STC # 132-8801-02
Dear Mr. Stoeckert:
We have your two letters dated February 4 , 1988 , and
February 10 , 1988 , regarding this Certificate Application .
We also have the copy of your letter of February 29 , 1988 ,
to Mr . Frederick A. Hesketh concerning the John Fitch Indus-
trial Center and the request that the two developers work
together cooperatively.
Since receipt of these letters , the developers , Culbro
Land Resources/J. .E . Shepard Company, have evaluated their
position . The market for absorption of 760 , 000 square feet
of mostly warehouse/light industrial space over the next ten
years is quite unpredictable, and the 10-year nuild-out period
may, in fact, be unrealistic . Based on the experience with
the Hazelwood Business Center, recently certified by the
Commission, the developers now feel a phased approval and
development process would be more manageable .
Therefore , they intend to submit the overall master plan
to the Town for subdivision approval , also delineating a
phasing concept. The State Traffic Commission will be re-
quested to approve only the first phase of development. At
this time , the developers state that Phase I would contain
approximately 200 , 000 square feet of floor space, to be
developed by 1990 . In the meantime, the developers will
seek local site plan approval for the first building in
Phase I (more than likely in the 50, 000 square foot range) ,
and then commence construction as soon as possible while the
Certificate review is underway. A Certificate Application
for a second phase would be submitted approximately one year
after Phase I has been approved by the Commission.
JUN 3 1988 J
I.T RTC MArnoC MM1W10N
Mr . William Stoeckert 2 .
A number of traffic improvements , such as the recon-
struction of the Sullivan Avenue-Rye Street intersection,
will be needed even for the initial development phase .
We are proceeding to work on concept proposals for these
locations, working independently in some instances , and
jointly with Mr. Frederick A. Hesketh, in other cases .
At still other locations , Culbro Land Resources/J. E .
Shepard Company would expect to "equitably participate" in
roadway and intersection improvements when implemented by
the Department of Transportation as part of future highway
projects .
Because considerable time has elapsed since the last
written or oral communication with your office or the Divi-
sion of Traffic Engineering staff , we felt it is appropriate
to give you an up-date on the status of our studies for this
Certificate Application.
Please feel free to contact us or to speak directly with
Dr. Giorgio.

Dear Mr. Stoeckert:
This letter is to clarify some ambiguity in the June 2 ,
1988 letter prepared by Mr. Benedict G. Barkan on behalf of
Culbro Land Resources and J. E. Shepard Company for the Rye
Street Business Park application STC No. 132-8801-02 . After
our conversation on Wednesday, June 15 , 1988 , it seems
appropriate for me to provide this further clarification.
We would like the Traffic Division to review our Rye
Street Business Park application STC No. 132-8801-02 as a
master plan application with the first phase of development
containing approximately 200, 000 square feet of floor space.
It is expected that Phase I will be developed by 1990 and
that the buildings within this phase will be in the 50, 000
square foot range. We plan to apply to the Town of South
Windsor for subdivision approval and subsequent site plan
approval for buildings within Phase I within the next sixty
days. It is hoped that the State Traffic Control Commission
will be able to complete its analysis of Phase I and issue a
certificate for this phase by the time the full zoning
process has been completed-4in mid fell .
Barkan and Mess, our traffic consultants, have been
instructed to prepare the necessary documentation
delineating the impact of Phase I on the surrounding roads.
We are prepared to participate appropriately in any road
improvements required under the provisions of the
Certificate for Phase I.
u Given the proximity and construction activity of the
John Fitch Industrial Center it is imperative for Culbro and
= J. E. Shepard Company to also be able to proceed with its
== development. We will continue to work cooperatively with
= the developers of the John Fitch Industrial Center to
address those areas where our respective developments have
. similar impact. However, we respectively request a review
of our application under a phasing concept in order to
expedite the development time and process.
Mr. William W. Stoeckert

