Rindfleisch MEMORANDUM To : Planning and Zoning Commission Re: Public Hearings - Zone Change Applications of Johnson & Jacques RR to A-20 - Newmarker/Dart Hill Roads Planning Department Comments Traffic : Existing highway conditions on Dart Hill Road Newmarker Road, and at the Newmarker Road/Dart Hill Road intersec ion can only be characterized as poor . Dart Hill Road appears o have a high crown, no shoulder, and no drainage . Traffic vo umes are 4, 200 vehicles -per day--or at the lower end of the medi m range (2 , 000-10, 000 ADT) . Newmarker Road is extremely narrow , probably on the order of 10-14 feet , with no shoulder, nor drainage . It is your classic country lane, with sufficient width for one vehicle only. The Newmarker Road/Dart Hill Road intersection is at the base of a hill , and requires the motorist to make at least two quick turning movements to negotiate the Dart Hill section . I trust that can account for the relatively high number of traffic accidents here . During the three-year period 1980-1982, the South Windsor Planning Department has determined , from police records , that there were a total of eight (8) accidents--including six (6) involving personal injuries . This is an inordi ately high number of personal injury accidents for a South Windsor intersection. If the developer realizes , say, 100 single-family homes from this development, I trust we can expect an• additional 1 , 000 one-way trips egressing onto Dart Hill Road--whether east- or west-bound . Accordingly, I see this proposed development as an opportunity to update some obsolete street and drainage systems , at the developer ' s expense, insofar as this development will add traffic to this very street network. My recommendations , as the subdivision proposal develops , are: Page 2 a) Reconstruction/realignment of the intersection of Dart -Hill and Newmarker Roads . b) Reconstruction of Newmarker Road to a full 26-foot width, centered in a 50-foot, right-of-way . c) Upgrading of the north side of Dart Hill Road , from the center line, including pavement, crown, drainage , and shoulder. d) No new curb cuts be allowed on Dart Hill Road. With the above improvements , I see traffic as no impedi ent to this proposed development of one-half acre lots . One final note regarding traffic : I see it as very likely that Newmarker Road will eventually continue to the north, and connect with Grant Street in Ellington . Zoning : Zoning to the: east of the subject parcels calls for single-family homes on one-half acre (22 , 000 sq . ft) lots--i . e. , the R- 22 zone. Indeed, Vernon has zoned everything west of the Hockanum River, north of Dart Hill Road, and east of Newmarker Road, as R- 22 . Thus , the east side of Newmarker Road in Vernon is zoned for one-half acre lots . The south side of Dart Hill Road in Vernon is zoned industrial . Townwide, the RR zone encompasses 37% of the land area, with the proposed zone, A-20, covering 11% . Land Use : Land to the east of the site is used for single-family residential pruposes on one-half acre lots . Abutting land in South Windsor is predominantly vacant , or farmland , as is land in Vernon on the south side of Dart Hill Road . The subject site is composed of vacant and farmed tracts . Page 3 Flood Plain: None Wetlands : The watercourse, and an area to the west of the northerly most section of Newmarker Road. Town Plan: The 1968 Town Plan suggests this site should be assigned to low-density residential uses . Other: Most of the homes in the abutting Vernon neighborhood are similar to those in South Windsor ' s established A-20 neighborhoods . Many homes have one-car garages ; some, such as on Hany Lane, have two--car garages ; and those on Emma Lane were developed without garages . Many owners on Emma Lane have since put on garage additions--primarily one-car . I believe it can be anticipated that any new A-20 devel pment would be similar to the newer A- 20 developments in Soutli Windsor; e. g . , Pleasant Valley Homes , and the end of Quarry Brook Drive . Average home sales prices can be expected in the $100K range, and up. Conclusion: I am not averse to establishing an A- 20 zone on the subject parcels , insofar as the abutting neighborhood is similar to A- 20; and the necessary street and utility improv-ements appear feasible . I am strongly opposed to a sewer pump station; and, therefore, will oppose approval of a large subdivision here until the intertown sewer agreement is in place . Peter R. DeMallie Director of Planning PRD :prb We, the undersigned residents of Newmarker Road, are opposed tot e r quests of Douglas W. Johnson and Jean Marc Jacques for the rezo ing of 2 parcels of land along Nexmarker Road. Decemb r 4, 198 Planning and Zoning Commiasion Town of South Windsor .Dear Commission Members: As residents of Newmarker Road and Taxpayers to the Town of South Windsor, we would like to express our opposition to the requests of Douglas W. Johnson and Jean Marc Jacques for the rezoning of 2 parcels of land in the vicinity and bordering Newmarker Road. We will unfortunately be out of town at the time of the public hearing on these requests, but we would like to take this opportuni y to convey our thoughts to the Planning and Zoning Commission. Uur home is situated on a 1 acre lot and it is our opinion th& this is appropriate spacing for homes developed in this rural area of to . we purchased this home seven years ago fully aware of the rural residential zoning across the street. In fact. it contributed positively to OU3, de- cision to live heret Although we enjoy this proximal open farm land for aesthetic reasons, we are not naive enough to believe it could stay this way forever. The established rural residential zoning would at least conserve some ol the country spaciousness that presently exists. (Incidently, we find it very difficult to resolve the mathematics of 280 one-half acre building ots from 135 acres of land*. The calculation becomes even more difficu t when acreage for roads and community free-space is-,consideredl). And finally, we feel that the rezoning of these 2 parcels woul serve only the special interests of the developer and is not in the beat interests of present and future property owners in this area. -2- We ask that the Commission members conscientiously review then requests, considering their responsibilities to present and future resid nts in this area.
