(Pub) Poquonock sandy loam

Calculation Summary
Condition Area CN Tc. Runoff Volume Peak Flow

Proposed 3.06 88 5 5. 38 18
Existing 3.06 82 13 4 . 82 13
storage required 0.56 = 6220 ft.3
To mitigate the proposed increase in runoff volume and runoff
rate, a combination of galleries and drywells will be used. The
required storage volume proposed will consist of "dead" storage
with no provision for seepage due to insufficient field
information at this time. With 300 lineal feet of galleries and 3
drywells proposed, a total storage volume of 6600 ft.3 will
be provided. The discharge pipe from the storage structure has
been sized to provide for the 10 year proposed design discharge
and takes into account a tributary drainage area of 4 .2 acres.
The storage computations assume that the groundwater table
will be below the bottom of the lowest structure. Should it be
determined by field testing at the time of construction, that the
groundwater depth is less than that stated above, then an
alternate design will need to be determined.
Sincerely,
I J•wy , Robert Wheway P.E.

TRAFFIC REPORT
FOR THE SOUTH WINDSOR CONGREGATION OF JEHOVAH' S WITNESSES
BY SANTO J. GIANGRAVE , P.E.
The subject project is located on Burhnam St . immediately
west of Long Hill Rd. at the town line between South Windsor
and East Hartford. The structure and parking lot are located
in South Windsor while the driveway enters Burhnam St. which
is located in East Hartford. The use of the proposed facility
is for assembly as church use which will comprise two adjoining
meeting rooms each having seating for 220 individuals . Each
meeting room will have provisions for 70 parking spaces in the
parking lot . The meetings are approximately two hours in length
and are conducted on evenings after 6 : 00 p.m. or on Sunday
mornings and/or afternoons . Specific times cannot be stated at
this time since the affected congregations would work this out
after occupancy. However, be assured that meeting times will
fall within the general parameters mentioned. It should also
be noted that when both meeting rooms are in use , their meeting
schedules will be offset by at least one half hour to provide
for easiest entry and exit proceedures from the building and
parking facilities .
SIGHT DISTANCE :
The intersection sight distance required to provide for a
safe entry into or exit from the subject project for 30 mph
posted speed is 350 L.F. or 8 second time interval . The view
to the west of the proposed drivewav is unlimited with the near-
est intersecting street approximately 1000 feet away. The view
to the east is approximately 260 L.F. which appears to be below
the minimum desired. However, the intersection at Long Hill Rd.
is a four way stop and one must consider the vehicles starting 2
from a dead stop. Thus if cars accelerate at a rate of 10 ft/sec
they would be traveling 44 ft/sec or 30 mph after 4 . 4 seconds and
would have traveled 97 L. F. That would leave approximately 163 L.F.
to travel at a constant speed of 44 ft/sec (30 mph) which would
take 3 . 7 seconds so that the total time frame for sight distance
would be equal to approximately 8. 1 seconds which approximates
the 8. 0 safe time. It is therefore considered safe for sight
distance to the west and to the east.
-1-
TRAFFIC REPORT: Cont ' d
In conclusion, the church use traffic will not conflict with
commuter peaks since meetings are held after 6 : 00 p .m. or on
Sundays . The maximum traffic brought to bear on Burhnam Street
due to the subject project is 70 vehicles per one half hour or
140 V.P .H. The lowest class town aid road per State Standard
carries 500 ADT so there is no apparent traffic problem.
The site distance meets the minimum intersection site require-
ments for the 8 second guide mentioned in State Standards for
intersections at grade . There is no apparent sight distance problem.

RE: Kingdom Hall - Application 89-12
We have reviewed the plans and drainage calculations for the
Kingdom Hall application with reference to Wetland applications
and have the following comments:
1 . The design parameters as indicated in Codespoti
Associates cover letter of February 23 , 1989 are
unacceptable. The normal groundwater elevation must
be known before any construction starts and should be
known before designing this system.
2 . Details of the galleries must be shown on the
drawings .
3 . The TR-55 program is not usually utilized for
drainage areas of this size. Please have the design
verified with the rational method.
