Approved, with conditions, the application of David Flynn for a subdivision of property owned by the Estate of Bertram E. Higgins, Sr. , located on the westerly side of Ellington Road, south of Chapel Road, South Windsor in an Industrial Zone. 2. Dated at South Windsor, Connecticut this 28th day of September, 1979. PLANNING AND ZONING COMMISSION William E. Grace, Esquire, Chairman Marshall Montana, Secretary MEMO TO FILE 10-3-79 Mr. Page discussed with Mr. Jacques, his attorney and engineers, the following regarding property he owns. Mr. Page stated that the report from Brown, Donald and Donald is a starting point for planning this area of town. He said the report has not been finalized and has not been approved by the Planning and Zoning Commission. Mr. Donald called this area a "Planned Development District" in his report and Mr. Page has interpreted this to proceed with caution. Mr. Page told those present at the meeting that in his opinion they should take a MDC Map, outline the property that J.M.J. has under option and owns, as well as approved Section I and Section II, and put into perspective for the Planning and Zoning Commission the potential methods of providing storm drainage and sanitary sewers and other utilities for the Commission so they will be familiar with the property that Mr. Jacques owns or has under option, what he has built and how it could potentially be serviced with sanitary sewers, storm drainage and other utilities. Mr. Page suggested after this is done, that they come to the Commission and discuss this informally and bring them up to date as to where things stand and get some informal input as to how to proceed. .4 Z 0- C. The most recent complaint goes on to say that it certainly has not been left in a condition that is improving the quality and value of the neighborhood. We have been asked to inquire as to when it will be restored and the electrical wires removed. Thank you for your assistance in this matter. Very truly yours, A.
