Dear Atty. Grace:
Re: Attached Application for the "Construction 'of Concrete and
Stone Retaining Walls - Avery Brook"
In March of 1974, the Engineering Firm of Griswold & Fus , Inc.
submitted a report on the Flood Control Study - Avery Brook.
This study was made at the direction of the Town Manager to
investigate the feasibility and/or alternatives to the F ood
Control Project as outlined by the Soil Conservation Ser ice,
United States Department of Agriculture. They engaged t e
assistance of Mr. DeElden Philbrook and Martin Drobney of the
Soil Conservation Service to conceive a sufficiently detailed
report on the affect of flood control measures in this watershed.
I have elected to quote from this document the following to allow
you to make your decision on the best information available at
this time.
Chapter IV, Page 11
116. Channel improvement from Kelly Road to Benedict rive
was studied. The existing channel is an earth channel
that winds through the heavily developed area th t "is
presently subjected to flooding. The channel receives
little or no maintenance, and obviously has insufficient
capacity to carry existing flows from storm freq encies
of relatively low recurrence intervals. By wide ing
the channel and lining it with concrete, the capacity
could be increased to carry present and future flows.
A detailed analysis, with required field work, was not
made of the capacity of the existing channel. However,
from information available it is indicated that he
existing channel has insufficient capacity to ca ry
flows from Areas 4A and 4B without flooding. Si ce
these areas cannot be controlled due to heavy de elop-
ment, any plan that will eliminate flooding must include
the improving of the existing channel."

The report goes on to say that advantages of the channel improve-
ments will be that erosion in this area would be eliminated, and
that flooding would be non-existant. It should be pointed out,
however, that the basis for these conclusions is the anticipated
construction of the flood control detention basins. Until these
basins are constructed, the concrete walls (as designed) will
. . . .only retard erosion along that area where the walls are proposed
to be installed.
Disadvantages are also mentioned. The major one being that of
destruction of aquatic life. The Soil Conservation Service
reports that the section of Brook from Avery Street to Route I-86
is "generally urbanized, and has a pond below Benedict D ive. This
stream reach supports minnows but the pond will provide habitat
for brown bullheads, minnows, and sunfish."
The complete destruction of aquatic life would come about with a
wholly-lined concrete channel. It is hopeful that by building
only retaining walls, and leaving an earth bottom, the p esent
level of aquatic activity can be retained.
The other two major disadvantages were cited as being di ruption
of individual homeowners yards and the opposition of landowners
bordering the channel. We have overcome the opposition of
landowners by designing an aesthetically pleasing stone—faced
wall, and by holding informational meetings with the ten property-
owners involved. Easements are now being signed and returned to
the Town.
I feel that this represents a step in the right direction toward
a long-awaited course of action to solving existing problems of
taxpayers in the Avery Brook area. It will, when constructed,
serve the purpose for which it is intended--that is, retention
of banks, and prevention of erosion. In addition to thi , it
will also serve as one portion of a recommended plan of action
for flood control in the lower reaches of the Avery Brook
watershed.
Thank you in advance for your early consideration of thi
application.

MEMORANDUM
TO: Melvin Stead, .Acting Director of Public Works
FROM: William E. Grace, Chairman
Planning and Zoning Commission
SUBJECT: Avery Brook Erosion Control Retaining Walls
DATE: December 23, 1975
This is to notify you that the Planning and Zoning Commission voted to
approve the plans for the Avery Brook Erosion Control Retaining Walls
as submitted, with the following exception:
A four-foot high chain link fence, anchored in concrete, be
installed, rather than the fence shown on the plans. The
Commission feels this stipulation is necessary from a safety
standpoint, recognizing that there will be times when the
channel will be full of water. Also, the Commission feels
the chain link-type of fence will be more durable and
easier for the Town to maintain.

Dear Mel.,
After discussing your Application No. 019,p for the concrete channel along
Av ry Brook., on Benedict Drive and Manor Lane, South Windsor., the AgDnay feels
additional information is needed to make a determination on your proposal.
The following are some of the concerns and questions the Agency has regarding
this proposal:
1. Additional information regarding the possible creation of erosion problems
downstream,v that now exist where the concrete channel is proposed.
2 The land owners downstream should be contacted regarding their feelings
about lining this channel.9 as they may receive increased erosion problems due
to the channeling.
3 Plans for avioding erosion downstream.

