BOX 238 COVENTRY, CONNECTICUT 06238 (203) 742-0340 May 15, 1986 South Windsor Planningand Zoning Commission g c/o Peter DeMal lie, Town Planner Town Hall South Windsor, Connecticut 06074 J:;Loth Windsor Re: Traffic Report for Partridge Meadow Subdivision Pizmning & Zcmq COrnmisSjOn Avery Street and Dart Hill Road South Windsor, Connecticut Attorney Wayne Gerlt proposes to divide the 54.7 acre site at the corner of Avery Street and Dart Hill Road into 80 single-family house lots. The lots are to be served by a new subdivision road constructed to Town standards. This new road will have two entrances onto Avery Street and loop through the subdivision. Additional interior access to building lots is obtained by three short cul-de-sacs. The site designer has followed good design practice by proposing both Partridge Meadow Road entrances be directly opposite existing side streets. This minimizes crossing traffic conflicts that occur from off- set intersections. The sight distances from the entrances are the same as those available to the existing Cheshire Drive and Country View Drive. The sight distances to the South from either entrance exceed 600 feet. Sight dis- tance from the North entrance is the entire 500 foot distance to the Dart Hill Road intersection, and the sight distance to the North from the South entrance is 500 feet. Thus , these entrances provide adequate sight distances for the observed 40 mile per hour traffic on Avery Street. The American Association of State Highway Officials requires 275 feet for 40 mph (attached). Conn. D.O.T. attempts to provide 475 feet of sight distance for entry onto State Highways posted for 40 mph. This is far more conservative than the National Standards. Manual traffic counting shows Avery Street at the location of this pro- posed subdivision to be lightly traveled even during peak periods at the present time. For residential roads such as this peak-hour volume accounts for from 12 to 20 percent of the total daily volume of traffic since the road does not serve mid-day shoppers. Mountain View, a 175-lot subdivision under construction on Dart Hill Road, will add an estimated 1750 trips/day to Dart Hill Road. Some of those travelers will choose to go to Ellington Road and then to I-84, but most are likely to use Avery Street. Thus it is conservative to estimate that Avery Street will carry an additional 1 ,000 trips/day due to Mountain View. i PLANNING DEPARTMENT REPORT RE: RWR OFFICE COMPLEX 9 . SUMMARY: a. The architecture is compatible with the surrounding area; b. Safety of vehicles entering and exiting the site is of primary concern to this application; C. Landscaping looks very attractive; d. Restraint in signage would be desirable. 5/12/86 The 80-lot Partridge Meadow Subdivision is estimated to generate 800 trips per day onto Avery Street with almost all of those vehicles traveling south to I-84. The table below details current and predicted peak-hour and average daily traffic volumes for Avery Street. Avery Street Traffic Volumes Trips AM Peak Hour (veh. per hour) 190 PM Peak Hour (veh. per hour) 236 ADT present (veh. per day) 1180 ADT generated by Partridge Meadow (veh. per day) 800 ADT generated by Mountain View Subd. (veh. per day) 1000 ADT result (veh. per day) 2980 AM Peak result (veh. per hour) 480 PM Peak result (veh. per hour) 596 Level of Service A Limit (veh. per hour) 400 Level of Service B Limit (veh. per hour) 900 As shown in the table above Level of Service A or free-flow traffic volumes are limited to 400 vehicle per hour. Level of service B, or stable flow, where drivers still have reasonable freedom to select their speeds and which is a suitable design standard for rural roads limits volume to 900 vehi- cles per hour. Therefore, as can be seen from the above data, Avery Street will become more heavily travelled with the addition of these two subdivisions, but still operate well above the Level of Service B limit. In conclusion, the proposed Partridge Meadow Subdivision design provides for safe entry onto Avery Street and the traffic generated by it , in addition to traffic generated by other large development, will still be handled adequately. Sincerely, W. Donald Holmes , P.E. WDH:knh r w No, 00399 ; • May lU , 1966 s 4 PLANNING DEPARTMENT REPORT PARTRIDGE MEADOW SUBDIVISION 1 ) . The applicant proposes an 80-lot open space subdivision in an A-30 zone . Allowable lot size for such a subdivision is 20 , 000 ft; the average lot size for this subdivision is 25 , 800 s . f . In this particular case , there are two very large lots under the power lines (lot 14 & 15) which are in excess of 3 acres each and which favorably skew the average lot size . A more representative average of the remaining 78 lots is about 23 , 000 square feet. The parcel is basically maximized with lots . Some lots do have what appears to be a relatively small building area - generally, these lots are corner lots such as 41 , 46 , 51 and 80 . 