This same day you and I went to the intersection of Community Road and Route 30 to discuss a state drainage system along the north side of Route 30 that was apparently plugged. Also we discussed a ' drainage problem at Route 30 and Governors Highway. You responded to Mr. Gantick about the problem near the Manchester town line, but have yet to respond about the other two concerns. I have been informed by a home owner at the corner of Governor' s Highway that he has spoken with you on more than one occasion about resolving this water problem. He has asked that the Town assist in ridding this intersection of the large puddle that occurs after every rain. I had the catch basin at this intersection cleaned with a vacall on Thursday, October 8th. There is a pipe leading southerly under Route 30 but the end in the basin has been cemented up. The basin is within the states right of way as shown on the Connecticut State Highway Map dated November 30, 1936 . It is particularly severe after a heavy rain and now lasts for several days . In winter this will be a hazard for motorists on Route 30 because vehicles entering Route 30 from Governor ' s Highway will not have sufficient traction to make a smooth entrance into the flow of traffic. I have spoken with Mr. Duffy about this problem earlier this summer and I am sending him a letter today, a copy of which is enclosed. Please see if this matter can be expedited as it will be a constant maintainence problem through the- winter. REVIEW COMMENTS Key Map -need arrows showing direction of drainage NOTE: We are very concerned about the appropriateness of having driveway cuts at a (soon to be) signalized intersection, for vehicle safety reasons. The Local Traffic Authority shares this concern. It will be our recommendation to the Planning and Zoning Commission that a short cul-de-sac, with a fourth face to the new signal, would be more appropriate to avoid vehicle conflicts . This would also alleviate sight line problems . We have made a field review of the site and have also had field meetings with Mr. Hugh Hayward from the Connecticut Department of Transportation and with Sergeant Gerald Lewis of the Legal Traffic Authority for South Windsor. Based upon our review of the plan and our site visit, we recommend that the site driveways not enter Route 30 across from Governor's Highway. Because of the skew angle of that intersection, there would be undesirable sight lines and potential for conflict with such a configuration. Mr. Hayward and Sergeant Lewis are both in agreement with us on this point. There are plans for future signalization of this intersection. The inclusion of a drive opposite Governor's Highway would require signal faces towards the driveway or would allow vehicles to enter under the signal uncontrolled. The first is not warranted for four lots and the latter is not desirable. We recommend a two-driveway configuration with access to lots 1 and 2 along their common property line and access for lots 3 and 4 along their common property line. This would reduce the number of driveways from a possible four to two. It would also keep both drives out of the existing intersection and out of the possible signalized intersection. We measured sight distances from these driveway locations and found in excess of 770 feet looking west from the western drive (lots 1 and 2) and 750 feet looking east. The eastern drive (lots 3 and 4) would provide 560 feet to the west with the clearing of some brush on the State right-of-way and 600 feet to ROCKY HILL NEW YORK ROBBINSVILLE MASSACHUSETTS NEW JERSEY NEW HAMPSHIRE RHODE ISLAND NEW YORK CONNECTICUT CITY NEW JERSEY STORCH ASSOCIATES Andover Equities Incorporated November 28, 1988 Page Two the east. With posted speed limits of 40 mph and travel speeds of up to 50 mph, the desirable stopping sight distance would be 500 feet based on the Institute of Transportation Engineer's Handbook. Sight distances in both directions from both recommended driveway locations are in excess of 500 feet. Thus, the sight distances provided are acceptable. Based on our field review, available sight distances, and the proposed land use (with our recommended drive locations) the construction of this four lot subdivision would not create undo traffic or endanger the public. He distributed revised drawings with slightly revised driveway locations. Ray Caruso and David Sp ar, Storch Associates, were present to review traffic and to answer any further traffic questions. A Storch Associates letter (Attachment B) regarding traffic was entered into the record. Town Planner Marcia Banach presented her report: 1 . This request for a 4-lot Subdivision is in the A-20 and RR Zones. All lots appear to meet the Town's dimensional requirements for the A-20 Zone and are in excess of one acre in size. 2. All lots will be served by public water and sewer. The Superintendent of Pollution Control has indicated that WPCA approval is required. Conceptual WPCA approval has been granted, which does not include sanitary lateral easements across adjacent lots. Lots 1 and 2 will connect to a main line sewer extended parallel to the road within the ROW at a depth sufficient to maintain minimum slopes for 8" pipe. 3 . There are regulated wetlands on the site. IWA/CC approval was granted with no unusual approval conditions. 4 . The applicant's proposal to construct two shared driveways will be a concern of the Planning and Engineering Departments with regard to any safety hazard created at this soon-to-be signalized intersection. The Town's local traffic authority has met with the applicant's traffic engineer on the site and has spoken with a DOT representative. All have agreed that the most appropriate treatment of this subdivision would b the two shared driveways located well out of the intersection. State standards for sight line must be met. The Fire Marshal has indicated that he is not concerned about this proposal. Turnaround driveways are required and are shown on the plan.
