Gantick, Director of Public Works Agg? SUBJECT: RESUBDIVISION - SOUTH WINDSOR HEIGHTS LOTS 612A, 632A & 632B - SAMUEL M. SISISKY Please be advised that this Department has reviewed the subject plans dated September 22, 1987 prepared by Lucek Engineers Associates, Inc. , and the following comments are noteworthy: Lot 612A 1. Existing utilities should be shown on plan (water connection to house) . 2 . Since there are no sewers in the area, the feasibility of on-site wastewater disposal must be determined (Town Sanitarian) . Lots 632A & 632B 1. Section 2. 5. e, as amended, requires a 55 foot radius for a dead-end street--only 50 foot shown. 2 . No proposed grades have been shown relating to: a) foundation elevation b) road grading c) spot grades on cul-de-sac needed 3 . Slope rights may be required from Lot 230 and/or Town of South Windsor in order to build the cul-de-sac as proposed. 4 . Existing utilities (sewer) not shown. 5. Existing storm drainage pipes/structure not shown. 6 . Proposed grade of cul-de-sac (80) would make access/winter maintenance difficult. Would recommend 3% grade. 7 . Sewers are available at the intersection of Brook Street and Farmstead Drive, (at elevation 149 . 44) ; however, it may be difficult to flow via gravity from the proposed houses. Cannot be definitely determined until foundation elevation established. 8 . Water supply to the proposed houses would be by on-site wells and requires the Town Sanitarian' s review. 9 . No outlet structure has been shown for the proposed drainage system. Detail on rip-rap outlet channel needed. 10. D.R.O.W. shown on plot plan should specify grantee. 11. Grades along both lots appear to be in excess of 15% grade, per Section 5 . 3 .b of Zoning Regulations. 12. Guiderail needed at cul-de-sac. Lucek, PE, LS Telephone (203) 644-47550 October 1, 1987 Ms. Louise Evans Chairman, Planning & Zoning Commission Town of South Windsor South Windsor, CT 06074 Re: South Windsor Heights Resubdivision Dear Ms. Evans, At the public hearing regarding the subject resubdivision, the Town Engineer's report pointed out that the plans, as submitted, did not reflect the correct radius of the proposed cul-de-sac. Subsequent to the public hearing, I contacted the planning staff and learned that earlier this year, the required radius for cul-de-sac design has been changed from the previous 50' require- ment to a new 55' requirement. In attempting to meet this new 55' radius requirement, suf- ficient area is removed from the land available for housing, to eliminate the possibility of creating 2 (two) building lots in the area at the end of Farmstead Drive. For this reason, I am enclosing a plot plan showing the 55' radius cul-de-sac, with the remaining land constituting one build- ing lot, designated lot 632A. As stated at the public hearing, this lot will be served by sanitary sewer, will have a well for water supply, and will meet all other applicable regulations. If I recall correctly, the commission, after public hearing, may approve, disapprove, or modify a submitted application. I am hereby requesting that you consider a modified approval of the application with regard to one new additional building lot at the westerly end of Farmstead Drive. Thank you for your consideration of this request. Ve y yo , '1 W. South Windsor, CT 06074 RE: Application #1275 - Resubdivision South Windsor Heights Dear Mr. Lucek; Please be advised that the Planning and Zoning Commission voted on November 17, 1987 to deny the above-referenced application for resubdivision. Reasons for denial were: 1. No information has been provided to show that the proposed lot on Greenfield Dr. is suitable for on-site sewage disposal per Section 3.2.2 (6) of the Subdivision Regulations. 2. The two proposed lots on Farmstead Dr. do not meet the requirements of Section 5.3.b of the Zoning Regulations which requires 10,000 sq. ft. of contiguous buildable area excluding slopes in excess of 15%. 3. The proposed cul-de-sac at a negative grade of 8% is unacceptable for safety reasons. The Commission's decision was based on plans originally submitted for three lots, because the Commissioners felt that the proposed modification down to two lots was quite major a modification after the public hearing. The Commission therefore felt it inappropriate to accept the revised plans. Very truly yours, PLANNING AND ZONING COMMISSION By: a Ray and Hallowell, Jr. Chairman •rt cc: S. Sisisky M.