2) . The open space for this subdivision is located on a separate site at the request of the Town. The proposed open space is the minimum required under our regulations; however, it is in an extremely useful location and configuration, and has over 600 feet of frontage on each of Dart Hill and Lawrence Road. The Town Plan update indicates that this open space area is desired by the Town for a Town Park of about 40 acres . This is the first installment of that acreage, with more acreage to be added to the ten acres as development of this vicinity continues . Both the owner of the site and the applicant had in the past indicated their willingness to provide land for the town park as development proceeds . It should be noted that future land acquisitions for the enlargement of this parcel should continue the pattern of very useable land and config- uration which this parcel has initiated. 3) . The WPCA has approved sewerage for the subdivision, with the contingency that town staff determine that capacity is available in the Benedict Dr. pump station. The Superintendent of Pollution Control has indicated that there is capacity for this subdivision but that the developer may be required to contribute to upgrading the pump station and has been noti- fied to that effect. 4) . There are no/,curb cuts on either Avery Street or Dart Hill Road. The interior road system has been designed so that there is no offset between Partridge Lane and the opposing Countryview Estate roads , Cheshire Drive and Countryview Drive . Sight lines appear to be adequate. At town staff request, a road stub to the east has been provided between lots 21 and 22. (Why is this stub not perpendicular to Partridge Lane, as is ' the opposing Tabetha court?) . Lots on the north side of Dart Hill Road will have rear yards facing Dart Hill Road. 5) . Exterior road improvements are very much needed. The "Y" in Avery Street at its intersection with Dart Hill- Road needs to be removed. Lawrence Road needs to be realigned opposite Avery Street, and at present is relatively easy to accomplish as there are no utilities under the road. The Avery/Lawrence intersection improvements would ideally be accomplishes during Phase I of this project. Also, improvements to the Avery Street frontage are necessary; and improvements to the Dart Hill Road frontage are desireable. PLANNING DEPARTMENT REPORT -2- May 20 , 1986 i PARTRIDGE MEADOW SUBDIVISION 6 ) . Sidewalks are desireable on both road frontages for the open space - which would be the north side of Dart Hill Road and the west side of Lawrence Road. Sidewalks were not installed on the south side of Dart Hill Road in anticipation of future development of this subject parcel. Sidewalks should be installed along with Avery Road frontage. Interior streets should have sidewalks on at least one side. 7) . There are no regulated wetlands on site. This application was heard by IWA/CC on May 12 for conservation plan approval , and was tabled pending receipt of reports from SCS and DEP (regarding dam permit for modified detention basin) . 8) . With 80 lots, phasing for building permit release purposes is desireable . The project would lend itself to three phases of 25-30 lots per phase . Also, there is a possibility that, with such a totally wide-open site , some sort of security fencing (i.e. ,snow fence) might be necessitated to prevent access at will to this site for both contractors and off- hours 4-wheel-drivers and bikes , etc. 9) . The applicant has met with town staff on many occasions to discuss this subdivision, and the majority of Planning Department requested plan modifications have been made. I do need to have the final plans modified so that side yards are coincident with drainage easements on lots 43 , 73 & 78 . Also, monuments should be indicated for all open space parcel angles, rather than iron pins. Sorenson, Secretary P J 209 1987 Planning and Zoning Commission Town of South Windsor 1540 Sullivan Ave . ; So. Windsor CT 06074 S ; d . Members of The Commission. I would like