Gantick, Director of Public Works SUBJECT: REVIEW OF OAKWOOD ESTATES - EAST WINDSOR Please be advised that I have reviewed the subject plans relative to the outlet drainage system. The following points are noteworthy: 1 ) What, if any, are the downstream impacts to existing structures as a result of routing the stormwater off the site without detention? Should identify structures . 2 ) Would recommend a modification to the proposed outlet piping; use Class V RCP with o-rings, provide drop structure, and plunge pool vs dam structures . 3 ) Stabilization of the outlet structure area and the receiving "stream" should be double checked. With velocities and additional flow erosion may be a problem. Sedimentation from development roads may also be a problem. Access for maintenance purposes will be difficult. Notice of this proposal was transmitted to the Planning Division of the Capitol Region Council of Governments under the provisions of Section 8-26(b)of the Connecticut General Statutes,as amended. The referral involves proposed subdivision(Oakwood Estates)containing 8.68 acres being divided into 10 lots, located at 351 Scantic Road, abutting the South Windsor Town Line. Comments: The staff of the Regional Planning Commission of the Capitol Region Council of Governments has reviewed this referral and finds no apparent conflict with regional plans and policies. General Observations: Only a small portion of lot 13 is located within East Windsor. That portion of the lot lying within East Windsor apparently will not meet the present zoning area requirements for a building lot and thus may require a variance. The lot does however, have sufficient area for the location of a proposed house as shown on the subdivision plan. Any approval should require that the location of this house when constructed remain within East Windsor to prevent future intermunicipal problems regarding delivery of community services, etc. A check with the Town Attorney may be necessary. Additionally, lot 14 has a similar problem. However, the portion of land between the cul-de-sac and the town line is not large enough to accommodate a house within East Windsor and when built it undoubtedly will be located in South Windsor. The map does note that this lot is "not to be considered a building lot at this time" but details regarding its future should be clarified. Because the subdivision spans the town lines coordination is essential with planning officials in the abutting community. Questions concerning this referral should be directed to Wil Maxwell. In accordance with our procedures this letter will constitute final CRCOG action on this referral. The public hearing date has not been scheduled yet. On June 19, 1989 a site plan review of the above proposal was made. Two earlier review by this office were made and reports submitted on December 19, 1988 and March 29, 1989. These reports should be reviewed for pertinent comments. The following comments are offered for consideration: - our report of December 19, 1988 stated that with proper design, an on-site detention basin could be eliminated from this proposal. This is still our recommendation. - The proposed detention basin shown on plans revised 6/l/89 needs additional detail including: outlet protection of the 18" RCP; screening protection for the 18" perforated riser. - More details should be developed for the outlet of the detention structure. Improper working of, or failure of this structure, could lead to more disastrous failures on the adjacent slopes. ft CC: Jose Giner, Town Planner, _East,Windsor . Comments: The staff of the Regional Planning Commission of the Capitol Region Council of Governments has reviewed this referral and finds no apparent conflict with regional plans and policies or the concerns of neighboring towns. General Advisory Observations: This subdivision referral known as "Oakwood Estates", was originally reviewed this past May, 1989 and modifications apparently have been made. However, prior observations are still pertinent regarding the development of certain lots along the southside of the cul de sac and spanning the South Windsor Town Line. Undoubtedly, the East Windsor Planning Commission is aware that it has no authority to approve lots located within another town. Therefore, the recommendation concerning the need to coordinate and interface with South Windsor's planning officials is also legitimate since it may be necessary for the developer to process concurrently through South Windsor's Planning Commission that portion of the subdivision which is located within South Windsor.
