Adopted: 4/10/84 Revised: 12/4/84 - I S Sf SOIL hEPORT vawrence Road South Windsor detland soils were delineated on two parcels of land off Lawrence Road and Gliffwood Drive. r'rist parcel was inspected June 16 and 17, 1986 Second parcel done March 14,1987 All soils on these two parcels are derived from red Triassic shale and skadstople. They are all topped with some dark brown silt and very fine sandy loam. Dominant soil present is the moderately drained dapping silt loam which has a firm layer at a depth of or below 26 inches. This layer tends to create a seasonable high water table. i Where the sloping land levels off the watertable is higher within the profile causing the soil to be poorly drained. Poor drainage is ususlly caused by water remaining within a profile for a longer period of time . This soil is of the Wilbraham series. This is the wetland soil type delineated here . Other soils found are the Narragansett silt loam, a well drained soil and the Ludlow loam, a poorly drained soil with a very firm hardpan. Many uprooted large trees present showing exposed soil profiles. No two exactly alike. Lewis W. Ilge n Soil Scientist R. (g) All sanitary sewer lines and manholes with elevations, sizes, lengths, and slopes of pipes should be indicated on plans and profiles. GENERAL COMMENTS 1. Street name for proposed road should be shown on the Key Map, Topographic Plans and Plan and Profile sheets. 2. Changes should be made to the profile at the following vertical curve stations: Station 1 + 40: "PVT" to "PVI" Station 1 + 90: "PVC" to "PVT" Station 3 + 00: "PVT" to "PVC" Station 8 + 00: "PVT" to "PVC" Mr. Michael J. Gantiek, P.E. S E A C nsultants Inc. November 10, 1987 Engineers/Architects Page Three 3. Length of vertical curve at PVI Station 1 + 40 is missing and should be shown on profile. 4. Indicate drop at sanitary sewer manhole Station 11 + 10 on plan and profile. Outside drops are preferred by the Town. 5. The proposed catch basin top-of-frame elevations at Station 4 + 0 left and right on the plan and profile are incorrect and should read 324.66. 6. All proposed sanitary sewer laterals should be shown on the plans to ten feet outside the Town's right-of-way. 7. All proposed sanitary sewer manholes should be located along the centerline of Spinner's Run. 8. Size of the proposed water main and hydrant locations should be indicated on the plans. 9. Although storm drainage design calculations have been submitted, a gutter flow analysis has not been included and, therefore the storm drainage system cannot be accurately reviewed. 10. Pre- and post-development drainage maps should be submitted delineating sub-drainage areas and indicating area characteristics including runoff coefficients, area (in acres) and times of concentration. 11. Emergency spillway Section A-A sheet 12 of 13 indicates elevations of 396.0 and 398.0. Elevations are incorrect and should read 296.0 and 298.0 respectively. 12. Typical dike cross section on sheet 12 of 13 indicates an incorrect elevation of 398.0. It should read 298.0. 13. The engineer should provide a grading plan at Lawrence Road and Spinner's Run. Although there is an existing catch basin located 150' + south of the intersection, a gutter flow analysis should be done to determine the amount of flow across the intersection. If necessary, a catch basin should be located to intercept this flow. 14. Proposed grading on Lots 1 and 2 indicate overland flow toward proposed house locations. The grading should be shown to direct runoff away from the building sites. 15. Existing utility pole locations should be labeled on the topographic plans and included in the legend. Mr. Michael J. Gantick, P.E. S E A Consultants Inc. November 10, 1987 Engineers/Architects Page Four 16. The length of the cul-de-sac (Spinner's Run) is approx- imately 1,760 feet long. Section 2.5.E of the subdivision fregulation requires that dead end streets should not exceed 600 feet and would presumably require a waiver. 17. The proposed grade at the cul-de-sac should be increased to provide a minimum gutter slope of one percent. This will insure the flow of water. 18. The engineer has provided soil delineations on the conservation/topographic plans. Descriptions with wetland classifications should be included. 19. The detention basin inlet and outlet pipes should not be opposite each other. Relocate the proposed 30" RCP between Lots 13 and 14. This will enable water to flow along a longer path through the basin. Town requires a minimum pipe slope of 0.005 ft/ft. 20. Proposed concrete sidewalks (4 ft) are shown on the roadway section and should be indicated on the plans per the direction of the Planning and Zoning Commission. 