Kevin F . Rennie, Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor , CT 06074 RE: Review of South Windsor Business Center Dear Kevin : It is premature to hear this proposal at this time . Other than the normal planning and zoning items to be still determined such as access for the utilities , the State as the developer with the right of way lines as shown and the drainage from this and the surrounding areas . The wetlands limits appear as shown . From a conservation aspect , there is additional information that should be submitted that could assist in the commissions deliberations . To bring this into a proper perspective , another enterprise of one of the developers is Mitchell Trucking . This could expedite the earth moving exposure . A rough calculation indicates about 50 , 000 cu . yds . of fill required to make the site work . Questions that don ' t appear covered consist with the new regulations would include : 1 . Work within a wetlands or a watercourse? 2 . Fill in the blanks on 7 . 1 . (K) . From a practical point of• view, I would encourage a restriction to phasing the site to permitting no greater than a 4 acre area under construction or unprotected at one time before the next is started . Sections should be separated by a fence . Again , exposure to the planning aned zoning commission first , perhaps , would be the best approach . Very truly yours , /;o A .
