Topographic information on the plans should be field verified. There should be no construction of any kind within the area of the emergency spillway for the proposed dam. i The District would strongly suggest that lots 1 and 2, and 3 and 4 be combined to form two lots . Due to the close proximity of embankments, extensive grading needed, and wetland soils, a less intensive building ; scheme for these four lots is recommended. Proposed houses and grading for all lots should be incoropor ted into the final plans . Sediment and erosion control should be addressed in more detail on the plans . 'The suggestions outlined in the accompanying Soil Conservation Service report should be incorporated into final plans. The Connecticut Sediment and Erosion Control Handbook can be used for reference. The District will be available to review revised plans, upon request. Parker, District Manager Hartford County Soil and Water Conservation District FOR: Constance Eriksson, Chairman, Inland Wetland Agency Town of South Windsor RE: Evan's Crossing - Property of Evan's Crossing Associates Avery Street, South Windsor On November 13, 1984, a field review and subsequent plan review was made of the proposed development "Evan's Crossing", Property of Evan's Crossing Associates - Avery Street, South Windsor CT, dated 8/19/84 with revisions. In attendance to the plan review were: A. Bowen Davies, Deputy Engineer, Town of South Windsor; Richard Martell, Town Engineer, Town of South Windsor; Emil Lucek, Lucek Engineering Associates , Inc.; Vito Covensky, owner; Vern Anderson, Soil Conservation Service - Hartford; Amy Parker, Hartford County Soil and Water Conservation District; J. Eric Scherer, Soil Conservation Service - Hartford; Joe Polulech, Soil Conservation Service - Storrs ; Don Lynch, Soil Conservation Service - Storrs. I NZ'E NTORY This parcel of land is approximately 16.1 acres in size. The proposal is to subdivide this land into approximately 15 one-half acre lots, with the remaining land to be deeded to the Town of South Windsor as open space. An east-west road with access from Avery Street is proposed. This road will end in a cul-de-sac with a stub extending north between lots 5 and 6. Current land use on this parcel is woodland. The Hartford County Soil Survey, Sheet No. 27, indicates six soil mapping units within the proposed site. These six units include: Cheshire fine sandy loam (CsB, CsC and CsD2) ; Narragansett silt loam (NaB2); Wapping silt loam (WeB) ; Walpole loam (WcA) . 'Under the definition for prime farmland soils, the CsB, NaB2 and WeB mapping units are listed as prime farmland soils in the bulletin "Important Farmlands of Hartford County, Connecticut". Mapping units CsC and WcA are listed as soils of Statewide Importance. Approximately 45 percent of the soils are Prime Farmland soils while 40 percent are of Statewide Importance. Soil WcA is also classified as a wetland soil under Inland Wetlands regulations. The on-site investigation and a discussion with town officials shows that land directly adjacent to Avery Street and consisting of part of lot 1 and lot 2 is man made. This area consists of fill from previous sewer line construction with some asphalt and other road surface material exposed. A vertical slope of 1:1 presently exists at this site as it borders the brook. o The Soil Conservation Service is an agency of the Department of Agriculture f FOR: Constance Eriksson, Chm page —2— Inland Wetland Commission — South Windsor RE: - Evan's Crossing — Avery Street 11/19/84 EVALUATION A review of the soils located at this proposed site show some limitati ns for development for housing. These limitations include slopes and wetness. To overcome these limitations, houses with basements should be sited 0.5 to 1 foot above established water tables and on stable slopes. i Core borings should be made of the area where sewer construction matey al was placed. The boring should indicate the nature of material and depth. Potential for uneven settling of this material could render it unsuitable for a houselot. It was also indicated that this material might be used for the t culvert crossing fill material. Again tests may show this material to be unsuitable for such a purpose. If this material is found to be unsuitable for A on—site use, it should be removed in order to achieve a stable slope ( :1) . Sheet 3 of 4 indicates a wetland limit boundary. There is no indication as to how this boundary was delineated. A review of the plan and site ind is tes that the eastern boundary may not be accurately shown. Nevertheless, since there is i no proposed filling or building in this area, a more detailed study may not be warranted. Because this proposed development borders a flood prevention project b( ing co—sponsored by the Town of South Windsor, certain considerations will need to be met, and are mentioned in the Recommendation Section. RECOMMENDATION Permanent Flood Easements be established on all IQts at the 2 1.6 foot e This f 1 od easement would) prohibit building and f lling within the 2 t elevation. The developer contact the State of Connecticut Department of Environmental Protection's Land Acquisition Unit. A check of survey line, and topographic elevations should be made to determine the 281.6 foot elevation within the development. The developer should square off lots 14 and 15 for flood easement boundaries. The developer should coordinate with Department of Environmental Protection's Land Aquis it ion Office the designation of flood easement and open space areas so that they do not negatively impact the intended use of the flood pool area. The developer should confirm the location of the proposed sewer easement so as to remain outside the area of the proposed emergency spillway for the flood prevention structure. The developer should check elevations for all sewer manhole covers to ensure that any below the 281.6 foot elevation have been flood proofed. i