RE: Application No. 323 - Construction of approximately 55 homes
North side of Ellington Rd. , East side of Foster Rd.
Dear Mr. Mannarino:
At the June 10 meeting of the Inland Wetlands Agency, an ammendment was
added to the minutes of their meeting of May 20, 1985. It has been noted
there were two votes against your proposal by members of the agency, rather
than unanimous approval.
Although they had no problem with the roads, these members basically
objected because they were concerned about the number of units in the
wetlands and the over-all impact from that number of units.
They also mentioned a letter from Planning and Zoning requesting that
the agency be tougher on some wetland areas. These members felt this
project fit that mold because a DA-15 zone was mentioned for this site.

Dear Mr. Alford :
In accordance with your request -we have conducted an
analysis of existing roadway and traffic conditions on
Ellington Road in South Windsor between its intersection
with Foster Road and Pierce Road. The purpose of our
study was to gather information on existing traffic
operations so that we could determine the impact on that
traffic that may result from the development of 55 new
housing units in a proposed DA-15 Zone on the property of
Frank Mannarino which is located on the north side of
Ellington Road about three tenths of a mile west of
Pierce Road. Our study consisted of a site investigation,
an analysis of roadway and traffic conditions on Route 30
in this area, a review of previous traffic studies con-
ducted in the area, a projection of traffic expected on
this roadway with the completion of housing presently under
construction at Chapel Hill , Strawbridge, Parkview South,
and Lakewood and a projection of further increases to
traffic that will be expected from the development of
consulting ngin rs sury y rs
U/G-/Oe.- ,/j•- / 0a' -
55 designed residence housing units at Snrinq Keadew..
During our studies we made observations of existing traffic
flow in the area to assess the quality of traffic flow in
this area with particular attention to the ability of
traffic in side roads and driveways to enter the heavy
commuter hour .flow existing on Route 30 .
Ellington Road (Designated as Connecticut Route 30 in this
area ) is a two lane bi-directional , bituminous concrete
roadway with a variable width of generally 26 to 30 feet.
The section of Route 30 between Pierce Road and Foster Road
is a level roadway with a single, gentle, horizontal curve
near the site proposed for development as Sp-r ^^
Land use along this section of road is a mixture of single
family and multi family housing with the Candlewood Apart-
ments , the Bryrewood Condominiums , and Strawbridge served
by Ellington Road on its south side. The south side of the
road also includes the South Windsor Fire House near its
intersection with Foster Road. Most of the land on the
north side of the roadway in the study area is devoted to
single family residential property on large lots . The
posted speed limit in the section of roadway is 40 miles
per hour .
Estimates of daily and peak hour traffic in the study area
were developed based upon data maintained in the Engineering
Data & Inventory Section of the Bureau of Highways inthe
Connecticut Department of Transportation and sampling counts
conducted by our office in the study area in 1985 . The data
-2-
indicates average daily traffic in the study section at 10, 000
to 11 , 000 vehicles with peak hour traffic occurring between
7 : 00 and 8 : 00 a .m. and 4 : 00 to 5 : 00 p.m. carrying traffic
volumes in excess of 1200 vehicles per hour. Figure 1
provides a graphic illustration of the current estimated
hourly traffic flow on Route 30 in this area with morning
peak hour traffic of about 1150 vehicles per hour and after-
noon peak hour traffic of about 1200 vehicles . The extreme
peaking characteristics evident in this data demonstrates the
importance of this roadway as a commuter highway connecting
South Windsor, Ellington and sections of Vernon and East
Windsor with the Bissell Bridge/Route 5/East Hartford area.
Studies of the directional distribution of traffic on Route
30 reveals that 75% to 80% of the hourly traffic on the
roadway is destined in the predominant direction during the
peak hour, that being toward the south and west during the
morning commuter peak and to the north and east during the
afternoon commuter traffic hours . Hourly traffic flow during
the time from 9 : 00 a .m. to 3 : 00 p.m. is less than 500 vehicles
per hour with traffic exhibiting generally equal flow in both
directions during that time period. Figures 1 and 2 depict
the results of counts taken in connection with a previous
study on Ellington Road at the drive to Candlewood/Bryrewood.