21. Because the entire site contains wetland classified soils, it is recommended that a subsurface investigation be done. Existing soil composition, soil gradation infor- mation, water table levels and an analysis should be submitted for review. 22. A sub-drain system should be provided based on the analysis. The engineer should estimate what the groundwater contribution will be to the system in order to insure that surcharge of the system will not be a problem, and capacity for the stormwater drainage is truly available. 23. The proposed sanitary sewer line through the detention basin should be avoided. It is suggested that the sewer be relocated outside the basin or the basin be repositioned to eliminate this conflict. 24. After a review of the detention basin analysis, the engineer has used the same total area for existing and proposed conditions. This would appear to be inaccurate, but a review of the drainage maps are required before a conclusion can be determined. 25. Culvert computations for the proposed 48" RCP have not been provided and therefore cannot be reviewed. Mr. Michael J. Gantick, P.E. S E A Consultants Inc. November 10, 1987 Engineers/Architects Page Five 26. What is the design flow and the capacity of the proposed riprap channel upstream of the 48" RCP? 27. The engineer should provide calculations for the stilling basin detail. 28. A trash rack should be provided at the inlet of the 24" RCP in the basin to avoid possible debris blockage. 29. The following note should be added to the temporary cul-de-sac on all plans: "The developer shall be responsible for the removal of pavement outside the right--of-way and shall topsoil, fertilize, seed, and mulch all disturbed areas." 30. A detail should be provided on the conservation plan showing a typical house construction plan. The plan should include house and driveway locations, appropriate erosion controls, stockpile areas, and slope directions. 31. Individual names of abutting property owners of the Mountainview Estates Subdivision (Section 4) should be listed on the Key Map and Plot Plan. 32. The engineer should demonstrate that adequate inter- section sight distance exists along the easterly side of Lawrence Road. If necessary, improvements should be made. If you should have any questions, please do not hesitate to call me. Very truly yours, S E A Consultants Inc. m es R. Bancroft, P.E. Detention Basin Calculations III. Pavement Design IV. Culvert Design ENGINEER'S STATEMENT Spinner's Estates South Windsor, Connecticut I. PROJECT DESCRIPTION Spinner's Estates is a proposed single family subdivision to be located on 25 acres adjacent to Cliffwood Drive and Lawrence Road. Approximately 1800 feet of roadway will be constructed to serve 20 lots. The roadway will intersect Lawrence Road and tie into the proposed Cliffwood Estates cul-de- sac. The subdivision will be serviced by public water and public sewers through extensions from the existing Mountain View Estates Subdivision. In addition, the sanitary sewer will be extended to Lawrence Road for possible future service to those homes. II. DRAINAGE STATEMENT Presently the site is partially wooded with no formal drainage system. An intermittent brook flows through the middle of the property and out of the southeast corner. All flows generated on the property runs off through this brook. Natural drainage swales to the north and west assists in draining the site to the brook. The proposed drainage consists of a storm sewer system to collect runoff form about 60 percent of the 25 acre site. The drainage system will carry this runoff to an on-site detention basin where flows will be returned to the natural brook into which they presently drain. The remainder of the site, approximately 10 acres, will continue to runoff as overland flow directly to the brook. Runoff from the entire site will remain near existing runoff levels. 1 A.R. IVTF-4 u Z.0 ... 4 -.R.41 JAN `0 1988 ATTACHMENT 1 RESPONSE TO COMENTS - DIRECTOR OF PUBLIC WORKS South Windsor Planning & Zoning Commission 1, The profile design of the intersection of Spinner's Run and Lawrence Road has been completed. An analysis of Lawrence Road indicates that gutter flow crossing the intersection is minimal. 2. Curbing has been extended onto Lawrence Road and tapered to grade. 3. A culvert has been provided beneath the proposed road to carry the intermittent brook which enters the Applicants property from the west. This culvert has been designed to ensure that the drainage problem on the Hildebrande property will not be aggravated by a backwater condition. 4. The cross-culvert mentioned in Item 3 has been revised to provide a straight alignment. 5. Suggested lot grading plans have been provided to show that the lots can be developed without increased drainage impacting adjacent lots. A detention basin has been provided to ensure runoff from the entire subdivision is near existing runoff conditions. 