Dear Sir
At the September 19, 1988 meeting, the South Windsor Inland
Wetlands Agency/Conservation Commission approved a one year
extension of Application #479 with all original conditions.
The application becomes effective September 21, 1988 and expires
September 21, 1989.

3. Application of Michael Bell , for a resubdivision of 3 lots ( two new
building lots) of land located on the southwest corner of Foster and
/ Strong Roads , RR Zone .
Attorney Glen Coe spoke , representing Mr . Michael Bell . He proceeded to
describe the parcel of land on the corner of Foster and Strong Rds . as
being in excess of three acres . He stated they had appeared before the
Zoning Board of Appeals and have been granted a lot size variance for lot
#2 , a corner lot . Lot #1 is a 1-acre lot , Lot #2 is 3/4 acre and Lot #3
is Mr . Bell ' s home . Lot #1 and Lot #2 would be used to build a home for
his relatives .
Mr . Peter DeMallie stated there is no floodplain on the property . All the
homes proposed are proposed outside the regulated Inland Wetlands . There
is existing drainage on the property. He said all lots will be serviced
by sanitary sewer system. They are all relatively uniform in shape and
conform to zoning . He said they have already met with representatives of
Engineering and Planning Departments prior to appearing before ZBA and
Inland Wetlands . It is pending before Inland Wetlands .
Mrs . Lipe , Assistant Town Planner , commented as follows:
1 . This application is for a 3 lot subdivisIon of land located on the
south west corner of Foster Road and Strong Road , RR zone . One of the
proposed lots currently has a house on it - the applicant is taking
two of his lots and making three.
2 . Lots 1 and 3 are in excess of 40 , 000 s . f . and Lot 2 is approximately
31 , 550 s. f . It received a lot size variance from the ZBA on March 5 ,
1987 . All other Zoning Regulations appear to be met .
3 . There are no floodplains on the site . However , there are some
wetlands . They have been heard by the IWA/CC, but no decision has
been rendered yet .
4. The site appears to be half wooded and we would like to see as many
trees saved as possible .
5 . Both Strong and Foster Roads are collector roads , therefore ,
turnaround driveways will be required .
If approved , we would like to see the following modifications :
1 . A 90 X 90 square on Lot 1 exclusive of wetlands .
2 . A note that Lot 1 and 2 will have a turnaround driveway.
PLANNING & ZONING COMMISSION -8- JULY 219 1987
,
Mr . Martel , Town Engineer , commented as follows :
1 . A 20' wide drainage easement is shown on lots 2 and 3 . The grantee of
the easement should be given and it not be the Town .
2 . A quit claim deed for Foster Road and Strong Road along the
subdivision should be given to the Town along with the right of way
widths .
3 . If the subdivision is approved , footing drains will be a necessity .
4. Prior to the issuance of a building permit , a well must be drilled and
the water must test to be of safe drinking quality.
No one from the public spoke in favor or opposition of this application .
Mr . Conde asked where the closest town water was . Mr . Martel said the
closest hydrant is on Foster and the applicant would have to bring it down
approximately 700' to 750' feet .
Mr . Hallowell commented regarding the location of these lots in relation
to the location of the former Town Dump . He recommended that these three
lots be serviced by public water .
Mrs . Montana questioned the location of the driveway on Lot #2 and the
distance it is from the corner . Mr . Coe stated it is approximately 80'
from the center of the intersection .
Mrs . Rossi stated that a snow plow may fill up the driveway of Lot #2
quickly . She asked if someone had put in an open waterway. Mr . Coe said
yes it had been done before Inland Wetlands regulations . He referred to
Lot #2 and the reference to a wood retaining wall installed by Mr . Bell
primarily to cure the problem of erosion and to save trees along the north
side .
Mr . Coe stated that the cost of bringing down public water would be
extremely expensive . He said that Mr . Bell would be willing to bore test
wells before he seeks a permit . Mr . DeMallie stated that the approximate
cost to bring in public water would be about $37 , 500. Mr . DeMallie also
stated that the house plan can be reversed so that the driveway would be
farther away from the intersection .
Mrs . Evans directed a question to Mr . Martel regarding what type of water
facilities are already in place along Foster Rd . Mr . Martel said that two
more dwellings would be serviced if water was brought in . Mr . Coe stated
he lives on the east side of Foster and that the last home is served by
town water and there are two homes on the west side which are not served .
Mrs . Evans wanted to know the existing condition of the wells . Mr . Martel
replied that most of the problem are on lower Strong Rd . and south and
west of the intersection of West Rd .
Mrs . Evans questioned whether the retaining wall would have to redone from
time to time and Mr . Coe replied yes . Part of the retaining wall would be
on Lot #1 and part of it would be on Lot #2 .