to voice my opinion regarding the housing moratorium in So. Windsor, I am particularly concerned, since reading in the paper, about developer Jean Marc Jacques request to build 55 homes at Avery St and Dart Dill Road. I strongly feel that this development should be rejected as we cannot accept the increased traffic that it will generarate on Avery St . We now have too much traffic on our street as it is not only used by residents of South Windsor but also Vernon and Ellington drivers. The street is posted for 30 MPH but to most drivers this a joke. The street is being used by too much heavy equipment ,tractor trailers, equipment hauling trucks, cement trucks and so on. The street is not being monitored for the excessive speed which we have to put up with everyday. We do have a stop sign at Benedict Dr. and Orchard Hill Dr. but 85% of drivers ignore this. We had a 12 year old girl killed at this point four years ago and I am sure that it will happen again with the large amount of traffic that we are confronted with. Until someone realizes the dangers that bicyclists and walkers are in on Avery St . I say, no more building in the area until the excessive speed can can controlled. I invite all you on the commission to spend sometime on Avery St . to see what we have to endure each and everyday especially, between 3:30 and 6: 30 p.m. . I thank you for any consideration on this matter. ere os . D. Brennan, J . 348 Avery St . So. Windsor, CT 06074 cc: Town Council Police Dept . PLANNING & ZONING COMMISSION JULY 219 1987 PUBLIC HEARING SOUTH WINDSOR TOWN HALL COUNCIL CHAMBERS MEMBERS PRESENT : Evans , Conde , Asplund , Hallowell , Klenke , Sorenson , Montana , Castro , Rossi , Hart ALTERNATES PRESENT: None PUBLIC PARTICIPATION 1 . Application of Dart Hill Realty , Inc . for a Subdivision of land located on the eaterl side of Avery St - and southerly side of Dart Hill Rd . of 55 lots to be known as "Partridge Meadow" , A-30 Zone . Attorney Raymond LeFoll representing Dart Hill Realty presented this application to the Commission . He began by explaining the parcel contains 55 acres and that there are 55 lots depicted on the proposed plan . Average lot size would be one acre . Bill Klock from Reino Hyypa Associates , ( civil engineers ) explained that along Avery and Dart Hill there was 37 , 000 feet of frontage . Five lots on the layout back up against the existing roads , lots 25, 26 , & 27 on Avery Street , and lots 39 and 40 on Dart Hill . Five out of 55 was a minimum layout that could be accomplished . He stated that originally the drainage plan was to drain into Countryview estates , ( to the west of Avery Street ) . They had quite a large detention basis with the intent to take all of the drainage from these 55 acres , drain across Avery, into Countryview drive and into that detent basin south of the Countryview estates . He felt that they did not want to add to that detent basin. Therefore , they have added onsite detention to the extreme southwest corner on Avery Street . Dart Hill Realty wanted to avoid any liability of adding to that facility . Sanitary sewers were also designed in Countryview Estates and they are consequently adding to it in Avery Street . There are 14 lots in the northeast corner on Pheasant Way that will be serviced by sanitary sewers that will drain to Dart Hill Road and into Debbie Drive , which is Mountainview Estates subdivision . Recreation area involves 2 acres in the northwest corner of the site , on the corner of Avery and Dart Hill . Town staff selected this area . Erosion and sedimentation control plans show a stockpile area along the east side of Avery Street , rear of lots 25 , 26 and 27 , recreation area and along the south side of Dart Hill Road . They felt they could leave some of this to re-shape it , and create about a 3' berm similar to the one requested in the Oxford estates . Lot 55 does not have access from the proposed streets . They are proposing Lot 55 face Dart Hill Road and would like a common driveway for Lot 54 and Lot 55 with the house on Lot 55 having a rear garage . Atty. Lefoll stated he received a letter from Attorney Leonard Jacobs (representing Gerber) in opposition to this subdivision . Atty . Jacobs proposes a road stub between 9 and 10, directly opposite Partridge Lane . It was suggested that Pheasant Way somehow be continued down between Lot 12 and a road stub be left to the Gerber property . Atty. LeFoll then agreed to make accommodations with whatever the Commission decides would best suit all . PLANNING & ZONING COMMISSION -2- JULY 219 1987 Michele Lipe , Assistant Town Planner , commented as follows : 1 . 