6. Slope rights have been provided along the roadway, RESPONSE TO COMMENTS - SEA CONSULTANTS KEY MAP Percentage of lot coverage has not been provided in the data block since this is a lot specific item. The Town regulations require individual site plans be prepared for review prior to issuance of a building permit. At that time exact lot coverage will be provided. PLOT PLAN (b) Centerline stations have been provided, (d) This provision is not applicable to residential subdivisions. (e) All easements have been shown in favor of the Town of South Windsor. TOPOGRAPHIC MAPS (a) Suggested building arrangement and drives have been shown on plans, only to indicate that each lot is a feasible building lot. (b) Curb lines and pavement width provided. (d) Proposed water mains have been shown. Provision for gas service is not anticipated at this time. (g) Information on sanitary and storm sewers (i.e. length, slopes, size) has been provided per Town regulations. (i) Flood limits for intermittent brooks are not available. PLANS AND PROFILES (c) Sufficient information on roadway grades has been provided to construct roads. Grades at 50 foot stations are typically provided on "as-built" drawings. (d) Information on catch basins and manholes has b en provided. (g) Information on sanitary sewer and manholes has been provided. GENERAL COMMENTS 1. A note has been added to the plans indicating sewer manhole at Station 1410 to be an outside prop. A detail of an outside prop is also shown on Sheet 10. 5. Top of frame elevations at station 4+00 corrected. 6. Sanitary laterals to each lot have been indicated. During roadway construction laterals will be constructed to 10 feet outside Town R.O.W. 7. Sanitary manholes have been positioned along road centerline. 8. Size of water main and hydrant locations indicated on plans. 9. Gutter flow analysis provided in Engineer's Statement. 10. A pre and post development drainage map has been prepared for the detention basin design. Drainage area characteristics have been provided in the calculations. 11. Emergency spillway elevation corrected. 12. Dike elevation corrected. 13. A gutter flow analysis of Lawrence Road has been prepared and indicates that during a 10 year storm there will be a minimal amount of water crossing the intersection. An additional catch basin is not considered necessary, 14. Suggested grading has been provided for all lots, 15. Existing utility poles have been labeled and included in the legend. 16. The Director of Planning has indicted that this comment is not applicable. 17. The gradoe of the temporary cul-de-sac has been increased to prevent ponding of water. 18. Description of soils provided on plans. 19. The inlet and outlet pipes have been located opposite each other to provide the best flow line to the existing brook. 20. The applicant proposes concrete sidewalks on one side only. These have been shown on plans. 21. Subsurface investigations to be conducted during the construction phase, have been specified, to determine (a) adequacy of natural soil for use in fills and (b) adequacy of pavement thickness for subgrade conditions. 22. A sub-drain system has been provided for anticipated high groundwater conditions. 23. The sanitary sewer line has been relocated outside the detention basin. 24. Detention basin calculations and drainage map has been provided in the Engineers Statement. 25. Culvert computations have been provided. 26. Refer to comment 25. 27. Stilling basin calculations have been provided. 28. A trash rack is not recommended at the detention basin outlet pipe due to greater possibility of clogging of the racks and increased maintenance. 29. The suggested note has been provided at the temporary cul-de-sac. 30. This information has been provided for each lot as one suggestive way to develop the lot. Individual plot plans are required to be submitted to the Town for review prior to issuance of a building permit. 31. Property owners within a 500 foot radius of the site have been provided. 32. By inspection, adequate sight distance is available at the Lawrence Road intersection. i February 2, 1988 S E A Consultants Inc. Engineers/Archit cts Principals Arnold B.Goldstein,P.E. Mr. Michael J. Although there is an existing catch basin located 150' + south of the intersection, a gutter flow analysis should be done to determine the amount of flow across the intersection. If necessary, a catch basin should be located to intercept this flow. 3. The engineer has revised the emergency spillway resulting in a maximum depth of 0.5 feet. The Town requires a minimum of one foot of freeboard above the 100-year storm water surface elevation. 