REVIEW OF DATA SUBMITTED: SEPTEMBER 27, 1988
RYE STREET BUSINESS PARE':
TOWN OF SOUTH WINDSOR
STC NO. 132-88oi-02
The Division of Traffic Engineering has completed the preliminary
review of the data submitted for the subject development. The
submitted data, while addressing the impact of a 200,000 square foot
Phase 1 , does not provide the data that was requested by the Bureau
of Planning on February 4, 1988 and the Division of Traffic
Engineering on February 10, 1988. The application for certificate for
the Rye Street business Park is for a 760,000 square foot development
and , at the request of the developer, the Division of Traffic
Engineering agreed to a simultaneous review for a partial opening of
200,000 square feet. At this time we have sufficient data to review
the partial opening but not enough data to continue the review of the
full development.
The information required to to continue the review for the, full
development is as follows:
1 . Background, Generated and Combined Peak Hour and Daily Traffic
for the following locations: Route 194 at U. S. Route 5
Route 174 at Rye Street
Route 194 at Troy Road
Route 194 at Pierre Road
Route 194 at Sandhill Road
Route 194 at Routes 74 & 30 and
Buckland Road
Troy Road at Rye Street
(NOTE: The submitted Background and generated traffic
volumes should address comments i■q made by the Bureau
of Planning and forwarded to the developer on
February 4, 1988, previous comments attached)
2. Capacity Analysis for the above listed intersections should
be submitted.
3. Signal warrant sheets ( 8 hour and peak hour) using total
development traffic for the following locations should be
submitted: - Route 194 at Rye Street
- Route 194 at Troy Road
4. Plans for improvements to offset the total developments
traffic impact are also required.
It should be noted that the developer of the John Fitch
Industrial Center (STC Certificate No. 868) has prepared plans for
improvements to several locations in this area. Any additional
improvements proposed by the developer of the Rye Street Business
Park should be co-ordinated so that conflicting or repetition of
improvements can be avoided.

COMMENTS BY THE DIVISION OF TRAFFIC ENGINEERING
The Division of Traffic Engineering has completed the review
of the data submitted for the expansion of the K & F Brick Company. The
review shows that the development will have an impact on the intersection
of U.S. Route 5 and Brickwood Lane. U.S. Route 5 in the area of Brickwood
Lane is a high speed (85th percentile speed is 54 MPH) ,_ high volume arter-
ial roadway. Where unprotected left turns are allowed from such a road-
way, there is potential for serious safety and capacity problems. Due
to this impact, it is recommended that the developer submit an application
for a State Traffic Commission certificate.
To offset the impact of Brickwood Lane, the Division of Traffic -
Engineering recommends one of two options. The first is the construction
of an exclusive southbound U.S. Route 5 left-turn lane (a minimum 100'
full width with appropriate taper) and the prohibition of left turns out
of Brickwood Lane. The second would be the closure of Brickwood Lane at
its intersection with U.S. Route 5. If the developer would like to propose
another option for offsetting the development's traffic impact, the Divi-
sion of Traffic Engineering will review his proposed alternative.
The Division of Traffic Engineering has sufficient traffic data
for review of the development and if the developer submits plans for im-
provements that offset the development's impact with the application, the
review process can be expedited.

Re: Rye Street Business Park - Phase I
STC #132-88101-01
Dear Mr. Stoeckert :
Thank you for your letter of October 12 , 1988 , regarding
the Rye Street Business Park in South Windsor.
It is correct that we are asking for a Certificate review
of only the 200 ,000 square foot Phase I and not the overall
development covered by the Certificate Application dated Jan-
uary 15 , 1988 . The master plan for the overall development is
still undergoing review and may be changed significantly .
We hereby enclose an Application for Certificate covering
only the Phase I development . This has been dated September
27 , 1988 , corresponding with the date of submission of the tech-
nical data for Phase I .
We hope this will further clarify the situation with regard
to our current application for the Rye Street Business Park.
Yours very truly ,

Dear Mr. Barkan:
Subject: Rye Street Business Park
Town of South Windsor
The Application for Certificate for Rye Street Business Park -
Phase I submitted with your October 28, 1988, letter will be included
with your earlier submission. The review of that application is pro-
ceeding and you will be receiving the latest staff review comments.
With regard to the Application for Certificate filed on January
19, 1988, as you are aware, requests were made for additional data on
February 4, 1988, and February 10, 1988. Those requests involved
traffic volume data essential for the review of the application to
continue. To date, that data has not been submitted.
In your latest letter, it is indicated that the plans which
were the basis for that application are undergoing review and may
be significantly revised. As it could be expected that such revi-
sions would affect the previously submitted data and the data being
compiled in response to our requests, the review of the January 19,
1988, application is hereby cancelled. Once the review of the plans
is completed and the required data is compiled, another application
may be filed.

