Some of the Agency's concerns regarding these lots include: 1. The possibility of soil instability on lot 74 63. 2. The steepness of the slopes on the above mentioned lots and the possible drainage problem on lot r 77• 3. Fill material is being added along the road on lot 63. The plan of 4/14-80 shows a maximum 15 feet of fill in the front two thirds of the 1/2 cre lot The proposed sideslope of the filled area is 2:1. A maximum 8-foot cut will be made in the front half of lot 77. The sideslope will be at 2:1. The proposed regrading will allow stormwater runoff from portions of lots 75 and 76 to be directed to the back and eastern side of the house. Both of the lots are presently wooded. Many trees will be lost as a result of the cuts and fills planned. These vegetative disturbances will add to the erosion hazard of the two lots during construction. There is now an erosion problem from water runoff of the new road b ing constructed east of lots 75 and 76. Some streambank erosion exists beginning at the 48 inch pipe outlet and con- tinuing to the existing rock riprap area at the upper limits of the installed storm water basin. The soil type of the brook area is WsA - Wilbraham stony silt loans, a poorly drained soil. The soil type of the banks of lots 63 and 77 is Ches 're fine sandy loam, a well drained soil. EVALUATION If fill material is added to lot 63, there will be a period of soil insta- bility. If a home and driveway are constructed-during' the period o instability there may.-likely be cracking of the walls, floors and surface. areas after construction. ' The fill material for lot 63 is assumed to be . coming from excavation of soil from lot 77. Stability will be dependent on the quality of fill used and compaction methods. P J FOR: Constance Eriksson, Chairman May 8, 1980 ' Inland-Wetland Commission Page -2- Town of South Windsor RE: Timber Knoll Subdivision - Lots 63 and 77 1 t Yard usage beyond the front and back leveled areas will be limited due to slopes and the possible lot 77 drainage problem in the rear. Slopes with 3:1 sideslopes would allow for safer and easier) maintainance of the sloped areas. , A diversion and/or careful regrading can be used on lot 77 to prevent runoff from concentrating in the rear and side of the house. The cutting of trees, the steep 3-sided mound comprising lot 63 and lot 77''s 25-foot rise over some 90 horizontal feet leading up to lots 75 and 76 may all be contributing factors to an undesirable appearance for others in the area. The quantity and quality of topsoil applied, the selected grass mixes/ vegetation used, and the methods used during planting will all reflect upon the area's aesthetics. Gaining the services of a landscape architect would be beneficial. Temporary earthen diversions and seeding on the new road being constructed i east of lots 75 and 76 will help to check soil losses and gullying of the area until the road is finished. The brook bank erosion problem just below the 48-inch pipe outlet can be corrected by rock riprapping the brook bottom and sideslopes from the outlet and to the riprapped channel of the stormwater basin. l If the filled area of lot 63, the excavated area of lot 77, and the new road are going to be left for a season before development occurs, a temporary seeding or annual or perennial ryegrass at 60 pounds per acre should be seeded on all unvegetated areas before June 15 or from August 15 to October 15. Before seeding apply 300 pounds of 10-10-10 fertilizer per acre. Soil erosion and sediment loss can then be held to a minimum.
