Dear Louise,
We are interested in being able to store a few sail
boats I presently talking about 3) in our tobacco shed on
Sullivan Avenue located in an industrial zone (formerly Jurgelas
property) . Regulations we are told require a Sita Development
Plan.
It does not appear that it should be a requirement in our
situation as absolutely no changes are planned. We can subrr_zt
a plot plan of the shed location and showing access from Troy
Road which does not offer any traffic problems. No changes are
planned for the structure. The surrounding land is being used
for farming.
Several years ago we were given a two year permit to store
boats and campers there and it was approved without a Site
Development Plan.
Please call me if you have any questions. ( 644-1052) .
Sincerely yours ,
Dorothy Krivick

RE: Application #89-74P, Boat Works Marine
Storage
DOCUMENTS REVIEWED: Application form, Site Plan for Dorothy E.
Krivickas dated April 21, 1989, and drainage
calculations included on Sheet 3 of 4 .
COMMENTS:
1 . The limits of wetlands indicated on the plans are, "as located
by Richard Snarski, Certified Soil Scientist" . A report should
be provided to substantiate his findings and identify the soil
type(s) . The Town Wetlands Map indicates an additional
wetlands in the northwesterly portion of the lot. The Soil
Scientist should indicate whether or not that area was
investigated as well.
2 . The drainage computations indicate a slight increase in the
runoff into the wetlands area. The plan indicates that the
wetlands will be used for "natural detention" .
3 . The proposed plan indicates the driveway and parking lot are to
be crushed stone. Depending on the soil type in that area the
proposed 12" gravel base and 3" crush stone may be inadequate.
4 . The erosion and sedimentation control plans appear adequate for
the work proposed. Minor adjustments to the proposed silt
fence will be necessary to provide for grades proposed near the
road.
5. The application form indicates 0.18 acres of wetlands will be
altered. The calculation on the application form indicates 260
cubic yards of fill/gravel is to be placed on that area.
IF APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDED:
1 . A report shall be submitted by Richard Snarski, Certified Soil
Scientist to verify his findings and identify the soil type of
the wetlands .
2. The proposed gravel base shall be evaluated based on the soil
type to determine it's adequacy for the site.
3 . The total amount of fill/gravel to be placed on the wetlands
shall be indicated on the plans.

Dear Ms . Krivickas:
Please be advised that Planning Department staff, as part of its
standard review procedure, would recommend to the Planning and
Zoning Commission that a driveway entrance to a commercial
enterprise be located on a major road rather than on a secondary
road when that option is available. In your case, an entrance on
Sullivan Avenue would be preferable to an entrance on Troy Road,
for several reasons:
1 . Customers attempting to access a business facility that
they can clearly see from the major street tend to• create
safety hazards as they execute braking and turn-around
maneuvers while trying to locate the entrance.
2 . Troy Road is a narrower street that has less ability to
safely carry commercial traffic than Sullivan Avenue.
3 . The east side of Troy Road is residentially zoned, and it
is desirable to direct commercial traffic away from
residential areas wherever possible.
This letter does not imply that the Planning and Zoning
Commission is required to accept staff recommendations, however;
and the ultimate decision on site plan approval rests with the
Commission.

Re: Application #89-74P - Boat Works Marine Storage
At the November 13, 1989 meeting of the South Windsor Inland Wetlands
Agency/Conservation Commission, Application #89-74P, Boat Works
Marine Storage was denied without prejudice.
The concerns expressed by the Agency are:
1 . That there is a prudent and feasible alternative. There is
the possibility of constructing the gravel road in from
Troy Road instead of Sullivan Avenue.
2. The proposed gravel road crossing the wetlands :
3 . Water flows east to west on the site. The proposed gravel
road would cause disturbance to the natural flow of water.
4 . Proposed gravel road being used by heavy vehicles .

Dear Mrs. Krivickas:
Re: Boatworks Landscaping
This is to advise that the Planning and Zoning Commission voted on
October 27, 1992 to deny your request for the release of the
landscaping bond for the above-referenced project. After a site
inspection, it was found that the buffer area along the Troy Road
frontage did not contain the number/types of trees indicated on the
approved plans; thus making it an ineffective buffer. Once this area
has been replanted, please notify the Planning Department in writing
and we will arrange for another inspection in the spring of 1993 .
Very truly yours,

Dear Mr. Krivickas : Planning & Zoning Commissioli
Through Councillor Ryan, your inquiry as to why you could not have
outside boat storage, while a competitor could, reached this office.
We sought the input of the Zoning Enforcement Officer, and we have
received his reply.
You were granted a Special Exception for the operation of the Boat
Works on December 19, 1989 . At that time, sales and storage of
boats was a special exception use within the Industrial zone ( in
which the Sullivan Avenue site is located) . The approved site plan
contained a boat storage area in the rear of the principal building
(an old tobacco barn) , within which all boats were to be stored.
The Planning & Zoning Commission included an approval condition
that, "Boat storage area behind barn must be adequately screened to
ensure reasonable non-visibility of storage area. No boats are to
be stored outside the storage area shown on site plan. "
The Planning and Zoning Commission made changes to the Industrial
zone regulations in July, 1991 . Among other things , the Commission
deleted many of the "special interest" zoning amendments, including
marine sales and storage. Your site is now a legal non-conforming
site, which can not be expanded unless Zoning Board of Appeals
approval is received for expansion.
The Zoning Enforcement Officer is not aware of any application( s )
made by you, to either the PZC or the ZBA for outdoor storage of
boats on the front portion of your site, either before or since the
PZC revised the Industrial zone regulations .
The new boat company on John Fitch Boulevard, "The Boat Center" , is
located in a General Commercial zone . Retail sales are allowed by
right in the GC zone . Outdoor storage, however, is not allowed by
right; permission must be received from the Planning & Zoning
Commission for such stlorage . Shortly after the Boat Center located
in this facility, the Zoning Enforcement Officer contacted the

property owner and informed him of the need to acquire PZC approval
for outdoor boat storage . The Beat Center owner requested such
approval , and will be heard at the PZC meeting on November 14th. If
PZC approved t1ie outdoor storage, the Boat Center_ will be allowed
to continue the outdoor storage within the constraints of any
conditions PZC may impose . If rioL, the Boat Center will not be
allowed to continue the outdoor storage.
We trust the foregoing answers your recent inquiry. Should you
wish additional information, you may want to contact the Zoning
Enforcement Officer, Jeff Folger, directly.
Cordially,
Kam_