RYE STREET BUSINESS PARI-: - PHASE i
STC NO. 1 7)2-ee i i f-0 i
ROUTE 194 •- TOWN OF SOUTH WINDSOR
The Division of Traffic Engineering has completed the review of
the data submitted for Phase 1 (200,00 SF) of the Rye Street
Business Park. As a result the -following improvements are recommended
to offset tho traffic impact of Phase 1 .
The developer of the John. Fitch Industrial Center ; State Traffic
Commission Certificate No. 863; is required to reconstruct the
Poute 194 -- iyce Street intersection. ?t will be recommended that
the developer of the Rye Street Business Park be required to
caq.,itably participate in the reconstruction of this intersection.
Plans -For the reconstruction of this intersection are bei no
Prepared by the Joan Fi tch Industrial Center 's engineer. J
2. 1.1-:i th tiho addition o•r= gene-rated by Phase i of the Rye
St.reot Business Park: a tr,=ffic control signal will be warranted
-For the Route 194 - Rye Street intersection. Therefor it will be
recommended that the developer be required to signalize this
intersection. The signal design should incorporate any changes to
the geometry that takes place during the reconstruction of the
intersection. The developer of the John Fitch Industrial Center is
required to equitably participate in the signalization of this
intersection.
. It is recommended that Rye Street be widened to provide bypass
capability, -for north bound traffic, at both site access drives.
A 22 foot wide half section is recommended.
4. A 100 -foot long full width extension , with appropriate taper- , is
required for the south bound exclusive left turn lane on
U. S Route 5 at it 's intersection with Route 194. The developer
of the John Fitch Industrial Center is required to provide a 250
-foot full width extension at this location and it should be noted
that the 100 feet required of the Rye Street business Park is in
addition to this to this requirement.
5. The sumitted plans for the improvements listed above should be
incorporated , and not conflict, with improvements that are
required of ether developers.

Re : Rye Street Business Park - Phase I
STC #132-8810-01
Dear Mr. Stoeckert :
We have your letter of November 7 , 1988 , with the
attached five staff comments .
We are enclosing seven copies each of three plan
sheets which address all of the items covered in the
comments.
I
I
Sheet 1 (a revision of Sheet 3 by F.A. Hesketh &
Associates , and part of Certificate #868) has been modified
to incorporate the 100-foot long full width further exten-
sion of the southbound left-turn lane on Route 5 at Route 194 ,
as required in Continent 4.
Sheet 2 now reflects a redesign of the Route 194-Rye
Street intersection which is compatible with the traffic
demands of both developments . This plan has been reviewed
with the developers and engineers of the John Fitch Industrial
Center and is acceptable to them. It has also been reviewed
with the Town of South Windsor Planning and Engineering staff
at a recent meeting in the Town Hall .
Please note that the plan includes the proposed 10-foot
property dedication along the northeast side of Route 194
(per Certificate #868) . The plan also shows a proposed 10-
foot permanent easement to the Town of South Windsor along
the north side of Rye Street . JFI Associates , the owners
of the property, have verbally agreed to grant this easement .
It should be pointed out that the interim widening of
Route 194 (to provide an eastbound bypass capability at the
Rye Street intersection) , shown on Sheets 2 and 3 of the
F.A. Hesketh plans for Certificate #868 , if implemented
separately, would not be in conflict with the overall inter-
section reconstruction plan.

f
Mr. William Stoeckert 2 .
The plan incorporates and assumes signalization of the
Route 194-Rye Street intersection. In fact , the geometric
design shown is contingent on signalization.
As stated, under Comment 2 and 3, the reconstruction
and signalization of the intersection will be funded by
means of equitable participation on the part of the two
developers .
Sheet 3 has been revised to incorporate widening' to
provide northeastbound bypass capability on Rye Street at
both access roads. A 20-foot wide bypass with appropriate
tapers has been shown, consistent with the design approved
for Rye Street at Commerce Way, under Certificate #868. The
pavement widening will be continuous between the two access
road intersections .
As stated in the foregoing paragraphs, all proposed
improvements for this Certificate Application are consistent
with, and not in conflict with, improvements required of JFI
Associates , Inc . under Certificate #868 .