FOR: Constance Eriksson, Chm page -3- Inland Wetland Commission - South Windsor RE: Evan's Crossing - Avery St 11/19/84 RECOMMENDATION (CONT'D Core borings of the area loc a very Street, comprising lots 1 and 2, are eede This era is of a-q. estioaable nature; consisting of ris from a line installatio Borings would determine t e anxtent of materials in this fill ea. If this material is determined to be of poor quality it should be used as fill on the site, as intended, for over the proposed culvert. The existing 1:1 slope at the back of lots 1 and 2 should be regraded to a more stable slope of 4:1. This type of slope is easier to stabilize- and maintain. Prior to construction of the storm drain between lots 13 anid 14, a grass or rock rip rap waterway should be constructed as an outlet for stormwater. This waterway should be constructed from the proposed outfall to the stream channel and should be able to handle the desired storm capacity as required by the town. It is questionable whether the hay bale check dam at the upstream side of the proposed culvert will be effective. Hay bale check dams have little effect during high flows over 1 c.f.s. It is recommended that both sides of the channel be protected by silt fences . Hay bale check dams should be installed along all wetland limits where earth moving and/or construction is to take place within 150 feet . This should be done prior to construction start. Also hay bales should be placed at the top and bottom of slope along lots 1 and 2. Overland flow in this area is evident and severe washing could occur otherwise. V j JThe existing stormwater catch basin on Avery Street is clogged. This should be cleaned out as soon as possible. A gravel entrance/-exit pad should be constructed at Avery Street prior to construction at the site. This pad will help to clean wheels of vehicular traffic of sediment as it leaves the site. b-Silt fences should be installed around all catch basins immediately after pipe installation and prior road surfaceing. A small breached dam presently exists within theT-1. posed site. It is s this b repaired and used as a -tempoDry edimentasin. A rock faced an -u er 2 inch stoneould be designed with a per riser to accomplish this . In the event that e Flood Prevention/Structure No 1 is not built, the Town of Sout Windsor should requ,re the developer to construct a stormwater retent-on structure on the proposed site so as to not increase discharge. from the proposed development . " I f FOk,: -C.Onstanca Eriksson, Chm Inland Wetland Commission - Town of South Windsor page -4+ RE: Evan's Crossing - Avery Street 11/19/44 RECOMMENDATIONS (CONT'D) A more complete erosion and sediment control plan is needed for this site, including such considerations as temporary and permanent seeding, mulching, minimizing areas of disturbance, etc. I hope this information and review is of help to you. Permission is hereby granted by the Agency for you to perform r medial and corrective measures which must be done to the satisfaction of tovn staff in order for possible reinstatement of your permit to be consi eyed by the Agency. The following conditions must be adhered to: 1. Before commencing with any activities, you will meet with town staff to determine how, and in what progression, remedial and corrective measures will be performed and monitored. 2. No other kinds of activities will be permitted on the site. The following concerns must be addressed: a. All visible blacktop deposited on the site by you for possible use as fill must be removed from the site and disposed of at an agreed upon site. This is unsuitable (recall agency discussions with Emil and SCS letter of Eric Scherer, November 19, 1984, page 2, paragraph 2). Mr. Vito Covensky Evan's Crossing Assoc. 490 Buckland Rd. South Windsor, CT 06074 May 23, 1985 Page 2 Also, all blacktop pieces visible along banks cut and sewer installation roadway itself shall be removed from site as well as all blacktop pieces unearthed when performing any corrective and remedial measures. b. Carefully unclog and clean up brook channel onsite; remove all rubbish, and correct all construction damage caused by equipment. Natural debris (logs, tree limbs, branches, etc.) should also be removed. Such clean-up activity will concentrate on the brook bed and its slopes from the 54" culvert to the area of the earthen dam (Lot 15). Please note that the earthen dam and the sedimentation pool are not addressed on your revised plans as requested at our Conservation meeting, March 18, 1984. c. The sanitary sewer has been cleared and a roadway built for the installation. The slope protection has only been partially done; not as indicated on the drawings. Please correct this situation to prevent damage to the site. d. The concrete pad is not per plan. Please correct this situation. e. The riprap is not per plan in the 54" culvert a ea. Please correct this situation carefully. f. The hay bales are not staked at the critical points. Please correct this situation. g. The temporary PVC to be installed at the brookcrossing for the sewer construction is not in place. They just drive through the brook. Taking the utmost care, p ease correct this situation. h. The drawings should have a current revision date. The contractor was given one of the three sets submitted on 4-15-85, as a guide. Apparently, no one out there has seen them or have followed them. Please take care of this and take whatever steps necessary to instruct K-7.-Vito Covensky Evan's Crossing Assoc. 