RE: Application #89-08P, Admiral Moving & Storage Company - IWA/CC
permit for the construction of an addition located on the
easterly side of Ellington Road and southerly side of Chapel
Road, I zone.
DOCUMENTS REVIEWED: Application form, site plan and past IWA/CC
approval for this site.
COMMENTS:
1 . Although this site has been developed under past wetland
approval, and the wetlands once existing are no longer, it
seems misleading to state in notes; "no wetlands in the
vicinity of improvements" . This should be clarified.
2 . This site has Zoning Board of Appeals approval for a variance
granted 9/1/88 for 89 . 6% impervious coverage.
3 . The erosion and sedimentation plan has a seed schedule. I
question how successful seed establishment will actually be.
considering the small area and limited sun. Other means of
stabilization might be appropriate.
4 . Existing contours are difficult to follow. In many cases they
go beyond the parcel and get dropped.
5 . A stockpile is not indicated on the plans . If necessary, it
should be shown.
6 . Capacity of the detention basin should be verified.
IF APPROVAL IS CONSIDERED, SUGGEST APPROVAL CONDITIONS INCLUDE:
1 . Consider alternate means of stabilization behind building.
2 . Show stockpile if one is necessary.
3 . Verification of the detention basin capacity should be
provided.

_== This Department has reviewed the subject plans dated 1/23/89 and the
following points are noteworthy:
1 . No hydraulic information has been provided to substantiate
whether or not there is sufficient capacity within the
existing storm system to adequately handle storm runoff from
the proposed 0 . 70 acres of roof area . Capacity analysis
.._ needed with flow lines .
' 2 . Wh-t .size/type pipe will be used for the roof leader? .,
3 . No hydraulic information has been provided on the recharge
` capability of the retention basin. Based on hydraulic
information provided, periodic flooding beyond the immediate
retention basin area will occur even during frequent storm
events , i .e. 64+ elevation.
A . Elevations should be provided along the Young property line.
Limits of construction should be noted.
5 . Vehicle access to the proposed loading dock area will be
difficult due to restrictive turning radii .

RE: Application #89-08P - Admiral Moving & Storage, Inc.
Dear Madam/Sir:
At the April 17 , 1989 meeting, the Inland Wetlands
Agency/Conservation Commission approved with modifications an IWA/CC
permit for the construction of an addition located on the easterly
side of Ellington Road and southerly side of Chapel Road, I zone.
The approval is based upon plans prepared by Design Professionals,
Inc. , 1170 Ellington Road, South Windsor, dated 12/6/88 .
The following modifications must be adhered to for this permit to be
valid:
1 . Black and white transparent mylars of sheets # 3 of 4 with the
above modifications and this letter reproduced thereon
together with two blueprint copies of the entire set of plans,
must be submitted to this Commission to be stamped and signed.
This must be completed within 65 days of approval prior to any
construction activity on the site.
2 . Construction activities shall be subject to the approval of
the Town Engineer.
3 . The application shall indemnify and hold harmless the Town of
South Windsor against any liability which might result from
the proposed operation or use.
4 . We recommend a bond in the amount of $4, 000 to be submitted to
Planning and Zoning Commission to ensure compliance with the
Erosion and Sedimentation Control Measures .
5 . The permit is valid for one year and shall expire on April 25,
1990 .
6 . All approvals required must be obtained and submitted prior to
any activity on the site.
7 . A contact person shall be identified directly on the plans.
8 . Consider alternate means of stabilization behind building
because grass may not survive in that location.
9 . Show stockpile on the plans if one is necessary.
10 . Verification of the detention basin capacity should be
provided to the Engineering Department.

