R. LOMBARDI ASSOCIATES , INCORPORATED 25 TERRACE DRIVE VERNON, CONNECTICUT TIMBER KNOLL SUBDIVISION PHASES I & II SOUTH WINDSOR, CONNECTICUT The following is a plan for control of erosion, siltation and surface runoff during development o this subdivision. Reference should be made to the Erosion and Sediment Control Plans which indicate location and details of the proposed facilities. Drainage from the proposed development area passes on to adjoining properties at 3 locations including: 1. at the detention pond site 2. on the southerly edge of lot 42 3. on the southerly edge of lots 10-11 (this drainage re-enters the sub- division in the vicinity of lot 4 and leaves again at lot 42) . Construction of the dam (#2) on the southeasterly part of the site will be started as soon as possible after all necessary permits have been obtained an will be the first item of construction. Two settling basins (#1) will be excavated at the downstream toe of tiie dam, at the site of the stilling basin on the dam plan. Topsoil will be removed f om the dam construction site and stockpiled at the w st side of the pond site. Topsoil stockpiles will b seeded or mulched heavily and a hay bale check dairt will be constructed around the downhill side of the stockpiles to confine any material eroded from the stockpiles. Excavation required for the impervious cutoff will be completed and the material stockpiled adjacent to the site. Equipment will be used to minimize the amount of water to be pumped from the excavation site. Haybales will be placed around the downhill side of these stockpiles to confine runoff from the stockpiles. Stockpiles will also be shaped so as to min- imize the amount of surface runoff from them. Suitable material will be used as pervious fill required in the dam. A well point system will be used to stabilize excavated slopes and control seepage during exca- vation. It is expected that the well point system will reduce to a minimum the amount of water to b pumped from the excavation. Impervious fill will be imported and compacted in the excavation. It will be necessary to dewater the excavation before placing the compacted core. Waters pumped from the excavation will be passed through settli g basin #1. Water from the well point system will not from the pond site. Runoff and erosion of stock- piled material will be controlled as described above. Some of this material will be used in roa construction. Upon completing the excavation, rip rap channels from the pipe and from the existing stream bed will be constructed. The emergency spillway will be c n- structed as the dam embankment is constructed. Topsoil will be replaced and seeded on the dam fill and on the pond site as excavation is completed. Construction of drainage lines L and M will begin at the same time as construction of the dam and will be carried forward as rapidly as practiCiLble. As segments are completed, the backf illed trench will be graded and seeded with quick growing cover and mulched as required. If seeding is not possible , then heavy mulch will be used. Hay bales to intercept surface flow will be placed across the steep parts of the right-of-way of line 14. Line M will be compl ted to inlets 20A and 21A. These inlets will be con- structed with 15 inch inlet pipes on the back side, to be connected to pipe spillways from adjacent settling basins #3A and #3B. Settling basins #3A and #3B will then be constructed. Construction of the drainage line L will be timed to reach lot 10 as the dam and pond are com Assisting Hartford County Soil Water Conservation D. ict Rt. 5, So, Main St. Mastse Point, May 3, 1973 Mr JRmes A. Kiobk Dear Mr. Page: Howard M.Weal+r B.S. In accordance with your October 3, 1973 authorization we have reviewed the drainage plans of the T & M Building Co, for a proposed subdivision surrounding the n rtherly continuation of Norton Lane. Before a review of the subdivision can be made, we would like the subdi ider's engineer to provide the following data: 1 . Flow computations should be redone in a manner that will present data in a fashion similar to that on the attached sheet. Indicate design criter a. 2. Total drainage areas should be shown on a small scale map such as a U.S.G.S. 3. Upstream flow into the subdivision (Tumblebr ok) should be computed on the basis of possible flow rather than on the capacity of an existing pip 4. Particular attention should be given to the ab lity of inlets to take design flow. Preliminary in ications are that some single inlets will be far overtaKed. 5. Show the existing structures and piping on Red Fox Lane. 6. Indicate total flow to the proposed pond. This routing should include, a) Design criteria b) Elevation discharge curve c) Mass curve d) Elevation storage curve. 