDSOR PLANNING & ZONING COMMISSION DECE4BER 6, 1989 APPEAL To the Superior Court for the Judicial District of Hartford-New Britain at Hartford, on the first Tuesday of January, 1990, comes the South Windsor Congregation of Jehovah' s Witnesses ("Congregation") appealing from a decision of the South Windsor Planning & Zoning Commission (the "Commission") denying site plan approval and a special exception for the construction of a Kingdom Hall on certain property located within the town of South Windsor. The plaintiff complains and says: !i 1. On or about March 13, 1989, the Congregation applied i to the Commission for site plan approval and a special i exception to construct a Kingdom Hall on certain property (the i i "Property") located on the north side of Burnham Street and I west of Long Hill Road in the town of South Windsor. II 2 . The Congregation has a valid option to purchase the Property from its present owners. 3 . The purpose of the Kingdom Hall is to serve as a i; house of worship for Jehovah's Witnesses who reside in and i i, around the town of South Windsor. 4 . The Commission held a public hearing on the application on July 18, 1989 . 5 . During the course of the Commission' s proceedings on this matter, the Congregation submitted testimony and written evidence demonstrating that the proposed Kingdom Hall and appurtenant improvements fully complied with all of the applicable zoning regulations of the Town of South Windsor. 6 . Among the evidence submitted by the Congregation was a traffic report prepared by a professional engineer concluding that the completed project would have no adverse impact on traffic safety. No credible evidence to the contrary was ;! offered to or by the Commission. 7. Subsequent to the public hearing, the Congregation worked with town staff to resolve any concerns or issues regarding the details of the proposal and offered to j -2- I i i I, i. accommodate any reasonable changes or modifications the staff might recommend to the Commission. 8. On November 21, 1989, the Commission denied the I application, listing as grounds for the denial (i) a desire to i move the building westward, ii) a desire for greater buffering ,I 9 ( g between the proposed building and neighboring residential property, (iii) traffic and "traffic impact, " and (iv) "parking/impervious coverage. " 9 . Notice of the Commission' s decision was duly published on November 25, 1989 in a newspaper having a general circulation in the town of South Windsor. 10. The Commission' s denial of the application was arbitrary, illegal and in abuse of its discretion in the following respects: I I a. The Congregation submitted ample and adequate i! testimony and evidence, not contradicted by credible countervailing evidence, to demonstrate that it met all of the applicable requirements of the South Windsor Zoning Regulations; b. The Congregation is aggrieved by the actions of the Commission in denying the application in that it holds a valid option to purchase the Property and also in that the decision precludes the Congregation from constructing a building on the Property to serve the Congregation' s principal purpose of worship. This reduces impervious- ness from 50% to 45% . This area could be left grass cover and utilized as overflow during special events . This sketch also shows a smaller structure footprint which is discussed in sub- sequent studies . This should be desirable to abutters since the buffer increases from 20 feet to 38 feet for the parking lot. SKETCH NO. 2: This study shows a reduction in the front portion of the building of 77 by cutting the entry back 8 feet. This should be desirable to abutters since it increases building distance to the easterly property line from 67 feet to 75 feet. SKETCH NO. 3 : This study shows a reduction in the rear portion of the building' s main level of 5% by reducing auditorium width by 4 feet on each side. This reduces seating capacity in the auditorium from 220 seats to 182 seats . This has little effect to abutters but does reduce the footprint slightly. However, our congregations are purposely kept small, having membership of 100 or less . Our 1989 Yearbook indicates we have 3 , 430, 926 members worldwide with 57 , 670 congregations . This averages 59 . 5 members per congregation. In the United States , we have a larger average being 762, 960/8, 754 or 87 members per congregation. Our area closely matches the national average with memberships locally amounting to approximately 90 . We anticipate between 360 to 400 member usage in our proposed Kingdom Hall in South Windsor for four group use. Jehovah' s Witnesses are organized into circuits and districts for assemblies and conventions . Our circuit contains 10 congrega- tions and numbers less than 1000 members . We hold circuit assem- blies in larger buildings such as Natick, Mass . and Monroe, NY called Assembly Halls twice a year. We hold district conventions which comprise six to eight circuits once a year at larger stadiums such as New Haven Coliseum and Springfield Civic Center. Our interests in South Windsor are very local from an organizational point of view. As our numbers increase, we continue to split off into smaller groups , building additional Kingdom Halls with one or two auditoriums such as is proposed in South Windsor. We current- ly are using the quick-build technique which reduces the building time of the building superstructure to a few days . At the same time we use quality tradesmen and quality materials . We are pleased to announce the construction of our new place of worship - the Kingdom Hall. You are personally invited to come and see a rather unusual event that will take place at our property at 121 North Granby Road, Granby. Approximately 1,000 volunteers from the New England area will combine their skills and energies to construct in just one weekend, a house of worship. Construction will begin on Friday, July 28 and by Sunday, July 30 the building will be ready for public meetings; carpeted, wallpapered and landscaped! We regret any inconvenience the temporary influx of people and traffic that may occur in town and we thank our neighbors and the community for their understanding and support. The Granby Congregation of Jehovah's Witnesses extends a warm welcome to you and your family to come view this Quick-Build Project any time during the construction weekend, or any time thereafter. Guided tours will be available all day for your convenience. South Windsor Planning & Zoning Commission " l Dear Dick: As you know, I