Drawer 29 Wol'cott Hill Road Wethersfield , CT 06109 Re : Nutmeg Commercial Center Route 5 at South- Satellite Road South Windsor, CT Our File 89036 Dear Mr. Stoeckert, On behalf of G & R Realt-v, we are submitting herewith an application for certificate in conjunction with the developme.,nt Of the :vutmog Commercial Center on South Satellite Read in South Windsor . The subdivision does not actually abut a state highway , bill does gain access to the state highway system at tiie E':%,lsting inteis—t4nor: Of South Satellite Rcad and Jo.:n I.-Fitch Boulevard , also kn^wn as Route 5 in this section of South Windsor . our studies indicate t::at the facility is expected to generate 2 , 391 vehicle trips per day, with a .m. peak hour traffic of 361 , and p.m. peak hour traffic of 359 . We believe that the proximity of this site to U. S . Route 5 will lead the Commission to a determination that certification is required pursuant to Section 14-311 of the Connecticut General Statutes . While plans have only been developed for two of the 17 lots proposed within the subdivision, it is expected that the land use will develop similar to that in surrounding sections of South Windsor , with light industrial facilities . . Accordingly, our ce.tificate application indicates a total land use in the entire parcel of 500 , 000 square feet , with 1 , 250 parking spaces . The exact number of square feet and parking spaces will be determined as individual sites are developed and site plan app.-oval within the subdivision takes place in the Soutl,, Windsor Planning and Zoning Commission. Our submission consists of eight copies of the subdivision plan prepared by the office of Fuss & 0'*Neill , and eight copies of a roadway plan and traffic impact study prepared by our office . Drainage from the subdivision is toward the east to the Podunk River and, thus , the subdivision has no impact on the state highway drainage system. Our study reveals that Route 5 in this area operates at a superior level of service and can readily accommodate traffic associated with the Nutmea Commercial Center , with some modifications to the existing traffic studios traffic cn inccrir, traf f is planning n _ turning lanes on Route 5 at South Satellite Road, which are detailed in the report and depicted on the s;:bmitted plans .
