McCahill, Zoning/Wetlands Enforcement Officer Y14) RE: Application #89-73P, Hartford Prospect Industries DOCUMENTS REVIEWED: Application form, site plans for Peter D'Engenis dated 8/9/89 and Drainage Study by Palmberg & Russo COMMENTS: 1 . The wetlands limits shown on these plans are based on the limits established during the approval of the Industrial Subdivision. A reference should be included on the map and the Certified Soil Scientist should be identified. In addition, the soil types listed would indicate the wetlands to be of the Scantic Series . Within the notes on sheet 2 of 6 the wetland soil type is listed as the Swanton Series. This should be clarified. 2. There are two discharges to the rear of the property. The easterly outlet, according to the drainage computations, discharges a higher cubic feet per second than the westerly flared end. The flared end appears to have a higher degree of rip-rap protection. The volume and terrain should be reconsidered to verify the protection as proposed is adequate for the outlets . A detail, with dimensions for the total area of rip-rap, should also be included for both areas . 3 . As indicated on the application, there is no activity in the wetlands, the storm system will discharge towards the wetlands. 4 . The proposed tree line should be established in the field prior to the cutting of trees . A significant number of trees will be cleared for the site. In addition, the plans should indicate the means of disposal for the stumps generated on the site. I would recommend chipping on-site as much as possible, and the remaining stumps should be hauled off-site. 5 . There will be some tendency for water to run off site via the proposed construction entrances. Preventive measures should be included on the plans, either by diverting the surface runoff or adjusting the elevation of the construction entrance. 6 . Providing documentation is submitted to clarify the basis for the wetlands limits shown, I see no problem in approving the activities as proposed with slight modifications to the plans . IF APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDED: 1 . A reference shall be included on the plans to indicate the basis for the wetlands limits shown, and the Soils Scientist shall be identified. The soil type of the wetlands shall be clarified. 2. Proper protection for the outlets shall be determined in accordance with Connecticut Guidelines for Soil Erosion and Sediment Control. Details and dimensions for the rip-rap proposed at the outlets shall be included on the plans. 3 . The proposed tree line shall be flagged in the field prior to clearing. The plans shall indicate chipping of stumps on-site when possible and the remaining stumps are to be hauled off site. 4 . Preventive measures shall be indicated on the plans to reduce the potential of materials washing out onto the street via the proposed construction entrances. st4 u s 1540 SULLIVAN AVENUE • SOUTH WINDSOR. PB Real Estate, Inc. , a real estate subsidiary of People's Bank acquired title to the subject property via foreclosure on 8/16/94. The previous owners, Peter Engenis and Amin Sabbagh, never commenced construction on the 20, 000 s.f. building the site was approved for presumably due to poor economic conditions which ultimately led to their default, and loss of property. I would like to request renewal of the Inland Wetlands permit under the same conditions. A $35.00 check will be forthcoming in the next couple days. Please call me at 338-4743 should you have any questions r garding this request. Dear Ms . Warren: Pursuant to my recent phone conversation with Mr. Fogler, the wetlands/zoning enforcement officer, this letter is to serve as PB Real Estate, Inc' s (a subsidiary of People' s Bank) application to extend the above-referenced permit for an additional three year period. I have enclosed a check in the amount of thirty five dollars to cover the cost of said application for extension. I am also asking that the documentation and record for any previous application be herein incorporated. It is our understanding that the original owners, Peter Engenis and Amin Sabbagh, who applied for the application fell on hard times economically and this left them unable to initiate and/or complete the work during the time frame specified in the original permit . Thereafter, PB Real Estate, Inc . acquired title to the subject property via foreclosure . Finally, to the best of our knowledge and belief there have been no changes in the facts or circumstances involved which would affect wetlands, watercourses or the property for which the permit was issued. Should you have any questions or require additional information, you can reach me at the above-referenced telephone number. Thank you in advance for your anticipated cooperation.