represent Carmine Napolitano, Jr. , who is an abutting property owner to the premises upon which the Jehovah's Witnesses have filed an application for a special exception to construct a house of worship on Burnham Street. My client has informed me that he would object to any agreement reached by the Town which would allow the construction of the Jehovah's Witnesses structure on the Burnham Street parcel without first having an additional public hearing. It seems to me that inasmuch as this matter was denied by the Planning and Zoning Commission, a new hearing should be held before the Planning and Zoning Commission. It is my understanding that some commissioners may have expressed some concern 3h, the size of the proposed development, and I believe that a new hearing wouiJ be appropriate under the circumstances. The reductions will occur from the reduced building footprint and fewer number of parking spaces. In spite of the reduced impervious area, the stormwater management system has not been decreased in size, thereby providing additional benefit on increased storage and reduced runoff. All concerns of the Town Engineer have been addressed and in addition, hooded outlets will be installed on the two catch basins which will provide additional environmental protection. The concerns expressed in the denial were proximity of the facility to the eastern property line and the need for more buffering between the church and the residential areas; and also the negative impacts on the neighborhood due to the driveway location and the number of parking spaces proposed. Hall Sidewalk Requirement - Project 88016 Application No. 89-47P This is a follow up to my meeting with Michelle Lipe on August 28 , 1991 regarding sidewalks for the subject project. The Kingdom Hall Building Committee has informed me that the sale and associated development of the adjacent parcel which was considered by the Zoning Commission as a parking overflow facility has been delayed due the the poor economic climate. You may recall that sidewalk options were discussed depending upon how the site would be developed. For example, an alternate location for a side- walk could be a mid-point connection in lieu of a street walk connection. Since this delay of development was not forseeable by either the Building Committee or the Zoning Commission, we are requesting that you consider a deferral of any connecting type sidewalk until such time as the development of the adjacent industrial parcel takes place. During the past few months, rates have declined dramatically. In order to maintain a prudent policy with respect to the current rate environment, we find it necessary to lower rates on certain products. Beginning December 1, 1991, interest paid on passbook and statement savings accounts will be adjusted to 5% per annum compounded monthly (effective annual yield 5. 116%) . Additionally, our N.O.W. Account rates will be adjusted to provide an annual interest rate with monthly compounding of 4 .25% (effective annual yield 4. 334%) on balances of $500 or more and 4 .50% (effective annual yield 4 . 594%) for balances of $10,000 or greater. Our rate surveys indicate that these new rates compare favorably with those offered by many of our competitor banks. We will continue to monitor the financial investment market to provide you with the fairest return on your deposited funds in the future. We believe that these changes will help us to remain competitive in our product offerings including an on-going standard of service excellence. Dear Mr. Iazzetta: pj U Q I have reviewed the as-built drawings for the rainage swale along the northwest property line of the Kingdom Hall site. The drawings have been previously sent to you and are titled "Kingdom Hall of Jehovah's Witness As-Built Supplement" sheets 2 of 3 and 3 of 3, dated 7/22/92. Based upon the cross sections provided, approximately 4200 cubic feet of storage volume is provided in the swale, which is 700 cubic feet less than the original design calculations. This is primarily due to the catch basin grate being lowered from elevation 102.0 to 101.6 . The original design provided an extra 2300 cubic feet of storage over which was required to provide for a zero increase in runoff for the 100 year design storm. With the present configuration of the swale, there will still be 1600 cubic feet of excess storage provided. Upon further review of sheet 2 of 3, it would be recommended that the berm be widened to achieve the four foot design width from station 0+0 to the southerly terminus. The remaining portions of the begin appear to be adequate for the the design flows. Based upon this analogy, the storm water management system as constructed, will provide a zero increase in runoff for all storms up to the 100 year design storm. I trust that these conclusions and recommendations will meet with your satisfaction. If there is any additional information that may be iway7, , please feel free to contact me. It is Town policy to require detention basins (swales) to contain a 100 year storm with one foot of freeboard. Your letter does not indicate what freeboard is available in the constructed swale. I respectfully reinin&- the,Oommissidn that the reasons for your re j ectior- of our wetlands Permit are not totall,7 accurate. You must be aware that in our out-of-court settlement between Jehovah' s Witnesses and the Town of South Windsor, the Planning and Zoning Commission required that we build a sidewalk along the front of our property to accomodate addition- al parking below. The plan that I submitted to you showed the proposed sidewalk and parking. To insure that we build this sidewalk to parking below the Town recieved from us a bond of $2000 . 00 . Since the Town has now refused us the right to build a sidewalk which it itself legally required us to buId, we respectfully request that we have our bond funds returned to us at your earliest convenience. The reason I have not re^ponded to you earlier is do to a -rather lengthY- process we undertook whereby it was decided that we would not make out a new application at great bother to J7ou and our neighbors at this tine. Regarding the first accout, we submitted a plan to construct the sidewalk but was denied by the Wetlands Cornrnission. We are therefore requesting that our bond for$2000.00 be returned with all posted interest in our favor. As regards the second account, we have completed all necessary soil and erosion control work shown on our plans and have occupied the facility for approximately 2 1/2 years.