55 lots , conventional subdivision in A-30 zone . All lots appear to meet our current zoning regulations , and there is a note on the plans that all lots have at least 10, 000 square feet of contiguous buildable area . 2. Street layout for this subdivision was a bit difficult and attempted to address conflicting issues - minimal new curb cuts onto Dart Hill Road and Avery Street , without producing large numbers of homes with backyards facing onto Dart Hill and Avery Street . The current layout contains 3 lots with backyards onto Avery Street , and 2 lots with backyards onto Dart Hill Road . The Commission may wish to consider having Bobwhite Trail extend thru to Dart Hill Road , which will add another curb cut onto Dart Hill but would eliminate a cul-de-sac and backyards onto Dart Hill . 3 . Sight lines for both new roads are adequate in both directions . 4 . If this application is approved , it should include plans to upgrade frontage on both Avery Street and Dart Hill Road including removing the "Y" intersection of Avery Street at Dart Hill Road. The eastern most portion of frontage on Dart Hill has many large trees , so Commissioners should look at that frontage to see if road improvements should stop at Pheasant Way . 5. Sidewalks are shown on both sides of all interior streets , and would also be desireable on at least the Avery Street frontage . 6. During the application process for the previous applicati-on for this parcel ( in spring , 1986) , the abuttor to the north (Stevens) requested a road stub , which has been carried through to this application . Since the current application was filed the other abuttor to the southeast (Gerber) has also requested a road stub to their property . If the Planning Department were to select which of the abuttors would receive a road stub , it appears that the Gerber parcel ( labeled "N" on the key map) is more in need of the stub than the Stevens property ( labeled "M" on the key map) . The Stevens property has almost 400' of frontage on Dart Hill Road , the Gerber property has about 150' of frontage. Both properties have a home on the frontage - the Gerber property home is right in the middle of the frontage . I understand this property owner also has frontage in Vernon which could access the property in South Windsor , but Vernon ' s land is zoned industrial , and we would be encouraging access to a residential area through an industrial area , which the Planning Department does not recommend . The Stevens home sits on the western side of their property , and it appears that a road could be built from Dart Hill without jeopardizing the home in any way. Also , if a road stub is left to the Gerber property , at such time as a subdivision plan is prepared for the Gerber property a road stub could be provided to the Stevens property . PLANNING & ZONING COMMISSION -3- JULY 211 1987 7 . This application will require WPCA approval . Capacity limitations at the Benedict Drive pump station will require that this pump station be upgraded to handle the anticipated flow from this project . 8. Two acres of open space are required , and two are proposed . Choice of open space location also provided somewhat of a dilema - open space visible from the road is highly desireable to break up the perception of wall-to-wall houses , yet that results in the likelihood of children playing along street frontage . For this subdivision we recommend open space along street frontage, possible with a gentle berm along the frontage , and tree plantings to provide a park-like setting rather than the bare field that is there now, which may tend to discourage active recreation on the parcel . 9. There is one lot (#55) which fronts on Dart Hill Road , this lot has a driveway easement over lot 54 to an interior street . There should be no driveway cuts onto either Avery Street or Dart Hill Road . 10. There are no regulated wetlands on site . This application is pending for conservation commission approval . 11 . We suggest phasing for this project if approved - two phases of 22 and 23 homes would be appropriate . 12 . If approved , the following modifications are needed : 1 . Show all easements on plot plan . 2 . On sheet 4 , lots 9, 10, 11 need rear yards . 3. We would like a note that driveways on cul-de-sacs will be spaced far apart to facilitate snow removal. 