Box 328 Hartford, Connecticut 06101 Dear Ed: Following a telephone poll of Commission members, except Mr. Pappalardo who was out of Town of business on the 18th, I authorized Purcell to proceed with design and construction of a 200 foot leg on Abby Road, Just beyond the turn into the Kelley/Zrinchak easement. This addition is to permit development of the Kelley lot next to lot with the easement. Planning and Zoning required that Sanitary Sewers be used for that lot rather than a septic tank. Under situations like this a Developer's Permit might be used but since the lines in that area are being built now, it seems only practical to include this addition in this project. Later you suggested that a 200 foot spur with manhole was not your best recommendation, but it would be better to go 300 feet, the customary distance between manholes. A 200 foot spur in effect add, 334. to the cost of manholes. I agreed that you should proceed with the 300 foot spur. Very truly yours , RICHARD C. Lot B will be connected to the sewer line running through an easement on the lot. Connecting Lot A is not a practical solution at this time. By vote of the Commission, we respectfully suggest that the Planning and Zoning Commission reconsider its approval for Lot A and permit the use of a sep- tic tank which meets Town requirements. It was not discussed by the Sewer Commission, but perhaps P & Z might permit a septic system subject to the residence being connected to the sewer system within six months of the system's becoming active. I feel that if this could be done, the worthy concept being followed by P & Z to require use of sanitary sewers wherever possible would be fostered. There are no current plans by the Sewer Commission to extend sewers fur- ther north on Abby Road Extension. Because house water-wells are in the front yards for homes in that immediate area, cast-iron pipes are re- quired within 75 feet of the wells. 300 feet of line is estimated to cost in excess of $20,000. Other solutions are not in the best interest of the Town in the long run. -2- Thank you for reconsideration of this rather unusual situation. Very truly yours Richard C.
