Dear Mr. Grace:
In response to your letter addressed. to the Housing Authority
relative to the proposal to locate a cluster of rental units for
subsidized housing in the town of South Windsor, it is our opinion
that this type of approach would be tragic and improvident.
The Authority feels that it has been fairly well established and
documented. that clustering subsidized housing has not worked out
well in other areas of the country. People who are living in
these developments are labelled throughout the community as re-
cipients of public assistance. The clustering of these people
tends to magnify any stigma attached. to receiving assistance and
to diminish the esteem that they have in the community.
As you know, we are presently in the process of seeping out apart-
ments for people in need of Section 8 housing assistance in our
town. We have been allocated. a nominal number of subsidized units,
and have been making a concerted effort to find locations through-
out the town to provide housing for these needy people. 31tch a
program of dispersing subsidized. renters makes it easier for them
to become a part of the mainstream of community .life and avoid the
stigma that might attach by grouping them in one area.

F nk E. Ahearn, Chairman