4. A note no driveway cuts on Dart Hill on Avery Street. Rick Martel , Town Engineer , commented as follows : 1 . The "Y" at the southerly intersection of Dart Hill Road and Avery Street will be removed by the developer . 2 . The standard improvements to Dart Hill Road and Avery Street be done (improve from center line to 15 feet ) . Drainage is to be included with these improvements . 3. The plans show the right of way widths for Dart Hill Road and Avery Street . 4. As the recreation area is to be under the ownership of the Town , monuments should be installed at all corners . 5. The need for the drainage construction between lots 26 and 27 is questionable . If it is possible , this area could be regraded instead . 6. Handicapped ramps must be added at all intersections . 7 . I would like to see the emergency spillway, at the detention basin , to the north away from the outlet structure and exit pipe . PLANNING & ZONING COMMISSION -4- JULY 219 1987 8 . Notes should be added to the plans stating : a) wetlands are on the site b) site is not affected by the floodplain 9 . The plans should be modified to show the proposed water and gas . 10. All storm drainage easements be shown to be in favor of the town of South Windsor . 11 . Catch basins be added to meet the Town ' s regulation of one every 300 f eet at : a) Partridge on the southerly side between station 10 and 50 and stations 13 and 69. b) Partridge Lane on the southerly side between station 13 and 69 and station 17 and 93. 12 . Profiles of future roadways need to be added . They will have to be graded as per the subdivision regulations . 13 . There is existing drainage on Dart Hill Road . This pipe should be properly sized and replaced with reinforced concrete pipe . Mrs . Evans asked for public comments . Attorney Leonard Jacobs representing Ed Gerber , owner of the Gerber property abutting the subdivision , spoke . His main concern is the subdivision not providing access to the Gerber property . He noted residentially owned property should not go out through Industrial owned property . The only other access way has a house on it . He submitted a map showing a possible extension to the Chairman . The Gerber property should be provided access . Mrs . Evans read a letter dated July 20, 1987 from Thomas D. Brennan , Jr . of 348 Avery Street . This letter is to be considered Exhibit 1 and incorporated into the minutes . His concern is that there is too much traffic on Avery Street . Mr . Conde had a question about the size of the detent basin , specifically the depth. Mr . Klock responded that the depth was 7 ' . Mr . Conde also questioned the attempt to use passive solar . Mr . Klock said that in this layout passive solar would depend on reconfiguration of some of the houses . Mr . Asplund commented on the drop off of the south side of the right of way of lots 12 and 13 . He questioned where the homes are intended to be built . Mr . Klock agreed on the north side of the right of way. Mr . Asplund suggested that Quail Run and Bob White Run should somehow connect in order to make snow removal easier . Mr . Asplund also commented about recreation areas and how it was chosen . Mr . Klock stated that the chosen area was decided along with Town Staff . r PLANNING & ZONING COMMISSION -S- JULY 219 1987 Mr . Hallowell directed a question to Attorney Jacobs . If the roads were extended between lots 11 and 12 , would a temporary cul-de-sac on Gerber property be acceptable? He also questioned Mrs . Lipe about the recreation area being small and located at a busy intersection , wanted to know what type of recreation it would be used for . She responded that a park like setting was desireable and its accessability was a key point . Mrs . Klenke brought up. her concern about the two cul-de-sacs on Quail and Bob White , and stated she would like to see them eliminated . Mr . Klock stated one could be eliminated and extend Bob White out to Dart Hill . She stated that the location of the recreation area is a visual plus . Mrs . Montana complimented the street names . She stated that she agreed with the idea of a temporary cul-de-sac on the Gerber property . She questioned the idea of the recreation area being located where it is proposed . She said safety would be a concern . Mrs . Montana also stated that she didn ' t like the cul-de-sacs . Mrs . Rossi questioned if a letter could be sent from Gerber ' s to the Commission indicating that there would be permission given to JMJ to continue the cul-de-sac