Re: East Farms Subdivision - Gral am and Griffin Roads
Dear Jir,:
T have reviewed the sanitary sewer matter with Society for Savings,
the owner of the subdivision, and our intentions will be to provide
sanitary sewer service to those houses presently served by active
sewers on Griffin Road. Those Douses t =at do not have active sewers
available will be provided with septic systems.
The owner does not feel that sewer conStruction in Graham Road under
a developer's permit would be a reasonable investment at this point.

Graham and Griffin Roads
Dear Emil:
Thank you for your letter of April 19 concerning last Farms subdivision.
Your use of the phrase `'will be provided with septic systems" bothered
some members of the Commission since the live server is so close to this
area and any septic system would have to be approved by both the Sewer
Commission and the Planning & Zoning Comission. We would probably prefer
live sewers.

Dear Mr. Lucek:
This is to notify you that the Planning and Zoning Commission voted
to approve the application of Society for Savings for a 15-lot subdivision
of property located on Graham and Griffin Roads, subject to the following
conditions:
1. There shall be a deed restriction on the lot where Graham and Griffin
Roads intersect stating that no structure or planting more than three
feet in height shall be erected between the building and street lines,
in accordance with Section 3.9 of the Zoning Regulations. This deed
restriction shall be shown on the plot plans.
2. Prior to the building of any structure on any lot, you shall provide
a topographic map, drawn to a scale of one-inch equals 40 feet, for
each lot in the subdivision showing proposed contours and either
basement floor or slab floor elevation. No building permits shall be
issued until the proposed contours and floor elevations have been
approved by the Town Engineer. No Certificates of Occupancy shall
be issued until grading plans have been complied with and accepted
by the Town Engineer. If for any reason, finished grading and other
site work are not completed, the Town Engineer shall determine the
amount of a cash bond to insure final grading and site work. This
cash bond shall be submitted prior to issuance of a Certificate of
Occupancy.
3. The location of the house and driveway shall be approved by the
Planning and Zoning Commission for lots #9, #10 and #11.
4. The storm water drainage for this site shall be in accordance with
the plans known as "East Farms Subdivision" prepared by Emil Lucek
and Associates. The Commission noted in approving this subdivision
that there were no facilities for the developer to provide on-site
detention; therefore, the storm water for these 15 lots will burden
the storm drainage system. A drainage assessment fee of $50. per
lot shall be assessed. (15 lots x $50. = $750.00)
Mr. Emil Lucek -2- January 31, 1978
5. Sanitary sewers shall be provided to all lots in this subdivision,
subject to approval by the Town of South Windsor Sewer Commission and
the State of Connecticut Department of Environmental Protection.
6. The portion of Graham Road and the portion of Griffin Road providing
frontage for the lots in this subdivision shall be brought to
Town of South Windsor Standard Roadway Specifications, and shall be
shown on the plans.
7. Concrete sidewalks shall be provided along the frontage of all lots.
8. The 30-foot drainage easements to the rear of lots #6, #7, #8, #9,
#10, #113, #12, #13, #14, and #15 shall be deeded to the Town of South
Windsor, subject to approval by the Town Attorney. The location of
the drainage easements shall be shown on the plans. In addition,
a swale shall be designed and indicated on the plans, to be approved
by the Town Engineering Bureau.
9. The right-of-way deed for Graham and Griffin Roads shall be submitted
to the Town of South Windsor, subject to approval by the Town Attorney.
10. A surety bond in the amount of $100,000 shall be submitted to secure
completion of all subdivision improvements .
11. A liability insurance policy shall be secured, satisfactory to the
Town Attorney, in limits of not less than $250,000 per person;
$500,000 per occurrence bodily injury; and $100,000 property damage,
naming the Town of South Windsor as an insured. This insurance is
to be maintained until all public improvements required by the
subdivision plans have been completed and accepted.
12. Existing trees on this site shall be retained.
13. A Conservation Plan showing the sequence of events shall be submitted
as part of the final plans, in accordance with Section 3.2.a of the
Subdivision Regulations
14. Street lighting at the intersection shall be increased, in accordance
with Section 2.5.i of the Subdivision Regulations.
15. Water shall be supplied to this subdivision by the Connecticut Water
Company.
16. The location of all fire hydrants shall be shown on the plans, and
shall be approved by the Fire Marshal of the Town of South Windsor.
17. A 24" x 36" black and transparent copy of the plot plans, printed
on polyester film, and a 24" x 36" black and transparent copy of
the title sheet, printed on polyester film, shall be submitted.
This letter of approval from the Planning and Zoning Commission
shall be reproduced as part of the final plans. In addition,
Mr. Emil Lucek -3- January 31, 1978
one cloth copy of the plot plans and three paper prints of the
entire subdivision plans shall be submitted. A filing fee to

Gentlemen:
We are extending the sewer 200 ' on Griffin Road to pick
up lots #1 and #2 and we will install our own laterals to those
two lots. We would like permission to install laterals to
service lots 3-9 (three through nine) which front on an existing
active sewer on Griffin Road. For this installation we would
expect some consideration towards the assessment on lots 3-9.
We are installing on Graham Road sewers and laterals to service
lots ff10-15 (ten through fifteen) . We will also extend the
sewer 62 Feet in order to provide service to Neil J. and Elizabeth
A. Ryan. We will provide two laterals to service property owners
on the north si0e of Graham Road opposite our abovementioned
property. For this extension and for the two laterals we would
anticipate adequate reimbursement under section #10 of the"Regulation
of the Sewer Commission of the Town of South Windsor Authorizing
the Construction of Sewers by and at the Expense of Developers.
Thank you for your consideration.

RE: SANITARY SEWER EXPANSION BY DIVERSIFIED DEVELOPMENT CORPORATION ON
GRAHAM AND GRIFFIN ROADS
The Engineering Department has reviewed the plans for the above sub-
division and recommends the following:
1. Extension of line 200 feet on Griffin to lots 1 and 2 is O.K.
2. Installation of laterals to lots 3 through 9 is O.K.
3. Extension of lines along Graham Road to service lots 10-15 is O.K.
4. Extension of lines an additional 62 feet with lateral and two
laterals to service existing property owners on west side is O.K.
5. It is my recommendation that any assessments on the existing homes
on Graham Road be deferred until the homes are actually connected
to the sewers, although the actual amount for the assessments
should be determined now, etc.
