PLANNING & ZONING COMMISSION FEBRUARY 11, 1986
SPECIAL MEETING SOUTH WINDSOR TOWN HALL
MEMBERS PRESENT: Gilligan, Sorenson, Montana, Castro
ALTERNATES PRESENT: Asplund (sitting for Rossi)
CALL TO ORDER
PUBLIC PARTICIPATION - None I
i
NEW BUSINESS
1. South Ridge Estates - Garnet Lane - Drainage Problems
I
The secretary informed the Commission that Mr. Bell, on Garnet
Lane, had requested this matter be tabled for a week to allow the
engineer the residents are hiring a chance to complete his report.
Mrs. Montana moved this matter be tabled. Mr. Castro seconded
the motion and it was unanimously voted in favor and so ordered.
2. App. #1105 - Gerber Scientific, Inc. , Site Plan of Development
Mr. John Decker, the Facilities Manager of Gerber, was present,
along with Walter Fuss of Fuss & O'Neill. Mr. Decker referred to
the maps and said that at this time they are limiting the development
to approximately 6 acres at the northwest corner near Sullivan Avenue.
They are proposing a 48, 000 s . f. building, plus necessary parking
for 100 employees. They received approval from Inland Wetlands/
Conservation Commission. There are a couple of wooden barns on the
site which will be removed in the spring. Part of the agreement with
the current owner is to let him keep equipment there until Spring.
The Town Fire Deparment might raze the barns as part of their program.
There will be 157 parking spaces, and a driveway from Sullivan Avenue.
They currently employ 108 people, and need parking for about
25 to 30 guests. They have shown a minimal landscape plan.
There will be a berm wall up to the window on three sides of the
building. They will consider what the Commission wants for landscaping
if there are rules and regulations. They are looking at landscaping
from a cost/maintenance criteria. There will be exterior lighting
on the outside of the building.
Mrs . Montana suggested that Gerber' s should set a standard
regarding landscaping for others to follow. She noted the Commission
has been concerned for quite a while about what is happening on
Sullivan Avenue. This is a positive step in the right direction
and Mrs. Montana noted that anything Gerber can do to set an example
would be helpful. Mr. Decker said they would be happy to comply
with Town standards, but there are budgetary limits. He said the
landscape plan was prepared by Fuss & O'Neill, but he noted it is
certainly not what they would have recommended. Mr. Decker said
there will be a lawn in front of the building, and five trees will
be planted.
Mr. Gilligan asked what kind of activity would take place in the
building, and Mr. Decker explained in detail the use. Basically
Gerber Systems manufactures software - not the actual tape, but
they put information onto the tape.
Planning & Zoning Commission -2- 2/11/86
Mr. Gilligan noted that the plans show a line of development and
he asked if they will seed and grade everything within that line.
Mr. Decker said yes. Mr. Gilligan said the landscape plan does
not show that line of development. He then asked if the stockpile
will be gone with the building is completed, and Mr. Decker said
he wasn' t sure. He noted they must remove some material from
the area, and in other areas fill will be required. Mr. Gilligan
again asked for clarification of whether everything within the
development line would be graded and seeded, and Mr. Decker said
yes, it would.
Mrs. Montana asked about traffic onto Sullivan Avenue, and Mr.
DeMallie said the State DOT will evaluate that. Mr. O'Neill said
DOT won' t look at the plan until they have PZC approval.
He said when the rest of the site is developed they will have to
consider signalization. _
Mr. Gilligan asked where these people are working now, and Mr. Decker
replied they are on Kelly Road. All will be moved to this plant,
and the instrument company people in Tolland are waiting to occupy
the Kelly Road building. Mr. Decker said this is the last step
in setting up four subsidiaries so that each has its own building
to work out of. Mr. Decker then proceeded to explain the floor
plan to the Commission.
Mr. DeMallie said this building will be an improvement to Sullivan
Avenue. The building is 36 ' off the street line from Sullivan Avenue.
