TOWN PLANNING AND ZONING REFERRAL REPORT ON SUBDIVISION REFERRAL # 84/177
TOWN OF SOUTH WINDSOR August 7, 1984
Commissioners:
Receipt is acknowledged of the above-numbered referral . Notice of this proposal
was transmitted to the Planning Division of the Capitol Region Council of Govern-
ments under the provisions of Section 8-26(b) of the Connecticut General Statutes,
as amended.
This referral involves a resubdivision of 23.4 acres on Burnham St. into 2 lots
abutting the town of East Hartford. ftftafto
COMMENTS:
The staff of the Regional Planning Commission of the Capitol Region Council of
Governments has reviewed this referral and finds no apparent conflict with regional
plans and policies.
There is concern on the part of a neighboring East Hartford resident about the impact
of future industrial/business development of this area. However, since this referral
involves a resubdivision and since the land has been zoned for indus rial use for
many years, it does not seem appropriate to comment on any potential impact as part
of this referral . The Town Planner of East Hartford has been notifi d of these
concerns.
Questions concerning this referral should be directed to Mary Barnes
In accordance with our procedures for reporting on routine referrals no further
action will be taken unless specifically requested by local officials or Regional
Planning Commisssion representatives before 8/3/84. The public hear ng date is
scheduled for 8/14.

RE: NEWLY ACQUIRED 10 .2 ACRE PARCEL - NORTH SIDE OF B RNHAM STREET
Dear Attorney Grace:
It has come to my attention that complaints have been registered
with the Town of South Windsor in regards to the above captioned
parcel. The following should help to clear-up any que tions or
concerns :
1. The former owners allowed individuals to randomly cut down
trees for personal use, etc.
2. As the new owner, I recently started cleaning-up the parcel
of brush, stumps, debris, etc. left over from the previous owners.
3. I would like to notify the Town of South Windsor that I only
had the parcel policed and have no intentions of removing any
additional trees within the two existing buffer zones.
If any further information is needed, please do not hesitate to
contact either myself or my secretary, Joyce. Thank you for
your assistance in this matter.

Mr. George E. Parsons, Jr.

East Hartford, Ct. 06108
Dear Mr. Parsons :
Thank you for your letter of March 24th concerning the property
opposite Temple Drive on Burnham Street in South Windsor.
At the time the subdivision of this land was approved, the
Planning & Zoning Commission suggested to the owner that as much
natural buffering be left as possible, but unfortunately we
have no authority to enforce this in connection with a subdivision
application.
However, when a site plan is submitted for approval we can and
will require extensive plantings and buffering from the residential
areas.
We also have indicated to the property owner that Comm ssion
is disappointed that he chose to remove the trees, and that he
will be required to show extensive landscaping when he submits
a site plan for approval.
Yours very truly,
