RE: Application #89-34P, Robert Sheridan, Et.Al. , 25 Oakland Road,
South Windsor, CT 06074, IWA/CC permit for the construction of
two industrial buildings located on the northerly side of
Sullivan Avenue, I zone.
DOCUMENTS REVIEWED: Application form and site plans (dated May
19, 1989 ) .
COMMENTS:
1 . This plan was submitted in October 1988 (Application #88-85P)
and was withdrawn to provide additional information.
2 . A copy of the letter sent to abutters must be provided.
3 . The wetlands have been flagged by Henry T. Moeller, Soils
Scientist. The letter is reproduced on Sheet 1 of 3 . The
flagged wetlands are quite different than those indicated on
the Town Wetlands Map but this is discussed in the soils
report. As a result of the report, the remaining regulated
areas would be the drainage swales .
4 . Although the Soil Scientist concluded only the ditches remain
as wetlands, they should be shown as wetlands directly on the
plans .
5 . There are open swales on the easterly and westerly sides of the
lot. The swale on the westerly side is about eight feet wide
with steep sloped banks and usually has standing water. They
are proposing to stabilize the swale with rip-rap. A detention
basin is also proposed to the rear of the lot.
6 . Deposition of "existing foundation" should be indicated on the
plans .
7 . Construction entrance, as shown on Sheet 3, should be shown on
Sheet 2 (Conservation Plan) .
8 . Details should be provided for the discharge pipe for the
detention basin. An endwall or flared ends may be required.
9 . The groundwater is generally high in this area. This should be
established as it may affect the stability of the detention
basin. In addition, drainage computation should be provided
for review.
10 . No curbs are proposed along the parking areas . There is a 3'
wide broken stone leakoff area indicated along the easterly
parking lot. A dimension should be provided for the crushed
stone leakoff in the rip-rap detail for the westerly side.
11 . The property line runs through the center of the swale on the
westerly side. Permission would be necessary from abutter to
do stabilization of the swale.
12 . Considering the work to be done within the swale, the proposed
silt fence doesn't seem appropriate. The Erosion and
Sedimentation Control Plan does not address the rip-rap of the
swale. The detention basin work should also be part of the
Erosion and Sedimentation Control Plan.
13 . These comments should be addressed and included on the plans,
as deemed necessary, prior to final approval by this
Commission.

RE: Sheridan Industrial Park
We have reviewed the plans dated May 19, 1989 for the proposed
Sheridan Industrial Park and have the following comments as to
wetland concerns:
1 . Riprap will be required at outlets (from roof drains) in
detention basin.
2 . Endwalls are required for detention basin outlet pipe.
Also riprap will be required at outlet end (into ditch) .
Provide detail for this .
3 . Spot elevations along the bottom of swale are required
and should be shown on plan. A profile should be
provided.
4 . Drainage calculations for swale must take into account
the runoff from adjacent properties into the swale.
5 . Filter fence shown down center of swale. How will the
swale be built with this in place?

Re: EXPIRATION OF PERMIT #89-34P, Sheridan Industrial Park
This is a reminder that the permit with the Inland Wetlands
Agency/Conservation Commission, application #89-34P will expire
on September 18, 1994.
If you plan to extend your project beyond the above expiration
date, you must apply for an extension at least sixty-five ( 65 )
days prior to the expiration date. There will be a thirty-five
dollar ( $35 ) fee required for an extension of the permit. This
includes a ten dollar ( $10 . 00 ) surcharge assessed by the State,
to fund the State Environmental Review Team.
An application for an extension shall be made in accordance
with the following subsection of the IWA/CC Regulations :
a . The duration of any amendment or extension shall be for
three years unless otherwise specified in the permit.
b. The application may incorporate by reference the
documentation and record of the original application.
c. The application shall state the reason why the authorized
activities were not initiated or completed within the time
specified in the permit.
d. The application shall describe any changes in facts or
circumstances involved with or affecting wetlands or
watercourses or the property for which the permit was
issued.
e. In unusual situations the Agency may accept an untimely
application to extend the expiration date of a permit if
the authorized activity is ongoing and all the
continuation of work beyond the expiration date if in its
judgement, the permit is likely to be extended and the
public interest or environment will be best served by not
interrupting the activity; the application shall describe
the extent of work completed at the time of filing and the
schedule for completing the activities authorized in the
permit.
f . The Agency shall evaluate the application pursuant to
these regulations and grant the application as filed,
grant it with any terms or limitations , or deny it; and
shall state upon the record the reason( s ) for its
decision.
In the event that you are requesting an extension, section 8 . 1 . 6 of
the Zoning Regulations establishes the process for monitoring the
approved conservation plan. Per that regulation, a progress report
is required from the applicant' s engineer verifying that erosion
and sedimentation control measures have been installed and
maintained in accordance with the approved conservation plan. This
verification report shall also be submitted 65 days prior to the
expiration date of the permit to allow time for the Commissioners
to evaluate your project controls .
If work has been finished or will be finished by the expiration
date, please send a letter stating work is completed according to
the approved plan .

RE: Inland Wetlands permit #89-34P
589 Sullivan Avenue/ Sheriden Industrial Park
Dear Mr. McCahill,
As you may be aware, 589 Sullivan Avenue was foreclosed on by the Federal Deposit Insurance
Corporation ("FDIC") on January 25, 1994; J. E. Robert Co. of New England ("JERNE") has
been retained as the managing agent for the FDIC on this property.
The Inland Wetlands application #89-34P for this property is due to expire on September 18,
1994. This letter, and the enclosed check for $35, serve as a formal request for extension of
this permit to be issued in the name of "FDIC, Receiver of Central Bank". To the best of our
knowledge and belief there is no ongoing site work being conducted; based upon physical
inspections of the property this is a vacant lot and the present owners do not intend to change
this status at this time. The owner has not retained an engineer and does not have an approved
conservation plan in hand. To the best of our knowledge and belief there are no known changes
in circumstances that would have affected the wetlands and watercourses for this property. It is
likely that due to economic issues of the former owner the activities stated in the initial permit
were not initiated. In order to help maintain the value of the property and its market appeal, it
has been deemed appropriate to request this extension.
My apologies for getting this request to you at such a late date. I trust you will still review this
request, granting it the appropraite attention and action as you deem fit. Thank you for your
attention in this matter.
Sincerely,
,.04/ W44-
