moderate to steep slopes, and sparce vegetation should b- assigned highest

RE: Charbonneau Industrial Park - Site Plan - #89-06P
We have reviewed the site plan and drainage calculations for the
Charbonneau Industrial Site Plan and have the following comments :
1 . Catch basins are to be numbered on plans the same as
on drainage calculations .
2 . A detail of work to be done around the area of the
emergency spillway is needed. The 40 scale drawing
is too busy to be very clear.
3 . Storage capacity of detention basin not furnished.
4 . Tire stops will be required in parking area that
does not have curbing.
5 . Grading of side slopes from edge of new parking area
with curbing to the south property line not shown.
Will a retaining wall be utilized?
6 . A detail showing the edge of the parking pavement
that has no curb is required.
7 . Bar grate detail ( for detention basin outlet) not
provided.

CHARBONNEAU SITE ROUTE 5
1 . Site plan application for an 45, 000 sq ft industrial
building on a 4 .4 acre parcel located on the westerly side of
Route 5, southerly of Strong Road. ( This site was previously
approved as the Connecticut Driveshaft site Building coverage
is 23 . 3%;50% allowed; impervious coverage i ;65% allowed, I
zone. It appears that all other zoning requirements have been
met.
2 . Toal parking spaces required is 54 (Aprroximatley 4 ,500 sq
ft will be office requiring 36 parking spaces, the remainder will
be manufacturing) ; the applicant has provided 89 spaces .
Is this adequate arking based on the types of uses
expected?
3 . The site is a half wooded `site with the back half being all
woods . There are regulated wetlands on the site. The applicant
received wetlands approval on May 8, 1989 requiring a $5,000 bond
with no other unusual approval conditions .
4 . The site will be serviced by existing water and sewer in
Route 5 . WPCA approval is not required. However, Fred Shaw
would like to know the estimated flow and type of use- waste
discharge- industrial or otherwise. If industrial process
wastewater is flow> 5, 000 gal/day a DEP Discharge Permit is
required. An industrial user will be required to install a
manhole in building sewer line.
5 . The fire marshal has reviewed this plan. We have a
correspondence from him stating that he has no problem with the
site as it pertains to fire protection.
6 . There is one curb cut off of Route 5 which will require DOT
permit. We would suggest widening the driveway to 301 ,
increasing the driveway radii to 50' (in leiu of providing
acceleration/decelleration lanes) .
7 . The site abutts in the back to A-40 zone. The applicant
has provided the 50 , buffer area, bu *a Fromm

The landscaping proposed for the site appears to be adequate. It
includes a variety of pines to be located in the front of the

of 15 pines . They also propose a few of flowering trees up in
the front and a number of low lying arbovitaes, rhododendrums,
and junipers .
8 . The building as proposed will be made out of split face
concrete block towards the front with the remainder back of the
building being concrete block. The facade of the building facing
out to Route 5 will have windows set into split face concrete.

Re: Landscape Bond on Property of Andre L. & Kevin P.
Charbonneau 1265 John Fitch Blvd. South Windsor, CT.
Dear Mr. McCahill:
On March 1 , 1991 I made a site inspection of the land-
scaping at the above mentioned site. The design plan
called for a total of 93 (ninety-three) plants to be installed
on the site. The site inspection revealed approximately 130
(one hundred thirty) plants installed.
The landscape is in general conformance with the approved
landscape plan. Some species substitution was made due to the
unavailability of quality stock, but this did not have any
adverse affect on the aesthetics of the plan.
It is my opinion that the landscape bond can be released
at this time. If you have any questions please call me at
623-0569 .
Very truly yours,