This property could be affected in the future if Sullivan Avenue is
widened.
Town Engineer Martel reported that there should be a note on the plans
indicating the datum is MDC, and also a note that the 100 year storm
does not affect the site. Also, the plans should indicate where the
bituminous lip curbing will be installed.
Mr. Asplund asked if the facility will contain anything other than
normal electric or oil for heating. Mr. Decker said they will use
gas, and there' s not unusual, other than they may have additional
air conditioning in view of the computers. Mr. Asplund asked if
there is anything hazardous or toxic, and Mr. Decker said he doesn' t
believe so. If there is anything, it would be less than 5 gallons
and would probably be something like cleaning solvents. Mr. Asplund
asked if they need DEP approval, and Mr. Decker replied that all they
need is approval for the sanitary sewer.
Mrs. Montana said she would like the landscaping addressed. She asked
the cost of the project, and Mr. Decker said it is about $3 million.
Mr. Gilligan pointed out that the Commission is about ready to approve
this application, except for the landscaping. Mrs. Montana said
she would like to see something in keepingwith the quality of the building
they are putting up. She said she' s sure a landscape architect could
come up with something. Mr. Decker said he is not concerned about
what a landscape architect could come up with, but what he can afford.
Mr. Sorenson noted that this is a very long building, with only five
trees for landscaping. Mr. Gilligan said a landscape plan should
be submitted for review of the Planning & Zoning Commission, prior
Planning & Zoning Commission -3- 2/11/86
to issuance of a building permit, and the other Commissioners agreed. ;
Mr.Castro made a motion to approve the application for a site
plan of development for property located on the south side of
Sullivan Avenue, opposite Kennedy Road, in an I zone, as shown on
plans prepared by Fuss & O'Neill, dated 1/27/86 , revised to 2/7/86 ,
Proj . No. 85-350A, subject to the following modifications : i
1. The plans shall be modified as follows :
a. The dumpster must be shown on a concrete pad and must
be adequately screened.
b. The plot plan shall note that the datum is from MDC maps .
C. The topographic plan shall note that the 100 year storm
does not affect this site.
d. The plans shall indicate where bituminous lip curbing is
to be installed.
2. The landscape plan shall be revised to indicate more extensive
landscaping, and must be submitted to this Commission for review
and approval prior to issuance of a building permit.
3. This approval is subject to the conditions of approval of the
Inland Wetlands Agency/Conservation Commission.
4. Prior to commencement of site work, a meeting must be held with
Town Staff.
5 . No building permit will be issued until the final plans have been
filed in the Town Clerk ' s Office.
Within 90 days of the date of approval (by 5/11/86 ) black and white
transparent mylars of Sheets 1, 2, 3, 4 , EC 1, and the revised
landscape plan, must be submitted to this Commission to be stamped
and signed. The letters of approval of this Commission, as well as
the Inland Wetlands Agency/Conservation Commission, must be reproduced
on the mylars, and three blueprint copies must be submitted. After
signing the mylars, they will be filed in the Town Clerk' s Office.
Mrs. Montana seconded the motion, and it was unanimously voted in favor
and so ordered.
3. Strawbridge Condominiums - Bonds - Phase V and VI
Mr. Martel recommended the bond amounts for Phase V and VI to be
$55 , 000 and $120 , 000 . Mr. Gilligan said there was mention of a bond
for recreational facilities and landscaping on the entire site. Mr.
Martel said the Commission would have to set an arbitrary figure and
he had no recommendation. Mr. Castro made a motion to require a
$55, 000 bond for Phase V, $120, 000 for Phase VI, and $20, 000 to
ensure completion of landscaping and recreational facilities on the
entire site. Mr. Sorenson seconded the motion and it was unanimously-
voted in favor and so ordered.
Planning & Zoning Commission -4- 2/11/86
4. App. #1085 - Rainbow Hills
The Town Engineer recommended the bond for the above subdivision
be set at $470, 000 and reduced to $280 , 000 for work completed.