8. Provide present flow in the proposed pond outfall. 9. Consider possibility of relocating the 18 inch outlet structure from underneath spillway. 10. Provide dam construction specifications and design data. Include borings and soils report. Has a permit been applied for from the Department of Environmental Protection? 11 . Provide an opinion of a point discharge on the downstrearn drainage area. 12. What is the legality and downstream exposure in transfer ing water from one drainage area to another? When this data is received, we can then proceed to make a review of the proposed drainage and its effects. I believe the subdivider's engineer should be informed as to the Town of South Windsor's drainage criteria for normal subdivision design. Very truly yours, n Walter S. Klock Howard M.Wexler RE: Proposed Subdivision - B.S. T & M Building Company - Timber Knoll Dear Mr. Page: In accordance with your request, we have re-reviewed the resubmission of the sub- division plans that were revised essentially in accordance with our October 18, 1973 letter. All of the points outlined in the letter have been addressed. We have some further comments to make on the resubmission, most of which can be considered as minor. The following are our comments: Drainage Calculations 1 . Design criteria is not indicated; Such as design storm and runoff coefficients (I). 2. There are no calculations from catch basins *1 A to #1 and *1 to *2. The calculations start with "off site - 211. s GRISWOLD & FUS a imc . 210 Main Street Manchester, Connecticut 06040 Telephone( 03) 646-2469 948 Main Street Willimantic, Connecticut 06226 Telephone( 03) 423-1191 Mr. Jules E. Page Page 2 January 18, 1974 3. The flow entering catch basin #3 will flood to the centerline of the road. Additional pickup will be required at the cul-de-sac. 4. The pipe from catch basin #3 to catch basin #2A (labeled MH#1 in calculations) is too small. 5. Why is the storm and sanitary right of way from Juniper Lane to Norton Lane being graded? It seems that the fill east of storm MH#2 will block the swale running south from L.ot #9. 6. Catch basin #13A is not included in the calculations. It would appear that a considerable area from land north of the development will enter this catch basin. The storm d ain system on Clearview Drive must be sized to take the qows when Clearview Drive is extended to the north. 7. Plan and Profile Sheets 6 of 7 and 7 of 7 were not in luded in the submission. Therefore, Sheet #2 of the drainage calculations from catch basin #24 to catch basin #33 aid to the outfall cannot be reviewed. 8. There are no calculations for the 18" pipe entering the system from the future road between Lots #4 and #5. 9. Part of the pipe from catch basin #18 to catch basin #19 on Norton Lane has less than 1 .5 feet of cover. 10. The flow entering catch basin #18 is too high for a single grate catch basin. 1 1 . There are no calculations for catch basin #22. The contour map indicates a swale running to this basin. This may require an endwall for a pickup. 12. An explanation of what is proposed at catch basin #23 is required. It appears that there are two outlets from this catch basin with one running south to the existing system in Charing Road and one running east to a swale which eventu- ally runs to the Charing Road system. It appears that the outlet end of the pipe running east is higher than the inlet end. _ v h Mr. Jules E. Page Page 3 January 18, 1974 13. The capacity of the existing systems in Charing Road should be calculated along with the proposed design flows. The existing system does not appear to be adequate. 14. The pipe from catch basin #1 to catch basin #2 has ess than 1 .0 feet of cover. Detention Basin The inflow mass curve as developed in Table No. 2 is satisfactory. However, the water level in the detention basin should be calculated by routing the design storm through the basin using an Elevation- Discharge curve for the outlet pipe and an Elevation-Storage curve for the basin. A discharge hydrograph should also be p vided. The proposed excavation in the detention basin should be Bhown. If you have any further questions, please do not hesitate to contact me. We are not aware of any development in the area having a similar detention pond. Those which have been constructed in private developments are designed to a lesser standard than those imposed by the Town of South Windsor on this project. The Soil Conservation Service has built 21 retention structures in Connecticut watersheds. These generally control larger drainage areas. They are located as follows : 5 in Canaan-Norfolk area (Blackberry River) 6 in Stafford (Willimantic River and Tributaries 4 in Bloomfield (North Branch Park River) 4 in West Hartford - Farmington (South Branch Pa k River) 1 in Hamden (Farm Brook) and 1 in Ridgefield (Norwalk River) There is enclosed a copy of a pamphlet published by SCS and 2 xerox copies of maps showing the location of severaL of the dams in the Hartford area. Those in Bloomfield would be the most accessible as they are close to well traveled highways and local streets . In particular I would suggest the Cold Spring site which is adjacent to Rt . 