The site is located on the north side of Ellington Road. The object of this hydrolic study is to determine the effect the proposed reconstruction would have on the present condition and to determine what measures or construction techniques are to be utilized on the site to control the future peak conditions. Four catch basins and one flared end will collect the storm runoff. The outlet of the system will be to the north, discharging into the wetlands. Because we are discharging into a wetlands storage area, no detention basin is proposed. The increase of peak discharge is 3. 18 CFS. Iazzetta, Town Engineer RE: Webster Plaza We have reviewed the drawings dated 5-17-89 and drainage calculations for the proposed Webster Plaza addition and have the following comments: 1 . History of this site indicate that over the last 15 - 20 years, this area was filled in with an assortment of materials including sewer excavation waste, street sweepings, leaves, etc. The soils as indicated on the drawing are probably those underneath the "fill" material. With this.. we recommend that test pits be dug in several locations selected by the Engineering Department and the results submitted to us for an evaluation. 2 . All of the adjacent buildings should be shown on the drawings. According to our new 100 scale topo sheets, it appears that the garage on the adjacent property is encroaching upon this parcel . 3 . Off site drainage and contours should be shown. 4 . There is no detention proposed. The applicant's engineer states that since they are discharging into a wetlands area, detention is not required. This is an incorrect assumption. Also does the applicant have a right to drain across the adjacent land given to him by the abutter? 5 . Sanitary sewer line should utilize the existing service and avoid another street cut. The existing service is not shown on the drawings. 6 . It is suggested that the 10" the storm drain across the frontage be replaced with a 15" pipe. 7 . Existing water service not shown. Why can't applicant utilize existing service and eliminate the street cut? 8 . The 5' concrete sidewalk in rear goes along the proposed building and to the easterly end of the property. What purpose does this sidewalk have once it goes beyond the proposed building? It is recommended that no action be taken on this app lication until the soils and drainage comments have been satisfactorily addressed. Ellington Road. This site abuts your project on the Norman Priest property to the south and contains drainage improvements that would drain into a swale that crosses onto the Priest property. I have reviewed the plans prepared by Palmberg and Russo which indicate the drainage improvements to be made at Webster Plaza. In my opinion, they will not adversely effect prospects for development of the Priest property as the site will drain into an existing swale which passes through an existing wetlands. Gentlemen: We have reviewed the above project with regard to present traffic conditions and also the completed project's traffic. The proposed entrance drive has adequate sight line in both directions. The new traffic signal soon to be installed at the Town Shopping Center Development will cause a break in the traffic, allowing exit traffic time to leave the site during peak hours. This project will generate some additional traffic onto Route :30 in both directions. Wapping Five Corners is at or over capacity during the peak A.M. & P.M. hours, but it is our understanding the improvements are planned for this intersection. In either case it is my opinion that our proposed project will have little effect on the present traffic based on the planned used, such as Doctor's offices and general offices.