Gentlemen:
We are pleased to advise that the Planning and Zoning Commission
voted on April 25, 1989 to approve the above-referenced application
for a site plan of development in accordance with drawing #1
(undated) , #2 ( 12-6-89 no revisions ) , and #3 ( 12-6-89 rev. 3-14-89)
prepared by Design Professionals, Inc. , Project No. 88-287 , and
with the following modifications:
1 . Prior to commencement of any site work, a meeting must be
held with Town Staff .
2 . No building permits will be issued until the final mylars
have been filed in the Town Clerk' s Office.
3 . This application is subject to the conditions of approval
of the Inland Wetlands Agency/Conservation Commission,
including a bond in the amount of $4,000 .
4 . An as-built plan is required prior to issuance of a
Certificate of Occupancy per Section 4 . 13 . 10 of the Zoning
Regulations .
5 . All plans used in the field by the developer must bear the
stamp and authorized signature of the Town of South
Windsor.
6 . Iron pins are to be placed at all property corners .
7 . Size and type of pipe used for the roof leader should be
shown on the plan.
8 . Details for the pavement should be shown on the plan.
Black and white transparent mylars of Sheet #2 with the above
modifications, together with three blueprint copies of the entire

to be stamped and signed. The letters of approval of this
Commission, as well as the Inland Wetlands Agency/Conservation

filing these plans, a copy of the receipt must be submitted to the
Planning Department.

Commission approved with original and standard conditions Application
#89-08P - conservation plan approval for the construction of an
addition located at 420 Ellington Road, I zone; as shown on plans
prepared by Design Professionals , Inc . , Job #88-287 , dated December
6 , 1989 as revised.
1 . Two blueprint copies of the entire set of plans and this
letter reproduced thereon, must be submitted to this
Commission . This must be completed within 65 days of
approval prior to any construction activity on the site .
2 . Construction activities shall be subject to the approval of
the Town Engineer.
3 . The application shall indemnify and hold harmless the Town
of South Windsor against any liability which might result
from the proposed operation or use.
4 . The permit is valid for one year and shall expire on April
25 , 1992 .
5 . All approvals required must be obtained and submitted prior
to any activity on the site.
6 . A contact person shall be identified directly on the plans .
7 . All original approval conditions shall apply to this
approval per approval letter dated April 19 , 1989 .

Re: EXPIRATION OF PERMIT #89-08P, Building Addition/420 Ellington
Road
This is a reminder that the permit with the Inland Wetlands
Agency/Conservation Commission, application #89-08P will expire on
April 25 , 1995 .
If you plan to extend your project beyond the above expiration date,
you must apply for an extension at least sixty-five ( 65 ) days prior
to the expiration date. There will be a thirty-five dollar ( $35 ) fee
required for an extension of the permit. This includes a ten dollar
( $10 . 00 ) surcharge assessed by the State, to fund the State
Environmental Review Team.
An application for an extension shall be made in accordance with the
following subsection of the IWA/CC Regulations :
a . The duration of any amendment or extension shall be for three
years unless otherwise specified in the permit.
b. The application may incorporate by reference the documentation
and record of the original application.
C . The application shall state the reason why the authorized
activities were not initiated or completed within the time
specified in the permit.
d . The application shall describe any changes in facts or
circumstances involved with or affecting wetlands or
watercourses or the property for which the permit was issued .
e . In unusual situations the Agency may accept an untimely
application to extend the expiration date of a permit if the
authorized activity is ongoing and allow the continuation of
work beyond the expiration date if in its judgement, the permit
is likely to be extended and the public interest or environment
will be best served by not interrupting the activity; the
application shall describe the extent of work completed at the
time of filing and the schedule for completing the activities
authorized in the permit .

f . The Agency shall evaluate the application pursuant to these
regulations and grant the application as filed, grant it with
any terms or limitations, or deny it; and shall state upon the
record the reason( s ) for its decision.
In the event that you are requesting an extension, section 8 . 1 . 6 of the
Zoning Regulations establishes the process for monitoring the approved
conservation plan. Per that regulation, a progress report is required
from the applicant' s engineer verifying that erosion and sedimentation
control measures have been installed and maintained in accordance with the
approved conservation plan. This verification report shall also be
submitted 65 days prior to the expiration date of the permit to allow time
for the Commissioners to evaluate your project controls .
If work has been finished or will be finished by the expiration date,
please send a letter stating work is completed according to the approved
plan .