Those counts reveal that 65% to 750 of the peak period traffic
at that complex has its origins or destinations to the south-
west. Figures 3 and 4 depict similar results from studies
taken on Ellington Road at the residential community within
-3-
Quarry Brook Drive in May 1984 . We have no reason to doubt
U GJC '7' (GG dS ,
that residents at " e-ad-1 e•-' will follow similar patterns
with the predominant movement toward the southwest in peak
periods . That tendency would indicate that 65% to 75% of
the traffic coming toward Spiing Meadew during afternoon
commuter periods would do so by means of a left turn.
Additional residential construction in the northeast section
of South Windsor in areas off Ellington Road, Abbey Road
and Nevers Road can be expected to provide additional in-
creases in peak commuter hour traffic assuming that traffic
has the same distribution. Additional residential con-
struction to the southwest such as at Strawbridge, Lakewood,
and areas in that vicinity will have a lesser impact on
this section or Route 30 since most of that traffic also is
projected to have origins and destinations primarily in the
southwest during commuter periods .
It is expected that the completion of construction on Inter-
state Route 86 and the construction of the Interstate Route
291 connector between the Bissell Bridge and Route 86 in
Manchester will eventually provide alternate routes for some
of the traffic utilizing this Route 30 but the expectation
over the near future will be for a gradual increase in peak
hour traffic in a lengthening of the peak hour over a
greater time period. The present characteristics of traffic
on this roadway indicate an extreme short term peak given
within the peak hour. As illustrated in the following table
which was developed in studies presented to the Commission
-4-
recently:
PEAK HOUR TRAFFIC
15 MINUTE INTERVALS
ELLINGTON ROAD, SOUTH WINDSOR
TIME EASTBOUND TRAFFIC
7: 0 0 - 7 : 15 200
7 : 15 - 7 : 3 0 222
7 : 30 - 7 : 45 /_'85
7 : 4 5 - 8 : 0 0 242
8 : 00 - 8 : 15 197
8 : 15 - 8 : 3 0 128
8 : 30 - 8 : 45 110
8 : 4 5 - 9 : 0 0 80
Increased res_ dential development in South Windsor and towns
to the north and east of South Windsor be it in condcminium
development, clustered single family homes or typical s :b-
division type single family homes , will increase the peak
hour traffic such that each 15 minute interval will carry
a more nearly- equal portion of the total hours traffic .
Our current study reinforces our previously stated position
that these inccases will accelerate the need for capacity
improvements at ri,ajor intersections along Route 30 in-
cluding those at- Whapping Five Corners as well as at the
signalized intersections at Route 30 with Pleasant Valley
-5-
Road and at Chapel Road. Additional turning lanes on the
approaches to those intersections to provide maximum
efficiency in traffic signal operations should be considered
1, the near future so that intersection capacity can match
the capacity of approach roadways at those major intersections .
In addition, by-pass or speed change lanes will be necessary
at all major land uses such as the widening that was accomplished
at the Candlewood/Bryrewood complex and at the Strawbridge
Condominiums under construction opposite Foster Road and has
been recommended at the Lakewood community.
ti determination of the projected traffic to and from a pro-
posed land use involves an analysis of both the traffic
generation characteristics at condominium land uses and an
analysis of anticipated directional distribution of traffic
with origins or destinations within the site. Generation
characteristics of multi family land uses, including condo-
miniums have been adequately studied in the past and can
serve as the basis for realistic projections of traffic
expected at a proposed use with 55 living units . Those
studies have shown that single family detached housing
generated average daily trip ends of about 10 automotive
trips per dwelling unit per day. Apartment complexes generate
traffic between 5 and 7 trips ends per unit per day while
condominiums generate traffic at a rate slightly more than
5 trips per unit per day. Studies conducted by our office
at the Candlewood/Bryrewood Condominium/Apartment complex
in earlier studies indicated that that complex was generating
-6-
daily traffic at a rate less than 5 trips per dwelling unit
per day. We have attached hereto as Tables 1 and 2 the
results of that study which was conducted at a time when the
complex contained 348 occupied units and produced daily
traffic of just under 1600 vehicles per day.