185 in the southwesterly part of Bloomfield. Mr. J. E. Page February 24 , 1976 Page 2 In our recent telephone conversation, I mentioned to you a detention pond which is located at the south end of 4he .west Farms Mall Shopping Center. This is the largest priva a evelop- ment of this type in this area. However, it is not comparable to the Timber Knoll Proposal as it has twice the tributary drain- age area, less than 2/3 as much storage and a much larger outlet thereby allowing''a substantially greater discharge. T e outlet may have been modified since I last saw it in 1974 . U also differs from the Timber Knoll Development in that there is no formal dam. There will also be about 140 feet of road const uction across wetland area II including a culvert to carry nter- mittent drainage flow and roadway fill and paving ma erials. Excavation in wetland area I on lots 39 , 40 and 41 will be required at such time as houses are built. Depen ing on the size and design of the house, excavation will pr bably be in the range of 120 to 180 cubic yards. The mate ial is expected to be sandy gravel. Some additional exc vation may be necessary to grade the lot. Topsoil will be alvaged, however, it may be necessary to import additional to soil. Wetland area I will be essentially eliminated a a "natural" wetland and probably will be converted 100 eecent to residential use including buildings and the usual ssoc- iated paved drive, walk and landscaped lawn. On. the asis of recent field inspections, we feel that area I has ittle value as a wetland. The dam and detention pond are not in an area de ig- nated as wetland soil, however, the site includes a s all excavated pond and segments of intermittent stream be . Construction of the pond and dam includes the excavat on of about 30,000 cubic yards of soil including about 1 000 cubic yards of stripping; 2,000 cubic yards of clay-s lt, and the remainder sandy gravel. Topsoil will be salv ged and replaced. Materials to be imported for construction of th dam include about 5,130 cubic yards of impervious soil t be used in the core; about 950 yards of filter gravel, a ut 600 yards of six-inch rock and about 160 yards of proc ssed filter stone. Remaining fill required for constructio of the dam embankment will be obtained on the pond site a d is included in the total excavation mentioned above. Construction of the dam and pond will reduce the ize of the existing excavated pond and result in modificat on of about 450 feet of intermittent stream channel. Tre s will be removed from the pond site. Subsequent to co - struction, a wetland area will exist in the bottom of he 2 _ r pond site including a small permanent pond area. Tha pond and dam will retain runoff and moderate outflow at tie prop- erty line. Estimated peak flows from the low level Dipe through the dam are less than flows under natural co ditions. Thus, there are compensating benefits from this part of the proposed plan. 3 - STATE OF CONNECTICUT DEPARTMENT OF ENVIRONMENTAL PROTECTION STATE OFFICE BUILDING HARTFORD, CONNECTICUT 06115 " w„ April 28, 1976 Constance Eriksson, Chairman Inland Wetlands Agency Town of South Windsor 1540 Sullivan Avenue South Windsor, Ct. 06074 Dear Mrs. Eriksson: This will serve to answer the questions you raised in your letter of April 15, 1976 relative to the permit issued by this department to T & M Building Company, Torrington, Connecticut. As per our discussion with Whitney (Spike) Ferguson, the dam con truction is proceeding as per design. Compaction could be improved by using rubber tired vehicles. Altering the path of travel would result in more uniform compaction. The hay bale check dam downstream from the dam is effectively trapping sediment. Removal of sediment may be necessary to prevent overtopping of the hay bales. Establishment of permanent vegetation on the dam, once construct on is completed, will be difficult. Seeding this late in the season usually will not result in a good cover. Consider applying mulch and anchoring the mulch. Seeding could then be done early next spring. Rec enda- tions for seeding can be obtained from our office when the information is needed. If we can be of further assistance, please call. Sincerel i ilip J.
