Banach, Director of Planning FROM: Jerry C. Iazzetta, Town Enginee Utz, RE: Hartford Prospect Industries We have reviewed the plans dated August 9, 1989 for the Hartford Prospect Industries proposed site and have the following comments: Drainage Calculations 1 . Coefficient for roof is used as . 85. This seems low in view of the fact that this roof is impervious. It is suggested that a coefficient of . 9 would be more appropriate. 2 . Drainage calculations do not address the impact of the additional runoff into the wetlands area. 3 . The runoff from this site that drains into the existing storm system is significantly higher than that existing before development. Detention has not been addressed. Also what are the downstream effects of this added runoff? Topographic/Plot Plan 1 . Roof leader shown draining in rear of property. The 10 year storm runoff according to the drainage calculations would be approximately 2 CFS. This is a significant amount of water - the roof leader is not sized, the riprap is not indicated as to size. The outlet from the 15" RCP with endwall from the parking lot only handles 1+ CFS during a 10 year storm. This is inconsistent. The roof drainage needs to be addressed in more detail. (The roof is a flat roof and yet details and floor plans provided only show gutter on one side of building - the west side and the roof leader is on the east side. ) 2 . The processed stone along the southerly edge of ; the parking area should be extended to include dumpster area. 3 . Riprap areas are not detailed. It is recommended that a plunge pool be investigated for use in the area of the endwall outlet. t Marcia A. Banach October 26, 1989 Page 2 . 4 . Some of the drainage from the parking lot on the easterly side will, according to the information on the plan, flow into the street. This is not acceptable and needs to be ' addressed. 4 i ` 5 . Entrance pad into easterly parking area show a 10 foot radius and into westerly parking area as 20 foot radius. The town requires a minimum of 25' radius. 6 . C.B. #2 indicates Top of Frame at 69 .1 but spot elevation ? in corner of parking lot is 68.8. There appears to be an error. 7 . Spot elevation of 68 . 3 at southerly edge of parking lot appears to be in error. , 8 . Grading along the westerly side of the property indicates that storm runoff may flow onto parking areas. Is this true - if not is a swale to be proposed along that side? If so, how will erosion of that area be controlled? 9 . Grading of the entrance to westerly parking area is such that part of the stormwater will drain onto the street. Is it possible to eliminate this? Also a spot elevation is needed to indicate the high point. i Detail Sheet 1 1 . Toe wall should be placed under the flared end. 2 . Detail of sidewalk is not readable - it needs to be enlarged. We cannot make out dimensions, etc. I G UCl/jsv c: Michael J. Coefficient of 0.9 for the roof will be used. 2. It is our opinion that the large dispersment area of wetlands located on our southerly property will adequately distribute the additional flow to the brook area without adverse effects. 3. It is our opinion that the additional storm water flow without detension will get to the brook and be carried away prior to the upstream water shed reaches our area, thus the only effect to the brook will be an earlier increase in volume. Topographic/Plot Plan 1. A. Size roof leader to be 12" diameter. B. Plung pools to be used, details shown. C. Gutter flow is at east side. 2. Has been extended. 3. Plung pool has been added. 4. Added spot grades. 5.\ A minimum of 25' radii at drives have been added. 6. CB-2 was changed. 7. Changed south edge of parking lot spot grade. 8. High point on entrances have been added.