I recently had the opportunity to review traffic generation
characteristics at another South Windsor property proposed
for development under the DA- 15 zoning classification. In
connection with that study we developed generation charac-
teristic at Pond Place in Avon, a community of clustered
single family homes similar to that envisioned in South
Windsor ' s DA-15 zoning classification. That facility has
210 living units and generates daily traffic at a rate between
6 and 62 trips per day per dwelling unit. Most studies of
multi family housing indicate that the heaviest traffic hour
of the day produces between 8% to 100 of the total daily
traffic. Based upon those studies we would estimate that
55 units of clustered housing in a DA-15 zone at
would produce between 330 and 360 additional trips with peak
hour traffic ranging from 25 to 35 zrips . Figures 2 and
3 illustrate the expected peak hour traffic operations at
Vi •/v4iy . Gv0e C/s' .
the intersection of r-_' --v Lane with Ellington Road.
These volumes are not so heavy as to cause congestion
and adequate sight distance is available to permit that traffic
to see and to be seen by traffic on Route 30 . The extreme
peak traffic conditions , however , on Route 30 would indicate
the need -c.o provide for by-pass capability for eastbound
-7-
traffic. A similar design is utilized at the Candlewood/
Bryrewood complex and, while there are some short period
delays in entering the heavy morning commuter traffic on
Route 30 , the existing driveway operates satisfactorily
at virtually all time periods . Traffic volumes at -
GvOOaS -
W?e h Lane will be decidedly lesser than those existing at
Candlewood and fall far below the vehicular volume warrants
established in the Manual on Uniform Traffic Control Devices
for Streets and Highways as the minimum volume required for
satisfactory traffic signal operation. Accordingly, traffic
operations should occur under stop sign control and the
northbound or eastbound lanes of Route 30 should be widened
to provide a minimum of 23 ' from the existing center line
for a distance of 150 ' which will include 100 ' in advance
of the center line of Sp-r ^ Lane and 50 ' beyond the
extended center line with appropriate tapers . Such con-
struction will permit through traffic to by-pass those
slowing or stopped to turn left. The determination of the
exact design for the left turn facility will require a
detailed topographic survey of Ellington Road along the
entire site frontage and for a distance of 500 feet both
east and west of the site to assure a proper design of the
various lanes to meet this condition. I would expect any
zone change on this property and preliminary site plan
approval would include a requirement that the final site
plan include adequate engineering for such a left turn
facility. The proposal providing for 55 units is below the
-8-
threshold for requiring a determination by the State Traffic
Commission. Final plans , however , must be submitted to the
Connecticut Department of Transportation ' s District Permit
Office and any Loadway reconstruction must be accomplished
in accordance with the Department of Transportation standards .
We appreciate the opportunity to provide our analysis with
respect to the application for zone change and preliminary
site plan approval . I will be available as may be required
to assist in the development of design details necessary for
final site plan submission and to assist in the presentation
of our study findings to appropriate authorities in the Town
of South Windsor .
Very truly yours ,

Dear Mr. Riannarino:
I have reviewed the impact of recent housing developments on the
schools in South Windsor. Currently, no DA-15 projects have
been approved, so my conclusions are based upon some speculation
from condominium and single family units.
As DA-15 is cluster housing of a more dense variety than single
family, I have looked at both single family and condominium impact.
It is my projected opinion, not deeply held because of lack of
information, that your units will project about 22 students, with
the majority (approximately 14) at the elementary level, and the
remainder evenly split between the high school and the middle
school .

Dear Mr. Mannarino:
At a work-Session of the Water Pollution Control Authority held
on September 3, 1985, the Authority members present reviewed
your plans for Victorian Woods - Sections 1 & 2 - Sheets 1-6 -
Alford Associates - Map dated December 28, 1984 - Revisions -
January 28, 1985, May 2, 1985, and August 1, 1985 .
Since the W. P. C. A . did not have a quorum at this meeting,
formal conceptual approval could not be given. However, the
members present saw no fundamental problems with the concept.
My main concern is that the force main be dumped into the
gravity feed line on Ellington Road if possible.
I am requesting that when you return to the W. P . C. A . for
final approval, you provide the Commission the facts on owner-
ship of the lines and the puma station as to whether it is going
to be owned by an association and 'or the Town.
Very truly yours,
