SIGNED l APP&CALV f OWNE NATURAL SOIL GROUPS DESCRIPTIONS FOR CONSERVATION PLANNING 1/18/71 Wildlife. These soils are poorly suited for the production of habitat ` required by openland and woodland wildlife. A dependable growth of desirable food cover plants is limited by the low natural fertility and low moisture holding capacity. Food and cover can be established, improved, or maintained, but it is difficult and expensive, especially for openland wildlife. Results are not always satisfactory. It is impractical to ' create wetland wildlife habitat on these soils. Woodland. Productivity for wood crops is poor on these soils because natural fertility and moisture holding capacity are low. High mortality of natural or planted seedlings can be expected. White pine should produce a greater yield than hardwoods. Cropland. Droughtiness and low natural fertility severely restrict the use of these soils for crop production. Irrigation with intensive fertilization is essential for satisfactory yields of crops including tobacco, corn, vegetables, and hay. If cultivated crops are grown on the steeper slopes, measures for controlling erosion and runoff are necessary. Wind erosion is a hazard particularly on loamy sands. 1/18/71 UPLAND SOILS - OVER FRIABLE TO FIRM TILL Well drained soils with slopes less than 15 percent B-la Non-stony and stony soils with slopes less than 8 percent B-lb Non-stony and stony soils with slopes between 8 and 15 percent These soils were formed in unconsolidated deposits of till and usually occupy the less sloping parts of hillsides and hilltops. The capacity of these soils to hold water for plant growth is good where the till is loamy, but is fair to poor on the sandy till. Stones and large boulders are common in these glacial deposits and add difficulty when excavating or earth moving operations are needed. These soils do not have a high water table during any part of the year, and permeability is moderate or rapid. Urban. The permeability of these soils is favorable for the installation and operation of on-site sewage disposal systems. On slopes greater than 8 percent, the design and site selection for absorption fields require special consideration. Soil conditions are favorable for homes with basements. On the stony soils and slopes above 8 percent, difficulty is added to site preparation. However, the steeper slopes may present opportunities for a wider choice of architectural design. Soil conditions are favorable for the establishment and maintenance of lawns, trees, and shrubs. The stony soils and slopes above 8 percent add difficulty in landscaping. Difficulty in street and parking lot construction and maintenance ranges from slight on level areas, to moderate on slopes 3 to 8 percent, to severe on slopes above 8 percent. Earth moving is readily done. Recreation. These soils have slight or moderate limitations for picnic areas and camp sites. The level soils are favorable for play areas, but limitations for this use increase on soils with slopes above 2 percent. 6. 1/18/71 UNITED STATES DEPARTMENT OF AGRICULTURE CONSERVATION INFORMATION SOIL CONSERVATION SERVICE AUG. 1971 CONSERVATION TIPS FOR BUILDERS It is possible to build on any site, but the cost and risk will vary great- ly. Wet basements, cracked foundations, soggy back- yards, washed-out drive- ways, eroded lawns and banks are but a few of the problems that can be encountered in the course of developing a home site which increase the cost and risk of building. - These Conservation Tips may help you reduce or •. , eliminate the hazard of these problems. Conservation Tips 1. CHOOSE A SITE THAT HAS GOOD NATURAL DRAINAGE, TOPOGRAPHY AND SOILS. Avoid areas which may be subject to ponding of water or which carry large amounts of storm runoff. Avoid low areas subject to flooding or areas steeper than 15%. Recognize shallow, wet or extremely stony soils and plan construction accordingly. Consult the soils map of the area at the local Soil Conservation Service office and make on-site soil investiga- tions for on-site sewage disposal and basement foundations. 2. LOCATE THE HONE ON THE SITE SO THERE IS ADEQUATE DRAINAGE AWAY FROM IT. Ideally, there should be surface drainage from all sides of the home with- out excessive cutting or filling. Provide adequate storm drainage to the street, storm sewers, or other areas where disposal does not create erosion or flooding problems. 3. PLAN DRIVEWAYS TO AVOID EXCESSIVE GRADES. Fit the driveway to the contour cf the land. Steeply sloping driveways can be a hazard in bad weather and unless surfaced are subject to severe gullying. Whenever possible, keep driveway grades less than 8%. !. HDID SITE GRADING TO A NI+'VIMUM. Excessive grading can change the natural drainage pattern, cause ground- • water to seep to the surface and severe erosion. Save all topsoil by stock piling. Redistribute uniformly after grading. 5. SAVE TREES AND OTHER EXISTING VEGETATION. Good vegetative cover provides the best soil protection against erosion. Trees and other vegetation also enhance the beauty of the property and provide shade for lawns. Mark the trees you want to save with a bright colored tape. Protect them against damage from construction equipment by roping them off. Avoid filling around trees; or where filling is nec- essary, construct dry wells arour.3 the tree. 6. 1 EXPOSE AS SMALL AN AREA OF LAND FOR AS SNORT A PERIOD AS POSSIBLE. It is risky to remove all topsoil and vegetation from large areas. Silta- tion and sediment from these areas may cause damage to buildings and is expensive to clean up. When areas must be exposed or bared, keep the expo- ' sure time to a minimum. 07. PLANT TEMPORARY VEGETATION DURING DEVELOPMENT IN CRITICAL AREAS. Sometimes large areas or steep areas must be bared during construction. Pro- tect these areas with temporary seedings of rye, annual ryegrass, or field bromegrass to keep erosion and sediment to a minimum. 8. INSTALL CONSERVATION MEASURES TO PROTECT THE SITE. In many situations where the land is exposed during construction, vegetation alone cannot adequately protect the land. In other cases, excessive storm runoff must be diverted to safe disposal areas. Conservation practices, such as diversions, waterways, debris basins, or grade stabilization struc- tures, will do the job effectively and economically. 