onto their property . She asked Mr . Martel if the Benedict Drive pumping station is at capacity . He said yes . She questioned how this project would affect it . Mr . Martel reiterated that as was previously stated , it was agreed that it would be the Town Staff ' s recommendation that a contribution would have to be made for the upgrading of that station . Mrs . Rossi opposed the cul-de-sac usage in this proposal . She suggested using a double crossroad type of layout . Mr . Hart questioned when or if Avery Street and Lawrence Street are realigned so there is no offset , would that affect the recreation area. Mr . Klock said it would not . Mrs . Evans asked if Mr . Klock had discussed the Avery and Lawrence Street realigning with engineering . He said no and that he had a meeting scheduled for Monday, July 27 , with Town Staff to discuss it . Mrs . Evans asked what the size of the smallest lot was and 30, 000 s . f . was answered . There are approximately 23 lots that size , a quarter of the lots are a minimum size . Mr . Gerber without any loss of lots within the Partridge Meadow Subdivision. This would, of course, require that the proposed 50 foot right-of-way shown on the original subdivision plans extending to the easterly property line of the subdivision be relocated southerly to the location shown on our sketch. We have reviewed the profiles of Pheasant Way and are convinced that the lots depicted herein can be serviced by sanitary sewer and that the road can be lengthened in conformance with South Windsor's standards. We understand from our discussion with you that the Town Planning & Zoning Commission may want to have the cul-de-sac constructed on the Gerber property. We believe that this may raise legal as well as technical and financial questions. We would appreciate your keeping us informed as to the status of this project and informing us of any meetings and/or work shop sessions at which this matter is to be discussed. From information I have been able to gather, the old pipe under Dart Hill Road was plugged some 25 or 30 years ago, perhaps longer, and the run-off never went across Dart Hill Road onto my property. As part of the approval of that subdivision, apparently your commission required a change in the proposal and a replacement of that pipe as Condition 1-k. in your approval letter dated September 21, 1987. Although I tracked the progress of the application and reviewed the initial plans, I was not aware that the pipe was going to be replaced since it was not part of the applicant's original proposal. Had I become aware of the situation, I would have strenuously objected and pointed out the above facts as well as indicating that this would render a large portion of my property flooded as well as cause substantial damage to the downstream property holders. Since the replacement of the pipe was accomplished, I have heard from Alan Witkin, and at a meeting of the Wetlands Commission, from Ludvig Szeluga both of whom are receiving serious flooding from that pipe which was installed without their knowledge or mine. In fact, I was not even asked by the Town nor by the developer for permission to enter upon my property and install a pipe or for permission to flood or drain across my property, nor was any such right given. I .'e Mr. Raymond Hallowell, Jr. -2- May 10, 1989 have determined that the Inland Wetlands/Conservation Commission did not know about this drainage proposal, and therefore did not approve the plan as finally approved by your commission. I hereby request that you consider a means to remedy the situation as expeditiously as possible. I have had many discussions with Mr. Witkin, and have attempted to resolve the matter with Town staff and the engineer and attorney for the developer, but have not met with success. Item No. 8 states: "Two phases of 27 units each must be established. Phase lines should be shown on the final plans. Building permits will not be issued for Phase II until Certificates of Occupancy have been issued for two-thirds of the units in Phase I ". Lots I thru 5 and Lots 50,51 and 52 were not included in Phase I of the subdivision (see attached sketch) . The intent for the particular configuration, as selected, was to build connecting roadways from Dart Hill Road to Avery Street; but 35 lots abutted the roadways and only 27 were designated as Phase 1 per the conditions of approval . As you are aware, the real estate market has considera- bly softened since the September 1987 