REVIEW OF SUBMITTED DATA
RYE STREET BUSINESS PARI{ - PHASE I
TOWN OF SOUTH WINDSOR
STC NO. 132-8810-01
The Office of Traffic Engineering has completed the review of the
data submitted for Phase I (200, 000 sf) of the Rye Street Business
Park. As discussed during a December 28, 1988 meeting, to offset the
developments traffic impact the following improvements and changes
are recommended:
1 . The alignment of Rye Street and the proposed islands should be
revised to provide a more conventional T - type intersection. The
north east corner radii should be pulled to the west as far as
possible to maximize the distance between Rye Street and the drive
to the service station.
2 . The submitted design will not allow a WB-50 type design vehicle to
make a left turn out of Rye Street. The revised design should
allow a WB-50 type design vehicle to make all turning movements
with out encroaching centerlines or corner radii .
3 . The lane arrangement for east bound Route 194 should be revised. A
lane arrangement of a sheltered exclusive left turn lane (minimum
of 250 feet long) and an exclusive thru lane is recommended. The
two thru lanes east of Rye Street should be eliminated and a
painted island installed in the area where the inside thru lane
was proposed.
4 . To provide additional guidance for east bound thru traffic, a
shoulder line should be established on the south side of Route 194
east of Rye Street.
5 . Based on the prevailing travel speed for west bound vehicles the
taper into the two west bound lanes should be increased to a min-
imum of 225 feet.
6 . The closure of one or more of the drives to the existing service
station on the north east corner should be pursued.
7 . Capacity Analysis of Route 194, between U.S. Route 5 and Rye
Street indicates that the addition of site generated traffic will
result in a poor level of service for west bound Route 194 in this
area. To offset this impact two west bound thru lanes should be
provided for Route 194 from Rye Street to U.S. Route 5 . Plans for
these improvements should be submitted to this office for review.
It should be noted that the developer of the John Fitch Industrial
Center is required to equitably participated in any work to widen
Route 194 in this area.
8 . It is recommended that the taper into the north bound Rye Street
left turn bypass area, prior to the proposed south access drive,
be increased to 300 feet.
9 . The "Signal Ahead" sign on the west side of U.S. Route 5, in the
vicinity of the proposed left turn lane extension, should be re-
located to a point 200 feet to the north so that the two "Signal
Ahead" signs remain located opposite each other.
10 . The proposed location for the lane use sign for west bound Route
194 at Rye Street is in the middle of the drive to the service
station. The location should be revised.
11 . The note on the plan concerning the maintenance of the signs and
pavement markings should be revised to read:
- State to maintain all stop bars
- State to maintain signs and pavement markings on Route 194
- Town of 'South Windsor to maintain signs and pavement markings
on Rye Street.
12 . The following revisions should be made to the sign legend:
a) Proposed sign C 31-0457 should be 31-0329
b) Existing sign B, side road warning sign, should be removed
c) The location of existing sign C is not shown on plan the sign
location should be indicated or removed from the plan
d) Proposed sign D, Lane Drop, should be relocated

Dear Mr . Stoeckert :
We have your letter of January 3 , 1989 with the
attached twelve staff' comments .
We are enclosing seven copies of the three plan
sheets , revised as of January a , 1989 . reflecting the
modifications resulting from the recent set of comments .
We have made all of the changes discussed during the
December 28 , 1988 meeting and listed in the January 3 , 1989
set of comments , with one exception. Comment 6 states that
"closure of one or more of the drives to the e-:isting
service station on the northeast corner ( of Route 194 and
Rye Street ) should be pursued. " While our clients agree
that this is a desirable goal , they not are in a position
to comply. This is a matter to be pursued by the Depart-
ment of Transportation, Town of South Windsor, and more-
over may require approval by the Department of Motor
Vehicles .
We trust that this matter will now be ready for
approval at the January meeting of the Commission.

