HESKETH & ASSOCIATES, INC. 101 MILLBROOK COMMON•BLOOMFIELD,CT 06002•(203)242-7755 August 21 , 1984 Mr. Buck Page Page Engineering 1750 Ellington road South Windsor, Connecticut 06074 RE: Traffic Generation Characteristics for Residential Properties 83330 Dear Mr. Page: In accordance with your request we have developed data which indicates a traffic generation potential of three different land uses . These include an 18 lot subdivision in a typical South Windsor open space subdivision, a 61 unit complex of townhouses or garden apartments which might be common in a South Windsor MFA Zone, and that which may be expected at a DA- 15 Zone which has been proposed for consideration in South Windsor. The most effective means of estimating traffic potential at a new land use is the study of similar land uses which have been constructed in the past. The Institute of Transpor- tation Engineers in a document entitled, "Trip Generation (Third Edition) an Informational Report" published in 1983 summarizes trip generation for all types of resi- dential dwellings . We have provided herewith reproductions of some of the data published by ITE. The Connecticut Department of Transportation some years ago developed data from 63 traffic studies traffic engineering traffic planning -2- single family subdivisions and 12 multi-family communities in the Hartford County area. We have also reproduced information from that report. The overwhelming preponderance of evidence indicates that single family detached housing generates average weekday vehicle trip ends of about 10 automotive trips per unit. Apartment complexes generate traffic at between 6 and 7 trip ends per unit per day while condominiums generate daily traffic at a rate slightly more than 5 trips per unit per day. It is my understanding that the proposed DA-15 Zone in South Windsor could contain homes similar to those normally found in a typical subdivision but that the expectation of developers familiar with the needs of the market in South Windsor anticipate the DA-15 Zone would likely result in a series of homes near the proposed minimum floor area in size or in the order of 1 , 000 to 1 , 200 square feet. If a designed Residence DA-15 Zone were to be developed in 1800 to 2400 square foot homes with 3 to 4 bedrooms commonly associated with development in South Windsor than it too would have traffic characte- ristics similar to those ina typical subdivision layout. The expectation of development in smaller buildings however, led us to research the traffic generation characteristics at Pond Place in Avon, a community of -3- clustered single family homes similar to that envisioned in the DA-15 Zone. That facility has 210 living units and generates daily traffic at a rate between 6 and-6-1-2- trips per dwelling unit per day. Studies conducted by our office extending over several days at the Candlewood/Bryrewood condominium complex on route 30 in South Windsor, indicate daily traffic generation of slightly less than 5 trips per dwelling unit per day. As is evident in the Transportation Engineers data as well as that produced by CONNDOT the heaviest traffic hour of a day produces generally 8% to 100 of the total daily traffic. Based upon these studies we would estimate that an 18 lot typical open space subdivision would produce daily traffic of 180 vehicles with a peak hour traffic ranging from 15 to 20 . 61 units in an MFA Zone would generate between 300 and 360 automotive trips per day with peak hour traffic 25 to 35 vehicles . 42 units of clustered housing in a DA-15 Zone would be expected to produce 250 to 300 trips per day and peak hour traffic of 20 to 30. The impact of any of these developments on a particular roadway or particular area would be dependent upon the geometry and existing traffic flow being considered for the particular application. It would be unfair to characterize any of the volumes projected herein as being "always a problem " or "never a problem" . Each individual -4- case would require analysis based upon its own merits. We would be pleased to provide more detail information for you as required and to analyze the impact of new land use under any of the three zones in a particular property or area which you have need. In the process of preparing an application for submission to the Corunission, an appar- ent contradiction appears to exist in section 4.3.30.4.2(F) (1) . Subsection 1 provides that the minimum distance between buildings shall be 20 feet. At the time of the various public hearings, much discussion centered upon the fixing of distances verses leaving some design flexibility. The introductory section to paragraph F provides that the distance between buildings will be consistent with "good design". With that in mind, I have prepared the attached proposal to amend the regulations which I would appreciate the Commission scheduling for public hearing at its conven- ience. Since ly ours r d R. Notice of this proposal was transmitted to the Planning and Zoning Division of the Capitol Region Council of Governments under the provisions of Section 8-3(b) of the Connecticut General Statutes, as amended. This referral involves amendments to zoning regs. concerning the DA 15 Zone - one and two family housing - Sec. 4.3.30.3. 1 .1) by substituting new section. Proposed section places limit of 32 dwelling units per gross acre and clarifies definition of gross acreage. The section also excludes Flood Plain District from inclusion as "gross acreage" and notes other gross acreage exclusions. A limit of no more than nine dwelling units per square acre is also set. Also included is an amendment to Sec. 4.3.30.4.5, Improvements -allowing for modification of minimum street width standards . The changes also call for the addition of a paragraph to the Subdivision Regs. 2.2.0 and the substitution of a paragraph to Zoning Regs. 4.6.4.3.0 which would require applicants to demonstrate the consideration of passive solar energy techniques in the construction of multi-family housing.