approval of this sub- division. Given the fact the roadway is built and the area is stabilized in front of Lots 1 thru 5 and 50, 51 and 52, there are many inquiries concerning said lots that have to be dis- regarded because of the phasing configuration. Therefore, we respectfully request that the Planning & Zoning Commission modify Item #8 and allow eight (8) lots, specifically Lots 1,2,3,4, 5, 50,51 and 52 be added to Phase I of Partridge Meadow. The repairs to the binder were done in a workmanship manner with saw cut edges and the pavement is well compacted and according to surrounding grade. I did not see evidence that the joints were sealed. I have not seen the correspondence concerning the removal of the binder and its replacement, but I do remember discussing that course of action with Jerry back when the cuts were made to repair the sanitary sewer line. I recommended that the base be replaced because the extent of excavation was unknown at the time and it appeared that most of the center line of the street was going to be excavated. There are two things that can be done here other than replacement of all the binder. This leaves three options. 1 . Remove the binder, replace and place surface course. 2 . Seal the perimeter of the patches, place a fabric sheet over the cracks and overlay with 2 inches compacted course instead of 1-1/2 inches. 3. Cut and remove entire width sections at least 10 feet long if the patch is less than 10 feet or as long as the patch if over ten feet. Replace the binder, put fabric over the cracks and place a 1-1/2 inch compacted surface course. Before option 2 or 3 is selected the current patches should be measured and plotted on an as built plan. If option 3 were selected the location of the new patch joints should be located on the plan. Then a 5 year maintenance bond should be provided to insure repair of any crack reflection occurring with 5 years from date of street acceptance. The current condition leads me to believe that removal and replacement of all the binder is unnecessary. Therefore I suggest option 2 to be the most effective . Seal the cracks, place fabric in joint areas and overlay with 2 inch compacted surface. Evans : We would like to request a reduction in the bond for the above referenced subdivision as most of the work is 90% completed and we have quote for the balance of the work that needs to be completed . The finished pavement to be done by Roncari ' s will be less than $50 , 000 . 00 . We have 500 ' of sidewalk to do and we don' t expect it to cost more than $10 , 000 . 00 . Total balance of work to be done amount to about $60 , 000 . 00 . The drainage problem on Quail Run was due to some silt fence over a catch basin which we completely cleaned and the problem has been alleviated , the pavement matter on Partridge Lane and Pheasant Way has also been solved . Louise Evans, Chairman, Planning and Zoning Commission indicates that "The drainage problem on Quail Run was due to some silt fence over a catch basin which we completely cleaned and the problem has been alleviated, the pavement matter on Partridge Lane and Pheasant Way has also been solved" . The Engineering Department feels that the drainage problem on Quail Run was not the result of fabric covering a catch basin. If that basin were blocked the water would have either completely by-passed that basin to the next one, or would have a 6" deep puddle of water over it with the rest crossing the road into that basin. It is felt that there is some other underlying problem that must be resolved. It is suggested that you have an engineer investigate and provide us with a report on his findings. We have no written directive from you as to how the pavement problems on Pheasant Way and Partridge Lane will be corrected. On September 17, 1990, Mr. Mel Stead Superintendent of Streets, wrote a memo to Mr. Lester Braddock, Senior Engineering Inspector, indicating three (3) options to resolve these problems (see attached) . It is my understanding that his option 2 would be an acceptable method of resolving this issue. Please forward a letter to us indicating that the patches on Pheasant Way and Partridge Lane will be treated as follows : "The perimeter of the patches will be sealed, a fabric sheet will be placed over the cracks and the entire roadway will have a 2" (compacted) finish coarse of bituminous concrete pavement" . The fabric selection is to be made by your engineer and approved by this office. Mr. Jean Marc Jacques Page 2.