Mr. Gilligan noted that they not using the main entrance for
construction equipment and he thinks it's dangerous. There is a
dip in the road, and sightline for the entrance they are using
is marginal. There was a brief discussion, and the Commissioners
concurred they should stop using the southern-most entrance.
The secretary was instructed to write to them and advise them
to stop using that entrance.
Mrs . Montana made a motion to set the subdivision bond amount at
$470, 000 and to reduce that amount to $280, 000 for work completed.
Mr. Asplund seconded the motion and it was unanimously voted in
favor and so ordered.
Mr. DeMallie produced a copy of the subdivision plan and said he
just discovered that the right-of-way to Scott Drive is owned by
the Town, and not the applicant, as represented at the Public Hearing.
In view of that, the Commission may wish to reconsider whether the
road should go through to Scott. None of the Commissioners felt
the matter should be reconsidered.
5 . Mountainview Estates, Sections I, ICI and III
Mr. Martel recommended the bond amount for Section I be reduced
from $60 ,000 to $50, 000 . The $460 , 0.00 bond for Section II could be
reduced to $270, 000 (the $40 , 000 for improvements to the intersection
of Dart Hill and Newmarker will remain) . He suggested the bond for
Section III be set at $275, 000 , plus an amount will have to be
established for the Dart Hill Road improvements after they have
submitted quantity estimates.
Mrs . Montana made a motion as follows :
Section I . - Reduce the amount of the bond from $60,000
to $50,000;
Section II - Reduce the amount of the bond by $190 ,000 from
$460 , 000 to $270, 000;
Section III - Set the bond amount for subdivision improvements
at $275, 000. An additional bond, in an amount
to be determined after submission of quantity
estimates to the Town Engineer, will be required
to ensure completion of improvements to Dart Hill
Road.
Mr. Sorenson seconded the motion and it was unanimously voted in
favor and so ordered.
Planning & Zoning Commission -5- 2/11/86
i
6 . App. #1103 - Blue Spruce Estates
Mrs. Montana made a motion to grant the applicant a 90 day
extension of time in which to file the final plans in the above
matter. Mr. Sorenson seconded the motion, and it was unanimously
voted in favor and so ordered.
7. App. #1107, #1110, and #1106 - Morgan Farms Associates
Zone Change, General Commercial Subdivision and Open Space
Subdivision
Mr. DeMallie reviewed his recommendations from the public hearings
in the above matter, as did Mr. Martel. Mrs. Montana said she
sees no problem with housing here as long as it is adequately buffered
from the commercial zone. She said lots of care will have to be
taken when the two commercial lots on Sullivan are developed.
Mr. Asplund agreed, and made a motion to approve the application
for a zone change from General Commercial (GC) to A-20 , on 6 . 9 acres
located on the north side of Sullivan Avenue, west of Hillside
Drive, as shown on a map prepared by Page Engineering, Inc, , dated
2-1-85, No. 85-009 .
Within 90 days the applicant must submit a zone change map (1" = 401 )
with an A-2 certification, showing the distance and bearings of all
boundary lines and acreage of the land where the zone change is being
granted. The map shall be drawn in accordance with the rules and
regulations of the State Board of Registration for Professional
Engineers and Land Surveyors, and shall be stamped and signed
by a Registered Land Surveyor and submitted on a black and white
mylar. After it has been stamped and signed by this Commission,
the mylar will be filed inthe Town Clerk' s Office. Three blueprint
copies of the mylar must also be submitted.
The effective date of this zone change, will be the date the mylar
is filed inthe Town Clerk's Office.
Mrs. Montana seconded the motion. It was unanimously voted in
favor and so ordered.
