groundwater recharge. This includes porous driveways, dry swells for
roof water and porous or perforated Mora drain pipes. These me hods
are feasible on the Wuk, WuB and MrB soils, except where a silt nd

PURCELL ASSOCIATES
PROPOSED DEVELOPMENT
_ The proposed Pleasant Valley Homes residential development is ultimately pl nned for 81
single family dwelling units on a 63 acre site. The site is located on Pleasant V Iley Road in
South Windsor, Connecticut, and contains approximately 270 feet of road fr tage along
the southern roadway right of way between Tudor Hill Road and Northview Drive. The site
will have one vehicular access point from Pleasant Valley Road 250 feet west f the exist-
ing Northview Drive intersection with Pleasant Valley Road.
PROJECTED TRAFFIC FROM THE DEVELOPMENT
The total daily traffic generated by ultimate development of the site is bas d upon an
average weekday vehicle trip generation factor of 10 trip ends per dwelling unit (1) result-
ing in 810 vehicular trips. This total traffic volume of 810 would be composec of approx-
imately 405 vehicle entrances and 405 vehicle exits at the development per weekday.
During the morning peak hour (7:00-8:00 a.m.), approximately 65 total vehicle in and out-
bound trips may be generated while in the evening peak hour (5:00-6:00 p. .), 81 total
vehicle in and outbound trips could be generated by the development.
TRAFFIC IMPACT
Pleasant Valley Road will experience all site generated traffic. In the vicinity of the pro-
posed site access road, Pleasant Valley Road is approximately 24 feet in pave nent width
with no curbing or sidewalk and posted for a 30 mile per hour speed limit. Existing intersec-
tions of Northview Drive and Tudor Hill Road are stop sign controlled. Along 1he existing
site road frontage, Pleasant Valley Road averages a 5 percent vertical gradc with both
horizontal and vertical sight distance in excess of 425 feet in each direction frc m the pro-
posed access road location.
Existing average daily traffic (ADT) on Pleasant Valley Road has been estimat at 2700
vehicles.(2) Other development underway within areas surrounding Pleasant alley Road
may increase traffic to 3700 vehicles per day by 1980. Traffic projections by th Connecti-
cut Department of Transportation (ConnDOT) to the year 1990, anticipate a 47 ADT for
Pleasant Valley Road.
(1)Trip Generation - An Institute of Transportation Engineers Informational port", In-
stitute of Transportation Engineers, 1976
i
— (2)Manchester Town Traffic Study
Review of existing intersection operations along Pleasant Valley Road at Tudor Hill Road
and Northview Drive reveal 9600 vehicles daily could be accommodated thr these in-
tersections. Assuming this as a measure of roadway capacity, existing operatiotial levels of
Pleasant Valley Road are well below available roadway and intersection capacity.
Site generated traffic will increase existing Pleasant Valley Road ADT by 30 1 iercent. The
resultant ADT is estimated at 3510 vehicles. Based upon a 9600 vehicle capac ty, Pleasant
Valley Road will operate at 37 percent of capacity with site generated traffic
CONCLUSIONS
The additional traffic generated by the 81 single family residences can be acc mmodated
on Pleasant Valley Road and will increase Average Daily Traffic on this roadwa by 30 per-
cent. An examination of the site and preliminary plans for the development in icates with
proper roadway grading adequate sight distance can-be provided from the proposed site
access intersection with Pleasant Valley Road. The traffic volumes generated by the 81
residences will not warrent traffic signalization and STOP sign control of exitir g site vehi-
cles will be adequate for the proposed roadway intersection.

Dear Ken:
made a quick review of your design of a detention pond for the Pleasant
Valley Homes Development. In our earlier telephone conversation, I made
some specific recommendations, which I shall confirm here as well as
offering a few other observations.
1. If a good vegetative cover is established and maintained the
emergency spillways may be vegetated, however, if rock paving is to
be used, we recommend about a 6 inch gravel bedding under the rock
to prevent scouring.
2. In either case, where the level section of the emergency spillway
breaks into the exit channel , this break in grade become a control
section where flow passes through critical depth, and he a we
recommend that the exit channel be straight for a short listance
below the control section before introducing curvature.
3. We recommend that the emergency spillway be excavated completely in
natural ground and not have one side of the emergency sp llway be
established against compacted fill .
4. It is desirable to have a plunge pool energy dissipater it the
outlet of th.- principal spillway if possible. Placement of large
rocks on the splash pad on small dams may be satisfactory, although
care should be taken or scouring may result.
5. We recommend that the riser of a drop inlet/conduit spil way have a
cross-sectional area at least 1 .5 times the cross-sectio al area of
the conduit and with a minimum height of twice the conduit diameter.
This insures a smooth transition from inlet control to full pipe
flow in the conduit barrel .
v
Mr. Kenneth Smith, March 19, 1979
6. The embankment and foundation toe drain is a very desirable feature,
even more important as the height of the dam increases. The per-
forated pipe may not be essential in this case as the dain is a low

have forwarded a copy of the Engineering Field Manual to you and you
may find some additional help in the design of small dams for your
future use. If you have questions, Vern Anderson's office can help, or
he will forward questions on to me. I appreciate the opportunity to
have reviewed this design, as it helps me to learn where the difficulties
may be in small dam design.