of South Windsor Planning and Zoning approval .
- SITE ENVIRONS:
Rye Street: This is a 24± foot wide bi-directional Town owned roadway with
a posted speed limit of 35 mph. Rye Street is a collector type roadway.
Rye Street begins at it's intersection with Route 194 and ends just over
H the East Windsor Town line. Rye Street at it's intersection with Route
194 is stop controlled.
Route 194 (Sullivan Avenue): Route 194 is a 30± foot wide bidirectional
roadway with a posted speed limit of 40 mph. Route 194 is a primary collector
roadway and also serves as a minor arterial connecting U.S. Route 5 with
the central area of South Windsor. Route 194 in the area of the development
i has a 1988 ADT of 16,000 vehicles. Route 194 begins at it's intersection
with U.S. Route 5 and terminates at an intersection with Routes 30, 74
C and Buckland Road.
I
U.S. Route 5 - Route 194 Intersection: U.S. Route 5 at it's intersection
C with Route 194 has two 12 foot wide thru lanes in each direction and a12
C foot wide exclusive left turn lanes. The Route 194 leg of the intersection
C has two 11 foot wide lanes with one being an exclusive right and the other
a combination thru and left lane. The fourth leg of the intersection is
a Town owned bi-directional roadway with a one lane approach. The intersection
y is controlled by an actuated traffic control signal that currently operates
in the U.S. Route 5 computerized signal system.
SITE GENERATED TRAFFIC:
It is expected that the development will generate approximately
1,600 vehicle trips per day. Two-hundred-ten vehicles (170 enter, 40 exit)
in the a.m. peak hour and 190 vehicles (40 enter, 150 exit) in the p.m.
peak hour. It is expected the 50% of the site traffic will use Route 194
to access U.S. Route 5 where 25% will travel north and 25% will travel
south. Of the remaining traffic, 15% will travel north on Rye Street and
35% will travel east on Route 194 to access Routes 30 & 74. The volumes
and directional distributions have been reviewed and aproved by the Bureau
of Planning.
Report of Findings -2- STC No. 132-8810-01
ACCIDENT EXPERIENCE:
A review of the latest three year accident experience for
Route 194 in the vicinity of the development revealed no accident pat-
terns or trends. However, the intersection of U.S. Route 5 and Route 194
is #1118 on the Department's 1984 - 1986 SLOSSS list. The addition of
the developments traffic is not expected to cause further difficulties
at this location. The developer will be required to make improvements
to this location (extension of southbound left turn lane). This improvement
is expected to improve traffic operations at the intersection and may reduce
the number of accidents.
PROPOSED PROJECTS BY THE DEPARTMENT OF TRANSPORTATION:
The Department has no projects planned for this area; however,
the Bureau of Planning is currently conducting a corridor study of Route
194 and may recommend future improvements. The Bureau of Planning has
been informed of this development, it's generated traffic and the recom-
mended improvements.
DEVELOPERS RECOMMENDED IMPROVEMENTS:
1. To reconstruct the Route 194 - Rye Street intersection and
provide for the new lane arrangement, as shown on the referenced
plans.
2. To install a traffic control signal at the Route 194 Rye
Street intersection.
3. To construct a 100 foot extension of the southbound U.S.
Route 5 exclusive left turn lane at it's intersection with
Route 194.
4. To install and/or revise signs and pavement markings as required
by the extension of the southbound U.S. Route 5
left turn lane.
5. To construct the two access drives as shown in the referenced
plans.
6. To install and maintain a "Stop" sign, stop bar and double
yellow center line on both access drives, as shown on the
referenced plans.
7. To provide a clear sight line of 600 feet in each direction
from both site access drives onto Rye Street. The sight
line is to be measuered from a point 20 feet back from the
projected edge of Rye Street.
Report of Findings -3- STC No. 132-8810-01
OFFICE OF TRAFFIC ENGINEERING RECOMMENDED IMPROVEMENTS:
The Office of Traffic Engineering agrees with the items proposed
by the developer and has the following additional recommendations:
1. That the developer widen Route 194 to provide two westbound
travel lanes from Rye Street to the existing two lane approach
to U.S. Route 5.
2. That the developer widen Rye Street to provide northbound
left turn bypass capability at both site access drives.
3. That all new pavement markings be preformed plastic.
4. That all roadway improvements within the State's right-of-way
be subject to review andapproval by the Department of Transportation
prior to the issuance of an encroachment permit by the Department's
District I Office.
f 5. That all drainage requirements be subject to review andapproval
by the Department of Transportation prior to the issuance
of an encroachment permit by the Department's District I
Office.
6. Where utilities are to be relocated, they shall be moved
in accordance with current DOT policy, and at no cost to
the State.
7. That all signs and pavement markings conform to the standards
contained in the latest edition of the "Manual on Uniform
Traffic Control Devices for Streets and Highways".
8. That the State Traffic Commission reserves the right to require
additional traffic improvements or changes, as deemed necessary,
due to the development's traffic in the future. The cost
of any additional improvements or changes shall be borne
by the owner of the development.
The Office of Traffic Engineering, the Legal Traffic Authority
and the developer's authorized representative are all in concurrence with
the above. This development does not have planning and zoning approval .

