The common property was turned over to the unit owners in June, 1983. 2. Article IV Section 1. of the By-Laws of Parkview South Condominium Association, Inc. states: "The affairs of the Condominium shall be governed by a Board of Directors consisting of not less than three (3) nor more than five (5) persons. " The unit owners previously voted not to elect more than three persons to the Board of Directors. 3. Additionally, Article IV Section 7 . states that at least two (2) regular meetings of the Board of Directors shall a held during each fiscal year. In fact, Parkview South holds m nthl meetings (the first Thursday of each month at 7 :30 P.M. a the Parkview South clubhouse) , which is open to all unit owne s. 4. As per letter dated November 5, 1984 from Parkview South Condominium Association, Inc. , notice was given to all unit owners that anyone wishing to be on the Board of Directors shouli submit their names at the December 6, 1984 meeting along with an explanation of why they would be an asset to the Board. rhe election will be held at the January 31 1985 meeting. DeMallie, Director of Planning Marcia A. Banach, Assistant Planner/Analyst RE: Parkview South - Landscape Inspection for Bond Rel ase DATE: April 15 , 1986 We offer the following observations of the existing landscaping at Parkview South condominiums as a result of our inspection Df the site on April 14 , 1986 , with Richard Martel, Town Engineer. The project was constructed under the Restricted Apartment (RA) zoning regulations which predated the current Multi-Family (MF) regulations adopted in March 1981. The RA regulations did not require extensive landscaping plans; however, an overall landscape plan was included in the approved site plans. Plantings on site far exceed the number of plantings inclu ed on the landscape plan and the overall result is very attractive. The approved plan did not include foundation plantings, yet there are hundreds on site. There were, however , innumerable variations from the plan, and the following areas need to be addressed: 1) Plantings were indicated on the plan along the western boundary of the site west of the brook, pool and detention basin. That area is presently wooded, and implem ntation of the landscaping plan would be excessively disruptive. In light of the Plum Ridge condominium project on the abutting property, however, some eastern white pines should be selectively interplanted within the wooded strip. 2) The buffer area adjacent to buildings 7, 8 and 9 does not contain the white pines indicated on the landscape plan; rather, there are five or six deciduous trees. Additional white pines should be installed in the buffer area similar to the plantings adjacent to buildings 3 - 6. We recommend a field review between Planning Department staff and the individuals responsible for plantings, to discuss our concerns and en- sure that the few plantings needed to complete the project are installed.
