Bowen Davies Deputy Town Engineer South Windsor Town Hall South Windsor, Connecticut 06074 Re: Pleasant Valley Homes - Section 4 Dear 1`1r. Davies: Please be advised that this office is in receipt of your letter dated September 4, 1980, in which you outlined your objection to the construction sequence program being followed in the development of Section 4 of this subdivision. I acknowledge receipt of your phone call on September 'i, 1980, at approximately 10:00 a.m. in which you voiced your objection to the fact that the retention basin had not been final graded and seoded in accordance with the construction sequence program required by the approved plans before other work was being commenced, namely the install- ation of a portion of the sewer line in the roadway. At that time, ycn! instructed this office as agent for Pleasant Valley Realty Inc. to sto;, construction on Section 4. Immediately after receiving your call, I contacted Mrs. Jacques, Vice President of Pleasant Valley Realty Inc. who passed on the information to Mr. Jacques at approximately 12:00 noon when he arrived at the model home. Mr. Jacques immediately noti- fied the subcontractor to stop construction on Section 4. The sub- contractor completed the installation of the pipe in the open trench which had been excavated and backfilled same during the afternoon of September 3, 1980, as it was felt by him that it would be better to stabilize the area by backfilling rather than leave an open trench in the roadway. Therefore, any construction which was taking place in Section 4 in the afternoon of September 3, 1980, was by way of back- filling and grading preparatory to shutting down the operation. On September 4, 1980, Mr. Jacques, the subcontractor, our engineer and myself met at the job site and reviewed the construction sequence program in great detail. At that time, finish grading was being completed and arrangements were made for hydroseeding the area the following day. On September 5, 1980, the required seeding was completed with the required seed and the area was then stabilized. LAW OFFICES RAYMOND G. I further acknowledge the Planning & Zoning Commission's actions of November 18, 1980, and am re- porting the following as to same: 1. I have received a one year maintenance bond from J.M.J. Construction Company, Inc. , Jean-Marc Jacques and Muriel Jacques, issued by the Republic Insurance Company in the total amount of $32,000.00, which purports to insure subdivision improvements in sections I, II and III of this subdivision. This maintenance bond is dated December 8, 1980; 2. I have released $125,000.00 as to the bond for section IV from the original amount of $155,000.00 - leaving a balance of $30,000.00 as to the retention basin in section IV. The $30,000.00 is in the form of a six-month savings certificate, number 006-2-01711-6, issued by Hartford National Bank; and 3. I have released $20,000.00 of the section III bond of $50,000.00 dated May 30, 1980, retaining the additional $30,000.00 to ensure subdivision improvements in section IV. The $30,000.00 is in the form of a savings certificate drawn on Hartford National Bank, account number 006-2-01712-4.
