William Grace, Chairman Planning and Zoning Commission, Town Hall, South Windsor, Conn. 06074 Dear Mr. Grace : With reference to the Park centre development, it has been brought to my attention that the Town Zoning Map does not reflect the change of zone from RR, IX and I to Industrial Park which was granted at the regular meeting of the Zoning Commission held on March 26, 1968. At that time, a zone change was granted to Savin Brothers , Inc, which would encompass in an IP zone all that land runn- ing from the Railroad tracks easterly along South Satellite Road for a distance of 2,900 feet. When the Town Zoning Map was redone in April of 1969, the easterly limit of the Industrial Park zone on South Satellite Road was drawn at 1,900 feet. It seems to me that the Zoning Map should reflect the change of zone pursuant to the meeting of March 26, 1968 since the line was probably inadvertently dawn without reference to that zoning decision. The matter does have some urgency since I under- stand that Parkcentre is in the process of negotiating for the sale and/or lease of two additional industries on South Satellite Road. Kaye, Director of Development RGK:a e 3 Barbara Road Oouth Windsor, Connecticut October 20, 1973 South Windsor Zoning Board `own Hall South Windsor, `'onnecticut Dear Zoning Board Member, ° I reside at 3 Ba.rbwra Road, South Windsor. and my home is adjacent to the Savin Industrial Bark. AQ promised, Mr. Savin has planted evergreens behind, my property to form a. buffer be- tween my home and the industrial park, but the evergreens are unsuitable because they Rr.e only two feet tall, and they are spruce trees whtth will not flourish in a shady :area. These trees , if they live , will not be five feet tall for at le-ast another three years , and a.ccor.d.ing to zoning regul&tions . I am entitled to a double row of minimum five foot trees, not.. The woods behind my home is sparse and the trees" br{j.nchs begin forty feet up the trunks. I need a good evergreen buffer.. It will be five yeaars before these two foot trees do anything to shi&ld my eye view of -ibe broad side of a. wa.rdhouse when I stand on the ground, let alone looking out my dining room window. How are these trees going to protect my property value? I- have talked with conservationists at the Tolland Con- servation Department, and I have csalled many nurseries to find out about evergreens , ad specifically spruce trees. Mr. Grace stated that the board would research trees, :and r commend to Savin Brothers an ever,, Teen that would flourish in a shady area.. What happened?