4 e eaeh-.ether. d pum ed. Town requires a minimum pipe slope of 0.005 ft/ft. 5. The proposed 48" RCP has been revised to twin 36" RCP culverts. An end wall should be provided at the outlets. In addition, culvert computations have not been provided and, therefore are not part of this review. 6. A detention basin analysis for the revised 15" RCP outlet must be submitted before a review can be completed. It should include outflows representing zero increases and water surface elevations for the 2, 109 259 50 and 100 year storm frequencies. 7. The existing watercourse at Station 13+60 flows directly through the proposed building area for Lot 12. Although the watercourse will be relocated, it is recommended that subsurface investigations be performed and analyzed before an approval is granted. 8. The proposed twin 36" RCP culverts have less than the Town's required minimum cover of two feet. Profile sheet no. 9 of 13 indicates that approximately thirty feet of the culverts will be exposed at the outlets. 9. A concrete pad should be provided between the 15" RCP and the twin 36" RCP culverts at Station 14+40. 10. It is recommended that the twin 36" RCP inlets be extended westerly away from Spinner's Run. A chain link fence should be installed on the end wall and the embankments discouraging direct access to the inlets. Mr. Michael J. Gantick, P.E. 5 c A Consultants Inc. February 2, 1988 Engineers/Architects Page Three 11. The following note should be added to the Plot Plan sheet no. 3 of 13: "The developer shall be responsible for the removal of pavement outside the right-of-way and shall topsoil, fertilize, seed, and mulch all disturbed areas." 12. An outlet pipe should be provided for the existing wetlands area on Lot 6 eliminating possible flooding of the rear yard. 13. Approximately 25 linear feet of the 8" sanitary sewer crossing the existing watercourse at Station 3+40 should have a concrete encasement. 14. Items contained within the Conservation Plan sheet no. 13 of 13 should reflect the revised twin 36" RCP pipes. 15. All erosion and sedimentation control measures should be indicated on the Conservation Plans. 16. The proposed 16' gravel access drive to the dentention basin is shown to cross an existing watercourse. An alternate route should be provided. The reason for denial is that there are many outstanding concerns regarding drainage and groundwat r conditions, as noted in the memorandum from Michael J. Gantick, Public Works Director, dated February 16, 1988 and the accompanying correspondence from SEA Consultants Inc. dat d February 2, 1988. Very truly yours, PLANNING AND ZONING COMMISSION David H. Gantick, Director of Public Works A9r SUBJECT: ENGINEERING REVIEW - REVISED PLANS - SPINNER'S ESTATES Attached for your information, please find the SEA comments on the revised plans. Additionally, the following comments are also noteworthy: 1. The lot to lot drainage concern should not utilize drainage swales discharging onto the roadway. These concentrated swales could cause problems along the sidewalk and road area. Should be re-evaluated/designed. Lot to Lot (1 - 5) easement? 2 . Per a meeting with the design engineer, the detention basin design should not be in a cut. Groundwater con- ditions, based on soils type, indicate a typically high groundwater at or near the surface; therefore, as designed, the basin will be wet--unmaintainable during various parts of the year. Should be designed as a dry basin. 3. As per discussions with the design engineer, the stream crossing at Station14+50± should be via a box culvert. A hydraulic analysis is still needed to evaluate the water surface profile for 2, 10, 25, 50 and 100 year storms and floods. See pertinent SEA comments for same also. 4 . The plan view does not indicate the extent of road underdrains. 5 . Sidewalks to be shown for both sides of roadway. At this time, there remains to be a number of items that have not been addressed. As many of these items relate to drainage for the site, this Department cannot advise the Commission to the viability of the site until these items have been addressed. Lots that are sold by the subdivider to individuals (or companies) who subsequently build the homes, are of particular concern. The approved subdivision plan shows house placement and grading for each lot. It is Town Staff 's intention that the subdivider, from whom the bond is obtained, will be responsible for all improvements shown on the subdivision plan, including grading on individual lots which is critical to controlling lot-to-lot drainage. The Planning & Zoning Commission has requested your opinion regarding our ability to hold the subdivider responsible for this problem drainage area. If there are other procedures we should be implementing, please advise as soon as possible. Thank you for your assistance. Very truly yours, Marcia A.
