November 2, 1983 Ms, Marshall Montana, Chairperson Planning and Zoning Commission Town of South Windsor 1540 Sullivan Avenue South Windsor, CT, 06074 Re: Site Plan; Lot #5; Parkcentre David Allen Plastics Dear Ms, Montana: In addressing the concerns voiced by the Commission at the public Hearing of November 1, 1983, and by the Inland Wetlands Agency in their letter of November 1, 1983 on the above-referenced application, regarding the redesign of the parking lot in order to allow the majority of the tree line to remain undisturbed, I have discussed the engineering aspects of the drainage and fill problems with Mr. Arsenault and Mr, Davies. From an engineering standpoint, it would appear that the attempt to relocate the thirteen northerly spaces in a westerly direction along the north side of the building would result in the destruction of as many trees as the present plan. Therefore, we are requesting a waiver of the parking requirements to allow a total of fourteen (14) spaces. A check of the number of manufacturing and office personnel indicates that this will be sufficient. This waiver would necessitate the construction of only six (6) additional spaces along the north side of the building and would minimize disturbance of the existing tree line. Your cooperation in this matter will be greatly appreciated. Very truly yours, ,y SAVIN BROT RS, INC. R. G. I ' PLANNING AND ZONING COMMISSION JANUARY 10, 1984 PUBLIC HEARING & SPECIAL MEETING SOUTH WINDSOR TOWN MALL MEMBERS PRESENT: Gilligan, Conde, Montana, Smith, Mosher, Sorenson ALTERNATES PRESENT: Klenke (sitting for Sorosiak) PUBLIC HEARING - Legal Notice Attached Chairman Gilligan announced that the public hearings which had been scheduled for this evening were being cancelled, due to an improper legal notice. SPECIAL MEETING Call to order Public Participation Rosalie Bartula of Barbara Road complained about the plantings to the rear of her property. She said that Savin Brothers planted 19 spruce trees on the top of the mound (berm) and she wants the trees at the bottom of the mound. Chairman Gilligan asked if she wanted the trees planted at the bottom of the berm on her side, and she replied that she wanted them planted at the bottom of the berm on Savin' s property. Mr. Gilligan noted that she wouldn ' t be able to see the trees if they were planted there. There was a discussion and Mr. Gilligan said he would check the landscaping plan which was approved several months ago, as well as the Minutes, before further discussion on this matter. Minutes Mrs . Smith moved approval of the Minutes of November 29 , December 6 and 13. Mrs . Klenke seconded the motion and it was unanimously voted in favor and so ordered. New Business 1. App. #957 - R. S. K. Contractors, Inc. Mr. Conde moved that the above applicant be granted a 90 day extension of time in which to file the final plans. The extension is from Janury 23, 1984 to April 22, 1984. Mrs. Klenke seconded the motion and it was unanimously voted in favor and so ordered. 2. App. #960 - Olde Wapping Realty, Inc . Mrs. Montana moved that the above applicant be granted a 90 day extension of time in which to file the final plans. The extension is from February 20, 1984 to May 20, 1984 . Mrs. Smith seconded the motion and it was unanimously voted in favor and so ordered. Planning & Zoning Commission -2- 1/10/84 3. App. #943 - Savin Brothers, Inc. , Resubdivisio , Lots 5 and 6 Referring to the discussion that had taken place regarding the bituminous vs. granite curbing in Parkcentre, Town Engineer Martel said that the biggest difference in the curbing is the cost. Granite is $17 per lineal foot, as opposed to $2 for bituminous. For this section of Connecticut Avenue the cost of granite would be about $17 , 000, as opposed to $2, 000 for bituminous. He noted that the Town has no program for maintenance of granite curbing, and the existing granite curbing has grass growing in-between the sections, which needs grouting.' The life expectancy of bituminous could be as long as granite depending upon how well it is taken care of insofar as traffic, snow plowing, etc. are concerned. Mr. DeMallie noted that granite must be maintained, and also noted that the EDC has discussed cost of land, and what would attract new industry. Chairman Gilligan pointed out that the subdivision plan was approved with bituminous curbing. Philip Braender of Elizabeth Street said granite curbing was part of the original approval for Parkcentre. He said the Town has been "taken" in this regard, and paid Savin. Mr. Gilligan pointed out that the public hearing h a s already been held and no further comnents are permitted. Commissoner Mosher asked exactly how the Town reimbursed Savin, and Mr. Sorenson said the issue here is whether the Commission should continue with bituminous curbing, or get back with granite curbing. Mr. Gilligan said he would like to see a cross-section of the curbing shown on the plans in the future. The secretary brought down the plans for David Allen Plastics which showed bituminous curbing. There was further discussion and Mr. Sorenson made a motion to set the bond amount for Connecticut Avenue at $60 , 000 , which would ensure completio he c e motion and it w un s voted in favor and so ordered. 4 . Landscape Plan, Parkcentre Mr. Sorenson moved that a $10 , 000 bond be required to ensure completion of landscaping in Parkcentre, in accordance with the plan prepared by Alan Viets Associates, dated September 6 , 7 and 8 , 1983, which was approved by this Commission on September 27, 1983 . Mr. Conde seconded the motion and it was unanimously voted in favor and so ordered. Chairman Gilligan referred to a letter from the Zoning Enforcement Officer stating that he had contacted the owners of the site on Sullivan Avenue known as Holiday Enterprises concerning possible zoning violations and further stating that the owners were voluntarily cleaning up the site. Planning & Zoning Commission -3- 1/10/84 Sigma Software Division - Sullivan Avenue Shopping Area Mr. Gilligan referred to a letter from Sigma stating they would like to temporarily use a trailer behind the existing building until construc- tion of the addition is completed. The Commissioners concurred they had no objections to a temporary trailer as long as it was not visible from the road, and was not unsightly. There being no further business the meeting was adjourned at 9 : 05 P. M. Respectfully submitted, Virgini6 S.
