Town Hall

Dear Bill:
It is my understanding that U and R Construction is contemplating a
subdivision on the Krawski property having frontage on Foster Street and
Felt Road. I gather the subdivision plans, at this point, are still in the
discussion stage and not ready for formal Commission consideration.
As you know, the Town is proceeding with the reconstruction of Felt
Road from Deerfield Road southerly to Oakland Road. I am asking that the
Commission keep in mind our widening and reconstruction efforts as it
relates to the proposed development. I would not want to expend funds for
the widening of the road only to have a developer rip up the new base and
surface for the installation of water lines and sanitary sewer lines soon
after we completed our project.
I would appreciate your keeping aware of our program on Felt Road and
having the Commission coordinate the development schedule with our construct-
ion program. Very possibly the timing is a problem at this time but I would
like to know the anticipated schedule of the developer and what utilities he
will be required to place within the Felt Road right-of-way. Many thanks for
your cooperation.
Very truly yours,

Dear Terry:
The Engineering Department has requested of the
U & R Housing Corporation that the property lines
from the new subdivision be in accordance with the
proposed street line on Pelt Road.
The Commission reviewed the widening program with
the developers at its March 27, 1973 regular meeting.
This letter is to advise you that U & R has agreed
to go along with the widening request.

175 Diane Drive Re: U&R Subdivision - Between
South Windsor) Connecticut Felt and Foster Roads
Dear Mr. Grace:
The Conservation Commission reviewed this subdivision with on-site inspection and
review of our Open Space Implementation Study Data. We would like to offer the
following soil, slope, stream and watershed observations for your consideration:
1. The soils are well-drained till soils. This is a FIRST order stream
watershed (a small stream which begins in the hills is considered a
first order stream until it is joined by a second small stream)
2. Slopes 0-3% and 3-8%.
3. Runoff-Groundwater Recharge: Runoff rate fairly high because of
soils, slopes, channel slope. Generally, low groundwater recharge
value except in the contact zone.
4. The Plum Gulley watershed sensitivity is high and stream sensitivity
to sediment and nutrient pollution is very high.
5. Contact Zone - There is a contact zone from Felt Road all the way
across to Foster Street along the 200 ft. contour line.
CONTACT ZOIM - The meandering line on the topo map follows the
"contact zone" between upland till and kame terrace areas. This zone
is considered important because of its runoff and erosion control
function. Storm water runoff from the hills is fairly rapid because
of slopes, soil type, and land use. The kame terrace areas occur on
the lower slopes and in the stream valleys, and because of less slope
and more coarse soils tend to slow down and partially absorb runoff
from the upper till slopes. If development occurs along this "con-
tact zone", and storm runoff is diverted into underground pipes, the
contact zone will not be able to perform its natural function. Storm
runoff will increase even more than normal. Impact on small streams
which receive storm water pipe flows will therefore be high. The
importance of this contact zone should, however, be kept in mind when
evaluating the development proposal. With all these conditions con-
sidered, we would also recommend following soil erosion and sedimenta-
tion controls specified by the Soil Conservation Service.

RE : U & R HOUSING CORPORATION/FELT ROAD
Dear Bill :
Harold Cummings has delivered to me two Deeds from the
U & R Housing Corporation to the Town of South Windsor. The
first, a Quit-Claim Deed, conveys that portion of U & R' s
property needed by the Town to widen and improve Felt Road.
The second, a Warrantee Deed, conveys two parcels of land, one
containing approximately 8. 63 acres and the other containing
approximately 1.39 acres , which parcels are to remain as open
space.
It is my understanding that there may be some change in
the boundaries of the open space in the future and I am, there-
fore, to hold this second deed in escrow until I hear further
from your Commission. Because of this possibility of a change
in the description, I do not intend to have the Council take
formal action to accept the deed until the boundaries are finally
established. I would appreciate it, however, if you would keep
me advised of the status of this matter.
Very truly yours ,

on 1-ionday, September 2,.th regarding the locaticn of sidewalks on Felt
Road.
1. Funds are in the c,arrent budget to construct sidewalks on Felt Road from,
Deerfield Drive southerly to Oakland Road.
2. Sidewalks presently exist on the west side of Felt Road from Valley View
Drive southerly to Deerfield Drive.
3. The U and R Construction Company has approval for a subdivision that re-
quires sideY;TaL',c construction on the east side of Felt Road along the frontage
of the subdivision. CD
It is most advantageous to construct the nee; sidewalks (Deerfield Drive
southerly to Oakland Road) on the west side of Felt Road. This would permit
a continuation of th_e existing sidewalks and eii-nni nate the need for children
to c_^oss Felt Road alu the crest of a hill i nere there is poor sight distance.
5. There is i_sufficient pedestrian traffic to ::arrant sidei-jalks on both
sixes of Felt Road.

1. It is recommended that the Council authorize the construction of the Felt
Road sidewalks on the w st side of Felt Road from Deerfield Drive southerly
to Oakland Road.
is reco=ended that the Council or the Tovrn Manager request the
and Zoe-Ling Commission to waive the sidewalk requireient on the U and
t subdi vision rovided the developer is Tvrilling tc pay the To,m an amount
o- money equal to the costs of the constructing of about 950 feet of side.=lk

Dear Mr. Ruptner:
We have already discussed the filling operation taking place on the
proposed open-space land in your Greenridge Subdivision. You should be
made aware that condition #9 of the Planning and Zoning Commission's
letter of approval for 28 lots in this subdivision states the following:
"An Open Space Improvement Plan must be submitted for review
by the Planning and Zoning Commission. This should include
a plan for recontouring and clean-up of the open space
land at the northeast corner of the subdivision. Banks
should be regraded at 4:1, and slopes and the brook should
be brought back to as near their natural state as possible.
The U.S.D.A. Soil Conservation Service and the Town of
Y South Windsor Conservation Commission should be consulted
and their recommendations followed."
In the next few weeks you should have a Professional Engineer prepare
this plan, including timetables, and be ready to present it for review
by the Planning and Zoning Commission witriin 30 days. Please have
your Engineer contact me if he has any questions in preparing this Plan.
Also, condition #16 of the Planning and Zoning Commission's letter
of approval has now been calculated to be $1400 for a downstream
assessment fee. Please remit a check in this amount to the Town of
South Windsor as soon as possible.
Mr. Illmar R?iptner -2- March 28, 1974
The Commission is concerned with the amount of silting taking place on
Felt Road. You should take immediate steps to correct this situation
by instituting good conservation practices.