Engineering Review
Attached please find the SEA engineering review comments . In
addition the following comments are also noteworthy:
1 . Road improvement plans for Rye Street should be
provided. These plans should include plan/profile with
construction details, drainage and grading limits .
Intersection of proposed roads at Rye Street to be
detailed. Drainage to be provided. Centerline to match
Rye Street gutter lines .
2 . The proposed drainage is designed with deep grades .
Consideration of diverting drainage to a system on Rye
Street should be considered. It appears the drainage
profile can also be raised 2 or more feet and meet
minimum standards . Contributing flows from lots and
grades should be verified.
3 . The drainage outlet piping should be extended down the
50 foot ROW. This will reduce piping (and cost) . The
access road should be gravelled with loam/seed cover.
As proposed by-pass piping goes outside 30 foot
easement.
Wing walled end structure should be provided with
stabilized outlet plunge pool and connection to wetland
area adjacent to river. Sedimentation structure design
calcs should be provided. Placement should be in close
proximity to road for ease of maintenance access .
4 . Details for all materials of construction, including
road, stabilization, storm sanitary structures and
pipes , etc. . . are missing. Specifications needed also.
5 . Legends should be provided for all sheets .
6 . Match lines should be provided for topo, plan/profile,
subdivision sheets .
7 . Monuments to be provided at all points along open space.
8 . Sightline along Rye Street and proposed roads needs to
be checked.
9 . If project is to be phased; road, drainage, sewer
etc. . . should be shown as self standing for each phase
(i .e. temp cul-de-sacs etc. . . . ) Phase lines on
plan/profile sheets needed.
10 . Steep slope protection notes are vague.
11 . Note on profile re: "Sanitary sewer pipe to be ?"
12 . Pavement design for this road is to be based on road use
and on-site soil conditions .
13 . Use of ACCMP is not acceptable. Class V and use of drop
manholes or other velocity control measures should be
considered.
14 . Tie lines and boundary definition needed for proposed
open space along River Channel (none provided) .
15 . Sidewalks should be provided in project and along Rye
Street.
16 . Lot-to-lot drainage and grading have not been addressed.
It appears provision for future storm tie in has been
provided, however clarification and justification should
be provided.
17 . Sight line distances to be checked in both directions at
intersection of Waterview Way and Horseshoe Boulevard.
18 . Sanitary Sewer Capacity Analysis needed. (Rye K P''llrr : St-eefs
19 . Gutter flow analysis needed for roads .
Based on the number and nature of comments noted herein, it is
recommended that the Commission not act on the plans as
submitted. The plans should be revised and resubmitted for staff
review. The comments noted do not constitute a final review of
said plans but are intended to provide the applicant guidance in
preparing the plans for resubmission to the Town.

GENERAL COMMENTS
1. In accordance with Town requirements, pre- and post-development
drainage conditions should be evaluated for the 2, 10, 25, 50,
and 100-year storm frequencies. A zero net increase should be
indicated between pre- land" post-development j5r jqS (ij (.,•ch"'_ vff
9 ,.s-v . Bl SGI u-C L Y_u 07/✓rLQI I P_ Cb!(!h4PPsq /✓•ter[
2. Design calculatiocs and details of the proposed absorption pits
should be provided.
3. A force main is shown along Waterview Way. However, a gravity
sewer and pump station have not been provided on the plans.
4. Verification of runoff coefficient, "C" values for the proposed
lot drains should be provided.
5 . The hydraulic analysis for the 10-year storm has not been revised
to correlate with pipe sizes and lengths and the numerical
listings of the structures shown on the plans.
6. The proposed 54" R.C.P. between C.B. #59 and C.B. #63 along
Waterview Way appears to be too close to the 4-inch force main.
This condition should be eliminated to avoid conflicts during
construction.
7. The length of Waterview Way is approximately 1,000 feet long. In
accordance with Town regulations, dead end streets should not
exceed 600 feet and would presumably require a waiver. -
8. The Traffic Impact Study indicates that a roadway widening plan
for the intersection of Route 194 and Rye Street has been
prepared. However, the plan has not been submitted with the
subdivision plans and is therefore not included in this review.
9. The Traffic Impact Study contains an analysis based upon Phase I
development. The traffic volumes presented do not include
volumes generated by total development of the 16 lots proposed
for the site.