9. PLANT PERMANENT VEGETATION AS SOON AS PRACTICAL AFTER CONSTRUCTION. Prompt establishment of lawns and other landscape plantings will provide permanent protection from erosion and will also beautify the site and enhance the value of the home. 10. REPAIR AND MAINTAIN CONSERVATION PRACTICES AND VEGETATION. Repair damaged areas by reseeding or sodding. Lime and fertilize as needed to maintain adequate vegetation. Mow to discourage weeds. Since this subdivision is in our franchise area we are ready to extend our main from its present end on Clinton Drive to your proposed subdivision upon signing of a contract and advancing the estimated sum of $46,033.00 before start of construction. This main extension would service 14 lots on your proposed road. Cost of service lines main to curb, pavement replacement, and undesirable materials are included in this estimate. This estimated sum would be adjusted to actual cost upon completion of the job and we would either rebate the difference to you, or if the actual cost exceeds the estimate, bill you for the balance. Construction of water main in your proposed subdivision road is contingent upon the construction by others of proposed roadway within 6" of finished grade, with stakes clearly indicating finished line and grade. All storm drains and sewers should be installed before the water main and services are installed. Hydrants would be installed upon approval from the South Windsor Fire Department. If you wish us to schedule this work, please let us know as soon as possible so that necessary materials may be ordered, the contract signed and advance paid. You will note that the changes made are: the lots have been reduced from 16 to 14 in number, and the roadway no longer goes out onto Avery Street. It should be pointed out that if the Commission interprets the cul-de-sac lengths as the length from Pine Tree Lane at Goodhill Road, then the length of the cul-de-sac east will be 880 feet and the length of the cul-de-sac west will be 730 feet, well over the 600 feet allowed by the subdivision regulations. If the Commission interprets the length of the cul-de-sacs as being from the intersection of Goodhill and Valley View Drive, then each of these cul-de-sac lengths will be reduced by 500 feet and will be within the regulation limits of 600 feet. All other information submitted with our submission of May 8, 1973 will remain the same. We hope this plan can be reviewed at the next Commission meeting and we will then have a positive direction to go with our final plans. Very truly yours, W. G. WEAVER AND ASSOCIATES, INC. William G. Weaver and Associates, Inc. 116 Cottage Grove Road Bloomfield, Conn. 06002 Dear Mr. Weaver: The final plans you have submitted for Colonial Heights subdivision on the property of Mr. Herbert Wanza, Jr. are not in conformance with our previous discussions. The Engineering Department of the Town of South Windsor cannot therefore recommend approval. The major area of concern on the design as submitted is the large recontouring of the land which will result in erosion and sedimentation in brooks in this very critical Avery nrook watershed— in in any new designs the following items should be followed: 1. The recommendations of the U.S-.D.A. Soil Conservation Service report written May 9, 1973 should be followed very closely. If you have not read this report we can provide you with a copy 2 . In my opinion the lots in the subdivision should be shifted uphill as provided in the double cul-de-sac design sub- mitted by you on preliminary plans dated June 15, 1973, where 14 lots were shown. This would minimize the recon- touring of land needed in the front of the downhill lots. we would be most happy to discuss these matters at any time. The U.S.D.A. Soil Conservation Service in Warehouse Point is also available to you:. Please call if you have any doubts about our position on these matters. Very truly yours, TOWN OF SOUTH WINDSOR 1 ?c J E. If the area was cleared of derbis, graded, loamed, seeded and stabilized, it would be much easier for me to visibly inspect the area for what has been installed in terms of storm drainage lines, lot markers, sidewalks, etc. As soon as this work is done by you, I will continue to calculate the amount of bond reduction. You have been instructed to have your engineer provide us with his ideas to fix the problem so you can proceed with the work. 3y October 11, 1974, you and your engineer shall come in with a proposed solution to this problem. The Town of South ,dindsor will then give you thirty (30) more days to complete the work. If these steps are not taken by you within the allotted time period, the Town will proceed to have the work done by others and call the bond you have filed with the Town to guarantee the work on this subdivision. In addition to the above, you shall have your land surveyor provide the Town with a mortgage survey of lots r-9 and 7;=10 to insure the easements and also insure that there are no encroachments on these easements. At the point of outlet of your storm system to the existing storm system in Pond Lane, the angle of entry of the storm run-off creates excessive turbulence, resulting in a poor out-let condition. This condition diminishes the ability of the outlet pipe to accept the run-off, with a resulting " fountaining" of storm water from the catch basin. It is my opinion that this situation can be easily remedied. Would you please have your engineer submit a proposal for the improvement of this condition for review and approval by the Town' s Engineering Department; and further, make preparations to carry out this work. - Thank you for your anticipated prompt attention to this matter. Although this street is not yet accepted by the Town, due to the emergency nature of the condition, Town employees did service the problem, and removed the blockage, thereby relieving the back-up. Good Hill Road was due for Town Council acceptance into the public street system, at its meeting of December 16. I have requested, and the Town Manager has agreed, that this acceptance be withheld until the following Council 'meeting, in order to provide you with adequate time to reinspect the sanitary sewers in this street, and to assure that no further problems exist and that no damage was done during the process of today' s repairs. I would anticipate that the most efficient means of conducting this inspection would be through the use of a television inspection system, such as "Penetryne.
