Presently, I live in the subdivision which abuts the parcel under consideration tonight. I have been a resident of South Windsor for 14 years and am a past president of the South Windsor Chamber of Commerce. I have been a local realtor for 16 years and for the past 3 years I have been associated with the South Windsor real estate firm of A rruda & Barcomb. There is a definite need for more multi-family or condominium type housing in South Windsor. Single family housing starts are at an all time low. As of December 1, 1980, our Multiple Listing Book listed sixty-five (65) properties for resale in the Town of South Windsor. Of the sixty-five (65) properties, there are only ten (10) listed for under $70, 000. 00; sixteen (16) properties from $70, 000. 00 to $79, 900. 00; eight (8) properties between $80, 000. 00 and $89, 900. 00; six (6) properties between $90, 000. 00 and $99, 000. 00; and fifteen (15) properties priced over $100, 000. 00. These proposed units wod be in the $50, 000-$60, 000 range. If this application is granted,/home uyers and older people who want to relieve themselves of the maintenance of a single family home will have a place to go and remain in the community. The need for this type of housing is evident from the brisk sales at Bryre Wood, on Ellington Road. Like Bryre Wood, the proposed Avery Oaks condominiums will produce a significant increase in tax revenues for the town. However, municipal expenses will not increase at the same rate. Since the condominium roads and driveways are private, there are no town expenses for maintenance and snow removal. Like Bryre Wood, Avery Oaks should have no effect, or if any, minimal effect on the school population. Most condominium buyers would be purchasing for their personal residence. A few, however, would purchase a unit as an investment, which would benefit people looking for rental housing in South Windsor. On Monday, December 1, 1980 there were ten apartments, two condominiums and two houses for rent in our town. This points out a definite need for more housing in our town. Arruda & Barcomb Real Estate, Inc 1678 Ellington Road RESIDENTIAL South Windsor,Connecticut 06074 AND Telephone: 644-1539 COMMERCIAL 113 REAL ESTATE REALTOR" Condominiums attract a wide range of people. The one-bedroom units are usually occupied by unmarried, widowed or divorced people. The two bedroom units are generally sold to working couples or older couples who wish to relieve themselves of the maintenance of a single family home. People living in condominiums have a sense of community responsibility and take good care of their units. The experience of other Central Connecticut towns that have had condominiums for a number of years has shown us that property values increase when a town has a proper mixture of condominiums and single family dwellings. Escalating land costs coupled with the high cost of building materials and site preparation make it necessary to utilize the land to its best potential use. In this case, it is my professional opinion that the highest and best use of this land would be to grant Mr. Ross permission to construct condominiums on this site. Palmberg has done various boundary surveys and construction surveys for industrial parks in South Windsor and Bloomfield. He has also done a number of sanitary sewer protects over the last five years in various cities and towns in Connecticut . The above mentioned projects are some of the larger projects completed from 1972-1977 . Other projects include many smaller boundary surveys , construction and topographic survclys , subdivisions , and preliminary site layout . In his past positions Mr . Palmberg was employed by the Connecticut Department of Transportation Boundary and Geodet Section performing related surveying and mapping projects . From 1960 to 1967 Mr. Palmberg was employed by the Town of Bloomfield as Engineering Supervisor where he performed all surveys for the town, road, drainage and sidewalk design, construction inspection and testing, pre- paring contract documents , measurements for contract pay- ments , and final inspections and related duties . 1_967-1971 Mr . During most of this time he was also involved in the design and testing of 'numerous concrete mixes for special applications , bituminous concrete mixes for road and high- way projects , concrete walls , footings , precast conveyor tunnels , etc . As a result of this involvement , he became president of the Connecticut Crushed Stone Association, served on the Environmental Committees for the National Crushed Stone Association and the Connecticut Construction Industries and also served as chairman on the Specifications ColTMlittee for the Bituminous Concrete Association . His associations with these organizations gave him additional exposure to problems of sedimentation from surface run-off ; reforestation to reduce dust and noise pollution ; and active participation in the upgrading of Connecticut Department of Transportation ' s form 811 for establishing the specifications for new products and methods for paving materials . In his capacity as Materials and Environmental Engineer for Balf Company he had to meet inspection requirements of such agencies as Lhe Federal Bureau of Roads , Connecticut D. O. OAKS, PRELIMINARY DRAINAGE AND EROSION CONTROL ANALYSIS PQLMBERG & RUSSO LAND SURVEYORS & PROFESSIONAL ENGINEERS 522 COTTAGE GROVE ROAD BLOOMFIELD, CONNECTICUT z r f HiLL r f Qo ,eo/ID f z t TvM LEijQGGlt J Ju VwE F-/✓T LANE O y T/ r AVERY OAKS . I DRAINAGE AND EROSION CONTROL ANALYSIS The following is a drainage analysis and erosion control report for Avery Oaks , a development located on the west side of Avery Street, approximately 800 ' north of Pine Knob Drive . The site contains 21 acres ± of land with a pond and brook set on a naturally rolling terrain with an area of maple and oak trees around the brook. To the north the site abutts the Avery Street School property which is wooded and has a pond, to the south is undeveloped wooded land, to the east are four single family homes screened by the woods around the brook, to the west is wooded open space owned by the Town of South Windsor. Avery Oaks will consist of 168 condominium units placed on the 21 acres so that there will be an aesthetically pleasing mixture of open space and buildings . The site includes some wetlands as shown on the Wetlands map of the Town of South Windsor. During the design stages proper engi- neering practices will be used to design sedimentation and erosion control methods for the various construction states and to insure proper sedimentation and erosion control after completion. The following reports will show that minimum impact to the area has been achieved and that there will be zero increase in runoff to adjacent properties and water courses . AVERY OAKS SOILS Soils on the site consist of three types as shown on the soils map as defined in the soil survey of Hartford County, Connecticut. (A) Cheshire fine sandy loam; 3-8 percent slopes (CSB2) 15-25 percent slopes (CSD2) A reddish well drained soil that has developed on glacial till. It ranges from gravelly sandy loam to gravelly loamy sand. (B) Narragansett silt loam; 3-8 percent slopes (NaB2) A well drained soil consisting of a silty mantle over a firm to very friable glacial till. (C) Walpole loam; 0-3 percent slopes (WcA) A moderately coarse to medium textured poorly drained soil that has developed from sandy or sandy gravelly terrace deposits . Because of the slope range of some of these soils , 3-8 percent, special consideration has been given to erosion and sediment control. STORM DRAINAGE The site presently yields 17 CFS at a 10 year 24 hour storm (SCS method) . After development the site will yield 84 CFS at a 100 year 24 hour storm (SCS method) . The additional runoff will be handled by a detention basin located at the southeast corner of the property. The peak outflow from the detention basin for a 100 year 24 hour storm will not exceed 17 CFS . The detention basin will also have an energency spillway to handle a larger storm, to be determined during final design. The drainage concept as described above is based on the present proposed layout. Adjustments will be made for any changes in final design. The roadway into the site will cross the existing brook at the same location that the farm road crosses it now. The new crossing will allow the same normal flow of the brook with provisions for a high water overflow to handle a 100 year storm.