490 Buckland Rd. Other related problems on the site arising from an corrective and remedial measures performed should be addressed as per agreement with town staff. No other activities on the site will be allowed pending: 1. Our Agency's review of an engineering report which shall be submitted to us after you have completed all corrective and remedial measures on the site, and 2. Unless and until the Inland Wetlands Agency formally votes to reinstate your permit based upon demonstrated cooperate n, competence and good faith by the applicant in accomplishing all necessary corrective and remedial measures on the site and 3. Unless and until your revised conservation plan is subsequently approved by formal vote of the Conservation Commission. We realize that our actions on this matter might appear to be harsh at first glance, but, under the circumstances, were deemed necessary by the Agency in order to assist the applicant in achieving compliance with the plans on file and Agency permit conditions. In our opinion , the following items should be rectified before Evan Crossing is accepted by the Town of South Windsor , and any bonds released. 1 . Raking and Seeding of disturbed areas. Although, the builder provides seeding for the 20-30 feet Burro nding the house , we believe that all disturbed areas be seeded so as LO prevent erosion and pollution to Evans Brook and the surrounding wetlands area. Based on the time of year, we suggest that this be completed in the spring of 1967. 2. That large dead branches of trees located in disturbed areas ha a said branches removed. As you are probably aware , Evans Crossing is graced with many g eat white oak trees which range from 50 to 75 feet tall . Many of t ese have large , dead branches on them which could cause serious ink ry to someone when they fall . It is our common understanding that tie Town of South Windsor mandated that this area would keep as many tre s as possible while developing this area for ecological and aestheti reasons. We ask, that all dead branches for those trees in dist abed ( lawn ) areas be removed. 3. That stumps and similar debris left by both Coven and U & R be removed from back yards , the road cut area , and town property behind the homes (not including lots 13 and 9 ). 4. That both drains on the road cut be corrected 59 as to prevent water build-up around it . We believe this will involve an elevation change for the drain, and/or road and curbing areas around them. l l 1'' Mrs. Louise Evans November 17, 1986 Page 5. That the circle within the cul-de-sac be corrected so as to improve the appearance of the area. Although the road and sidewalk: widths may meet specifications , the grass area between the sidewalk and road ranges between 1 and S feet in width around the cul-de-sac. This is an eye-sore. In comp eting this task , we feel it only fair that if driveway aprons are affected that they be replaced in total so as to prevent a patching affect . 6. That any and all trees in disturbed areas which do not bear leaves in the spring of 1987 be removed in total by U & R. As most of t e neighborh000d will attest , U & R was not very careful in the landscaping around the homes. Most of the home owners were re aired to dig out trees because the nubs were buried too deep. 7. That all of the above items be specifically accepted and adopted by the appropriate town officials to become, part of the building code so as to protect future homeowners in the go-eat town of South Win sor. In addition to the above , we feel that the following two items sho ld be completed. They include: a ) put down the final layer of asphalt cn the road and b ) complete the property surveys. We the undersigned, and residents of Evans Crossing strongly urge ou to refuse acceptance of Evans Crossing and maintain possession of all bonds pertaining thereto until the aforementioned issues are mitigated. Furthermore, we understand and agree that there are other arguments against the development of this land, however this letter i to formally put the town on notice, of a specific problem. Lot # 8 and the parcel currently being considered for development, P , drain into lot # 7. It took a sub surface drain and considerable landscapping, to partially correct this problem. If the development f said parcel is allowed it will agravate this problem. Therefore, if the proposed development is approved the town should to e the necessary steps to ensure that water does not drain into the lots on Evan 's Crossing, by maitainning a considerable buffer of undeveloped land between the new development and Evan 's Crossing and by diverting the drainage away from said lots. As a result of the several problems we had, we feel that the town engineers should exercise greater control drrin the development and construction period to ensure that problems suc as ours are not repeated. The drainage into our lot was partia ly caused, and certainly aggravated - in particular the draina a from lot # 8 - by the foundation being laid lower than the natural co tour of the land. In addition, in unrelated matters, but which are also being reviewed ty your Committee, we have four dead trees on the ront lawn and six dea trees on the back lawn. P.O. Box 511 South Windsor, CT 06074 RE: Evan's Crossing " Dear Mr. Covensky: Your request for consideration of acceptance and rellease or reduction of bonds is premature at this ,time. As a consequence of activities in (conservation ease mant areas on some house lots this spring by homeowners, discrepancies in boundaries became evident between the filed subdivision maps and plans and amended individual building ' lot plans requirel by the IWA/CC for brook channel re-location necessitated by inaccuracies on the approved subdivision maps and plans. Since the conservation easements granted to the town as well as flood/drainage rights granted to the State of Connecticut via the Department of Environmental Protection appear to be at issue in these areas of discrepancy, the IWA/CC cannot at t is time entertain your request. Once this apparent dilemna is reviewed by the Town and the State, and all concerned parties are satisfied that these apparent discrepancies are resolved or rectified, your request may be re- activated. Your cooperation in resolving this matter is respectfully requested. Sincerely, John M. Moran, Jr. , Chai n ✓.
