The required storage volume proposed will consist of "dead" storage with no provision for seepage due to insufficient field information at this time. With 300 lineal feet of galleries and 3 drywells proposed, a total storage volume of 6600 ft.' will be provided. The discharge pipe from the storage structure has been sized to provide for the 10 year proposed design discharge and takes into account a tributary drainage area of 4 .2 acres. The storage computations assume that the groundwater table will be below the bottom of the lowest structure. Should it be determined by field testing at the time of construction, that the groundwater depth is less than that stated above, then an alternate design will need to be determined. The site consists of 3 . 06 acres and has approximately 235 feet of road frontage on Burnham Street . The site is entirely situated in Rural Residential ( RR) Zone. Abutting property to the east is RR; abutting property to the north and west is Industrial ( I ) . The proposed project will consist of a one story meeting hall with a walkout lower level with a general purpose room and minister' s apartment . SITE CHARACTERISTICS: The topography of the site is such that it slopes downward and toward the east with slopes varying from 4 to 6% . The majority of the site is covered by woodland type growth with various mixed hardwoods , light shrub growth, and limited open meadowr;_` '; . EROSION POTENTIALS: y\ Of the total site area ( 3 . 06 ac. ) approximately 5 ,, $ o the _, P ;S G O G -2- site will be covered with an impervious type surface , namely, roofs and driveways. In addition to this , approximately 62% of the site will be temporarily disturbed to allow for construction and grading for the driveway, structure and storm- water management system. The predominant on-site soil types have the following soil erosion factors "k" : HORIZON RAINBOW POQUONOCK A . 20 . 20 B .43 . 28 Based upon these numbers , areas subject to minor cuts and grading will experience low levels of erosion , while disturbances greater than one foot in depth will produce moderate levels of erosion. The erosion potential is most significant on the small fill embankments running north to south on the west side of the front parking area. This area will also be more susceptible to a higher level of erosion due to the trees and vegetation which will be removed for gallery construction. The primary type of erosion which will result from the proposed construction will be raindrop and sheet erosion . Mulched seeding, revegetation and gutterflow diversion should provide the most effective means of controlling the erosion potential. CONTROL MEASURES: Prior to any work commencing on the site, areas of non- disturbance will be flagged in the field and understood to be "off limits" to all construction equipment . Protection of specimen trees and tree stands to be saved will be in -3- accordance with normal procedures as well as saving reasonable size trees by relocation. Once areas to be preserved have been identified , tree cutting can then proceed. Haybales/silt fencing shall be installed as shown on the plan prior to initial tree cutting. In general, the haybales will be placed at the toe of slope in fill areas and around the perimeter of fill and topsoil stockpile areas . After general grading, all denuded areas shall be stabilized. This will generally be accomplished by establishing a temporary vegetative cover ( rye grass ) applied at the rate of 1 lb. per 1,000 ft. 2 . On slopes steeper than 8% , loose hay mulch, 100 lbs . per 1 ,000 ft . 2 shall be immediately placed over seeded areas to minimize rain splash erosion. Final seeding shall be hydroseed or sod application as specified . Subsequent to establishment of vegetative cover and all grading completed, sediment removed from the control structures shall be buried on site or disposed of in a manner which is approved by the Town Engineer. Haybales shall be removed off-site. Erosion control measures shall be inspected by the owner after storms to insure the functionality of the control measures and also to remove any excess sediment which would hamper the usefulness of the control measures . Responsibility for an operation and maintenance program will lie with the owner during construction. Structures such as drywells , pipe inlets and outlets shall be inspected after storms and each spring. -4- SEQUENCE OF CONSTRUCTION: ( 1 ) Locate and install haybales at toe of all proposed fill slopes . ( 2 ) Clear and grub trees and vegetation in building and driveway areas . ( 3 ) Major stockpiling of topsoil will be as shown , stabilized with rye grass and perimeter haybales . ( 4 ) Rough grade proposed entrance drive at Burnham Street and construct mud tracking pad. ( 5 ) Rough grade parking areas and immediately stabilize all cut and fill slopes along uphill and downhill sides of road with quick germinating rye seed mix as specified, install with specified mulch. ( 6 ) Drainage structures and pipes shall be installed. Haybales shall be installed in and around drainage structures as shown prior to their becoming operable. ( 7 ) Construct building. A. The building shall have footing and roof gutter systems . All footing and roof drains shall be fed into the storm drainage system. B. During construction shutdown for any extended period of time (more than seven days ) , all exposed soils shall be stabilized by hydroseed application of rye grass or fabric netting, or other suitable manner. C. During temporary shutdown due to inclement weather , exposed areas also must be appropriately stabilized. -5- D. The Town of East Hartford, in a letter to me, has asked "what happens to storm water when it enters the inland wetland area. Will any improvements to the culvert crossing Burnham Street become necessary? " I feel this needs an answer. 2 . Storm outfall should be into a plunge pool . 3 . Test hole data is inconclusive as the depth of several was less than 2 feet and most of the others did not go as far down as the gallies will . Therefore groundwater depth is still unknown. The South Windsor Inland Wetlands Agency/Conservation Commission tabled action on the plans until comments were received from the Town of East Hartford. At the September 11, 1989 meeting it was suggested that the Commission should see if comments were forthcoming. The Commission respectfully request that any comments you may have regarding the site are forwarded as soon as possible so that action can be taken on this pending application. We have the following concerns in regard to the site plans : 1 . Reduce the width of curb cut on Burnham Street to 40 feet. p 2 . Revise grading of driveway. The high point should be shifted towards Burnham Street to reduce storm water site run off. 3 . Provide erosion controls along the street line. 4 . Provide soil data. 5 . Provide revised drainage calculations which should include the impacts of development on the culvert beneath Burnham Street. 6. An excavation and curb cut permit issued by the Town of East Hartford will be necessary prior to the start of -construction. 7 . We will comply with your request if agreeable to both towns . Item 2 : We will shift the high point of the driveway closer to Burnham Street by means of showing a spot elevation and proper drainage arrow. All conditions of the previous approval given in your letter of November 2 , 1989 are still applicable and will continue until project completion. It is anticipated that this project will be completed before year ' s end. 2 . Our quick-build date for erecting the building from main floor up has been rescheduled from October to November with present schedule of November 8-11 , 1991 . At that time, only minor loaming around the building is anticipated since most of the site work would have been completed by then. 3 .