Referring to the subdivision and open space subdivision applications,
a discussion ensued. The Commissioners concurred that the entrances
to the two commercial lots should be onto Morgan Farms Drive,
and the fewer curb cuts to Sullivan Avenue, the better. Mr. Gilligan
asked what the problem with Lots 7 , 8 and 9 was, in view of the
fact that IWA/CC didn' t approve them. Mr. DeMallie said they are
a little lower than the other lots. The Commissioners discussed the
open space along the Podunk and reviewed the topo maps. Mr. DeMallie
suggested the access to the open space should be better defined.
Mr. Castro said he wasn.' t here for the public hearing, but he read
the Minutes and called Mr. Meyers on Hillside Drive and talked to him.
He noted that even Fuss & O'Neill said traffic is bad.
Planning & Zoning Commission -6- 2/11/86
The Commissioners reviewed a map submitted with the traffic report
which indicated that Morgan Farms Drive will be widened to two
lanes leaving the development, and one lane entering, all subject
to DOT approval. Mrs . Montana said she doesn' t know at what
point a traffic light will be required on Sullivan Avenue, but
perhaps the Commission should start asking everyone who comes in
to contribute to a traffic light. She noted that Gerber' s was
approved earlier this evening, and they have 100 cars in and out
of their site. The Commissioners discussed this possibility, and
it was noted that Morgan Farms Associates had offered to place
$25, 000 in an escrow account for a traffic light, if needed, just
as Strawbridge Condominiums has done on Ellington Road. Mr. DeMallie
pointed out that even a development not on Sullivan Avenue could

The Commissioners reviewed the Minutes of the public hearing and
Messrs. DeMallie and Martel went over the comments they made at the
public hearing.
The question of how construction equipment will enter the site
was raised. Mr. LaCava was present, and said they would be willing
to come back to the Commission right away from Section II, so that
equipment could be brought in both from Quarry Brook and Clark Street.
He noted it will not be a tremendous amount of equipment, because
they plan to put in all the roads first and pave them, and then come
back and build houses.
The location of an area for depositing stumps was discussed, and the
Commissioners felt it should not be in open space. They also noted
that if they have to be stored on a lot, the trees would have to
be cut. Mr. LaCava said he is willing to move the stumps off the
site if he cannot satisfy the Commissions in selecting an area.
The Commissioners agreed there should be sidewalks on both sides of
the main street, and none would be required on the little cul-de-sac
streets. Mr. Asplund moved the meeting continue past 10 : 30 P.M. ,
seconded by Mrs. Montana, unanimouslyvoted Castro favor

Re: Gerber Scientific, Inc. , — Application #1105
Site Plan of Development
Dear Chairman Gilligan,
In response to your letter of approval for the above referred application
#1105, dated 18 February 1986, included therein were conditional requirements
of the approval. This is to address specifically item (2) requiring
resubmittal of a landscaping plan of the site. Enclosed please find copies
of a revised Landscape and Lighting Plan drawing indicating revisions dated
2/27/86. Review and approval of this plan by your commission is respectfully
requested.
The plan as being submitted has been reviewed by Mr. Peter DeMallie, Director
of Planning. It is upon his recommendation we forward this plan. Our
engineers estimate the cost of planting is approximately $15,000 without the
grass, seeding or finish grading of the lawn areas. We would respectfully
request the right to make minor adjustments in the actual planting in the
course of placement and or species so long as the conceptual plan is carried
out as indicated. It is possible that competitive landscapers may offer
contingent adjustments which could be both effective in appearance and cost
at or during the actual placement.
Gilligan 2/28/86 Page 2
Further, Items (1) and (4) are being resolved with an ongoing dialogue with
the Town Engineering Department and we are not aware of any problems
regarding these matters at this time. Item (3) has been resolved and we
have been granted approval by this Commission. Item (5) has not been
completed as of this date since Gerber has not yet entered any construction
contract at this time, however compliance is not considered any undue
problem.
Our understanding is we may review the above matter before your commission at
a meeting scheduled for March 11, 1986. At that time we will be available to
review and present an updated overview for the approval being requested.
We trust the foregoing is acceptable and if further information may be
required, please advise.