FINDINGS:
The plans for channeling have been reviewed by our water ed plan-
ning staff at Storrs. A copy of the letter from Martin Drobney
to Mr LaVerne Anderson is included. In addition to tho a comments
it was found the stone and concrete channel would have sec nd and
ate
strength. Maximum velocities will not exceed 3' p
ar as immediately downstream should not be affected, whether the
flood control structures are installed or not.
In addition to the bare channel bottom helping preserve f its ish fd
hab-
itat the angular stone facing may help with insect an
production.
Perhaps the primary concern would be the sediment produc ion-dur-
ing construction. This will be very difficult to or control
a will
due to
th necessary activity in the channel. Pumping g
probably be necessary since the wall and footing e llilla o about 21
below the channel bottom. Construction techniqu s
es
should be spelled out concerning this and other items such as how
to exclude the stream from the area being worked on.
it would also help if the time of project constructioisl Basting
the low flow month of July when heavy erosive runoff
likely. This would also fit in with timing for vegetati a estab- •

Dear Connie:
Re: Application No. 019 - Avery Brook - Benedict Drive/Manor Lane
This letter is in response to your query about the above. It is
reassuring to see that your Commission takes such an active
interest in the future development of our Town.
The erosion problems that exist at present are most severe
where the brook makes sharp changes in direction. Additional
erosion has also occurred between Raymond Road and Man r Lane
because of the gravel material in the channel. It is apparent
that this land was filled when the original subdivisior was
built, and the brook relocated into this fill material. Erosion
due to these conditions will not be transmitted downst eam beyond
the presently proposed construction.
Erosion that has occurred downstream of this project in the past,
will continue to occur until preventative measures, such as
continuation of the retaining walls, are implemented. Funds
have been appropriated for this work, but no plans have., been
drawn up as yet.
There have been no plans for avoiding erosion downstreELM, other
than to rip-rap the outlet at the rear of the Spadaro property.
The reason for this is that calculations indicate little or no
increase in velocity resulting from this construction, and the
anticipation of continuing the wall construction through Phase II,
which is the remaining stretch from Phase I to the bridge on
Benedict Drive near the Avery Heights Water Association pumphouse.
Mrs. Connie Eriksson
Page 2
Zanuary 19, 1976
The full report from Griswold and Fuss referred to by m in my
application is enclosed with this letter. As -I indicat d earlier,
the report concerns a project much larger in scope than the
channel improvement requested at this time.
I feel that it is important that the total report be considered
before final action is taken by your commission. Impl entation
of all recommendations is necessary to eliminate the f ooding
in this area.
I assume that this item is in reference to the constru tion
process. It should be apparent that all construction ill be
confined to an area within, and immediately adjacent t , the
existing channel. This means that a majority of the c nstruction
will be undertaken in a wet condition. There is no ch nce to
install diversion dykes, as this area is completely su rounded
by private residences. The slope of the channel is so flat
that the sedimentation control check dams will cause b ck-up
conditions that would put the construction completely nder
water. If construction were started at the downstream end
E
of the first phase, the newly constructed portion of t e walls
and channel could be used as a sedimentation basin. It would
start out as a small relatively ineffective basin, but would be
increased in size and effectiveness as the project pro ressed.
Topsoil will be stripped on a daily basis, and will no leave
the site. It will be windrowed along the easement li a and
would not be spread until the threat of equipment tra fic was
over. When the construction is complete, the topsoil ill be
spread and graded so that it will pitch to the top of the walls.
The methods of stabilization will be seeding, and wil not be
done until early Spring 1976. If construction is del yed and
does not commence until Spring, seeding will be done ediately
following construction.
A sketch of the proposed outlet end of Phase I propos 1 is
enclosed.
From your request, it appears that you are under the mpression
that we are attempting to direct a 16-foot wide chann 1 into a
10-foot wide channel. This is not the case. The 10-- oot wide
channel is being constructed in a tributary branch, a d the
flow is from the 10-foot channel into the 16-foot wid channel.
•Mrs. Connie Eriksson
Page 3
January 19, 1916
However, the downstream brook channel is not undergoing any
improvement during the first phase of construction. This portion
of the channel varies from seven (7) feet to twelve (1 ) feet
wide, but the defined bank on the west side is only ab ut three
(3) feet to three and a half (3'-) feet high. The water here
will, as it has in the past, continue to overflow the bank on
the west side during storms of a magnitude higher than 10-year
frequency.
I pointed out earlier that the walls will not, by themselves,
contain the present flow in the Phase I area, and will not
contain the flow in the Phase II area either. Further informa-
tion about the actual intersection of the 16-foot wide channel ,
and the 10-foot wide channel is as follows.
Flooding has been experienced upstream from the proposed 16-foot
wide channel. This flooding has been on the pavement of
Benedict Drive and has been caused by the backwater condition
that use to occur before the Avery Pond Spillway was lowered
and reconstructed. Since that time, this area has not been a
particular problem. Increasing the size of this channel at the
intersection of the 16-foot wide channel will improvethe -flow
capabilities at that point.
The flow of value to be considered in any analysis is the
projected peak flow of 750 cfs. The peak flow is for full
development under present zoning with the installation of the
retention dams. Without the retention dams, the projected peak
flow is 1240 cfs. (See Plate 1 and figures following Page 5 of
Griswold and Fuss ' Report. )
The area of the culverts at Benedict Drive and Manor Lane is
90 square feet each. This area is insufficient to allow the
projected peak flow of 750 cfs to pass. Therefore, the
controlling factor for flow downstream is the size of the
culverts, which are not being changed.
The existing velocity, under normal conditions that is, in fair
weather, has not been measured. Calculations based on the
average slope of the channel indicate the velocity to be
approximately 5-6 fps. The design velocity is 6. 1 fps There
is no appreciable increase in the velocity and, therefore, no
increase in its affect downstream.
Mrs. Connie Eriksson
-Page' 4
January 19, 1976
The water table will not be affected. We are not channeling below
the existing channel, other than to smooth it out; and, therefore,
cannot lower the water table. The greatest affect on the water
table has been the sewer construction, which has lowerel the water
table somewhat.
I hope that this information will assist you in your fi al
evaluation of our application. If additional informati n is
needed, please feel free to contact me.

Dear Connie:
In response to your letter of February 18, 1976s I submit the .
following comments:
To Item #1 - Yes! The construction process will cause an
appreciable amount of sediment during the installation phase,
and again immediately following the construction, until the
newly-excavated bottom can stabalize itself. This is the
reason for my initial comment on starting construction at the
lower, or eastern, end of the project. In this way, the: newly
formed channel can be used to a limited extent as asedimentation
basin, which would become more effective as successive sections
are completed. Also, beyond Pine Tree Lane, opposite he
sewage pumping station, a log and hay bale check dam could be
installed to form an additional sedimentation basin which could
be cleaned and removed after construction.
The disadvantage of these methods is that during astoo u of
dismantled
even slight magnitude, the dams would have to be
to prevent flooding of yards and basements in the area T
his
would have the affect of carrying away the sediment pr viousl y
stored in the above-mentioned basins. -
Items :2 and #3 - I have spoken with Karl Niederwerfer of the
Soil Conservation Service, and have discussed some sediment
control methods with him.
It appears that we can control sedimentation during the greatest
portion of the construction work. The contractor will be required
to approach installation in this fashion:
1. The channel will remain undistrubed and within the, conffines
of its low water banks while trenching is done on eit
side.
Mrs. Constance Eriksson
Page ,2
February 20, 1976
2. Pumping from the trenches will be of ground water and,
therefore, a minimum amount of soil will be introduced
to the stream bed as sediment.
3. Discharge from the pumps will be into the brook charnel,
but shall outlet to a solid material having the aff ct of
diffusion, thereby reducing the turbulent affect on the
stream bed.
4. The wall sections will be placed, and the area betty en
these excavated to the proper grade. This is the point
where maximum erosion will occur. It is unavoidabl ,
but should be of short duration.
This step can be implemented at two different periods
during construction. It can be left to the end of the
project, just prior to clean-up, loaming, and seeding.
Or it can be done in stages at the end of each day'
construction. It is my feeling--and_ I think Karl will
concur--that the grading of "the channel should be done
at the end of each construction day. In this way, the
least amount of area will be disturbed at one time, and
it will give us a chance to observe the extent and
duration of the sedimentation.
5. There will be areas where we are straightening the channel
that will require rechanneling of the existing stream-bed
to facilitate construction. This, in most cases, will be
done with existing material in the channel; but in 3ome
cases, will have to be done with sandbags or pipe.
The reason for this is the attempt by the Town to center
the channel on the existing property lines and rece tly
acquired easements.
I feel it appropriate to point out that the long-time continued
erosion along the Avery Brook channel has continually silted in
the lower stream-bed and the pond. This project, and its
anticipated extension to the south, will reduce this continual

sedimentation. The sediment generated during the constr ction,
although of great concern, is, I feel, the lesser of two evils
and will be controlled sufficiently during construction ' f the
aforementioned five conditions are followed.
